Amendment No. 14 to DEP Agency Term Contract No. GC774

This document is Amendment No. 14 to Agency Term Contract No. GC774, a rate increase amendment executed between the Florida Department of Environmental Protection (FDEP) and Southeastern Petroleum Contractors, Inc. The contract, originally executed on February 25, 2014, provides petroleum contamination site response action services in the Central Region of Florida. This amendment solely updates the rate schedule effective for new work assignments issued on or after June 1, 2023, with no modifications to contract line items or scope of services.

The amendment increases rates for 127 pay items across multiple service categories, including site assessments, boring and well installation, soil and water testing via various EPA methods, excavation and tank removal, remediation system installation and operation, and professional engineering and geological services. Rate increases range from approximately 0.38 percent to 8.00 percent, with most increases clustering around 8.00 percent. New Rate Schedule Version 3.5 becomes effective on the Rate Change Date of June 1, 2023. All pre-Rate Change Date work assignments continue under the prior rate schedule. The amendment also adds a requirement for photo documentation of drum interiors to verify compliance with the industry standard of 75 percent full capacity and clarifies that no new purchase orders or task assignments shall be issued after the renewal term, though existing assignments may extend up to twelve months beyond the renewal term for completion.
