ATTACHMENT B: PERFORMANCE CRITERIA

Task:

Period:

GC726-001 KK

July 1, 2019 through Jan 24, 2020

Performance Metrics: Tracking the performance of mission critical topics performed by the Ecology and Environment, Inc. (E&E) will be on a monthly basis. This information will be used to assess the effectiveness of E&E work processes, such as review times for technical reports, work order or task assignment generation, processing of invoices, timesheet evaluation, inspections, OCULUS insertion, STCM data entry and closures. This will assist the PRP in gauging progress towards closing petroleum contaminated sites through the issuance of Site Rehabilitation Completion Orders or some other site closure end point. This Performance Criteria may be modified by the agreed upon parties, as required.

Technical reports: Monthly, the Department will verify, using the Turnaround Time (TAT) spreadsheet prepared by E&E and comparing to the Department internal metrics tracking, that E&E is meeting the established review time frames for all deliverables reviewed by E&E for the reporting month (see Attachment C). The percentage of deliverable reviews that met turnaround times will be averaged per quarter.

Invoice Processing: For MyFloridaMarketPlace (MFMP) Purchase Order invoices, the Site Manager will have two (2) working days to review & process the invoice reconciliation. The review time will not stmt until the email notification is received by E&E. For Low-Scored Site Initiative (LSSI) work order invoices, the Site Manager will have five (5) working days to review & process the complete invoice package. The review time will not start until the complete invoice package is received by the E&E. Monthly, E&E will send a report that details the Invoice Processing turnaround time for LSSI work orders to the Department for evaluation.

Timesheet Evaluation: E&E staff members shall complete a monthly timesheet categorizing their time into the various tasks performed for the PRP. The Department shall evaluate these timesheets on a monthly basis.

O&M Inspections: E&E will perform at least ten (10) inspections per month for the PRP sites. The inspections will be averaged on a quarterly basis to account for holidays, vacation, departures and sick leave. A completed O&M inspection fom1 must be properly inserted into Oculus within fifteen
