About this file
This document comprises an Amendment No. 2 to DEP Contract No. GC725 between the Florida Department of Environmental Protection (DEP) and the contractor, effective December 1, 2014. The amendment reflects a change in contractor name and Federal Employer Identification Number (FEIN) resulting from the October 31, 2014 acquisition of WRS Infrastructure & Environment, Inc. d/b/a WRSCompass by Northstar Contracting Group, Inc., a Florida corporation. The contract was originally executed on January 25, 2010, and previously amended on January 3, 2012. The amendment updates the contractor to Northstar Contracting Group, Inc. with FEIN 13-3879343 and exercises a five-year renewal option, extending the contract completion date from January 24, 2015 to January 24, 2020.
The contract provides technical management services for petroleum contaminated sites under the Petroleum Restoration Program (PRP), including field inspection, remediation equipment management, fuel surveys, and special projects. Services are delivered by contractor staff embedded within the DEP's Team 5, supplementing existing Teams 1 through 4. The contract is funded through the 2014 GAA line 1697A at $1,933,747.90 for the six-month period of January 1, 2014 through June 30, 2014. The second half of fiscal year 2014-15 funding totals $1,879,955 for Northstar (Team 5) and $1,885,900 for Ecology and Environment, Inc. (PRP Team 6), representing cost reductions of 3.09% and 5.7% respectively compared to the prior fiscal year, despite a 10% increase in total proposed amounts due to additional staff hired to address increased workload and expanded site eligibility following a reduction in the funding score threshold from 46 to 30.
