TASK I - Homosassa Springs - Underwater Observatory Replacement Study (lll4l2015)

DESCRIPTION:

A. Project Understanding: FDEP needs planning and engineering services to explore solutions to renovate the existing or develop a new Underwater Observatory for Homosassa Springs Wildlife Park. The Underwater Observatory is a very popular attraction in the Park and the cunent issues and facility goals are as follows:

l Current Issues

a. The underwater area of the facility is not ADA accessible, Currently there is a video monitor on the accessible portion of the deck connected to a camera located below.

b. The windows are losing their transparency due to scratche, algae build-up, and condensation between laminated panels. The existing glass panels wer€ installed approximalely 20 years ago.

c. The structure is 50 years old this year and its maintenance and repair needs are outlined in the June 201 I inspection report.

2. Project Goals

a. ADA accessibility to all of the program areas.

b. Enhanced visibility to the surrounding spring area.

c. Need new conceptual ideas of how to reach these goals, while working within budget and any permitting restrictions.

B. Scope of Services: The following task will be performed by the consultant.

L Kick-OffMeeting-Site Visit: Visit the subject property, meet with owner's representative to discuss project understanding, review facility and identi$ any other project needs or issues.

2. Due-Diligence ltems: Perform an abbreviated due-diligence that will include the following:

^. Review of existing facility reports.

b. Review of State and Federal regulatory rules (SWFWMD, FDEP, FHD, USACE, and Citrus

County).

Review Observatory use and activities to establish a user size.

Review of Federal ADA code.

Review physical attributes, access, topography-drainage, views, and vegetation ofthe proposed site.

f. Review ofexisting infrastructure to include, electricgl, waler, and sanitary services to the Underwater observatov. or.hrb po\*

C. Conceptual Plan Optigns: Develofof-lo thrie conceptual alternalives that will explore options for addressing the project goals. The intent will be to develop a range ofsolutions that can be used as a comparative and assist FDEP in making an educated decision on how to resolve lhe Underwater Observation attraction issues. The concept plans will depict all propCIed improvements including site modifications, utilities, building improvements as well as specifically addrcss the ADA issue. The plans will include a minimum of a site plan and potentially elevation and section details or other images to communicate the design solution. Initial concepts to be explored are as follows:
