Hillsborough River State Park –Pool Replacement (REV)
Dear Ms. Carron;
For your review, WET Engineering, Inc. has provided a proposal summary and man-hour documentation for the engineering design services associated with the pool replacement project for Hillsborough River State Park. The new pool and associated buildings are based on the final concept dated November 23, 2021. The proposal includes design services from the following disciplines: architecture, landscape architecture, civil, mechanical, electrical, plumbing, structural, aquatic engineering, and flood zone / surface water hydraulic modeling. The following consultants comprise the design team: WET Engineering (prime and aquatic engineers), New Day Design (architecture), Daniel Rogers Landscape Architecture, Goodson, Bergen & Associates Consulting Engineers (civil), Simes & Rosch (MEP), Lowe Structures (structural engineer), and Humphries Consulting & Engineering, Inc. (flood zone / surface water hydrologic modeling.)
The project will also include surveying approximately 2 acres of the park that includes the existing pool and pool equipment area. WET has selected Altamax Surveying to perform the necessary boundary, topographic, and tree surveying services. Geotechnical engineering services have also been included for the dewatering and foundation recommendations for the pool and associated buildings. WET has elected to use Universal Engineering Sciences, Inc. (UES) for the geotechnical services associated with this task order. If you have any questions about the proposal, please feel free to contact me at (904) 223-9773 or via email at hwb@wetengineering.net.
Sincerely, WET Engineering, Inc.

Subtask 4: Permitting Provide permitting services for the new pool, equipment building, new large pavilion, and new family restroom.
Assumptions:
1. Wetland permitting and delineation is not included. It is assumed that there are no wetland impacts because the site is already developed.
2. It is assumed that the project will qualify for a De-minimis stormwater permit exemption through Southwest Florida Water Management District. The exemption is based on the improvement area falling under the 2-acre threshold and the improvements impervious area will be less than the existing impervious area.
3. Modification of the existing water and sewer lines for the new family restroom building is included. However, the proposal does not include any improvements to the park’s water or sewer distribution system or any existing ewer pump station or treatment systems. It also does not include any well design or permitting.
4. FDEP collection system or transmission system permitting is not included or anticipated.
5. Permitting fees for FDOH are included and cover the initial review and variance fees for the pool.
6. Task includes pre-application meeting with SWFWMD, permit fee, and travel to the meeting.
7. Surface Water Hydraulic Modeling (No-Rise) is included in TASK 6.
Description:
4A: Stormwater Permitting: Submit a permit determination for ERP permitting exemption. Due to the size of the project, an ERP is not anticipated for this project.
4B: Pool Permitting: Submit plans and associated forms for initial review by the Florida Department Health – Hillsborough County. Respond to any comments and modify plans as needed. Task also includes pool variance request in the event the family restrooms are not constructed. The variance meetings occur every 2 months and the variance must be granted PRIOR to submittal of the plans and application to FDOH for initial review.
4C: Building Permit: Provide construction drawings to selected contractor for submittal to the building department for construction permitting of both the pool and the awarded buildings. This task assumes the contractor will be responsible for paying any building department fees and for completing the building permit applications. WET Engineering will provide digitally signed and sealed drawings to accompany the permit and respond to agency questions in order to facilitate the issuance of the building permit for the pool and awarded buildings.
Deliverables:
4A: Stormwater Permit: Submit a permit exemption determination to SWFWMD within 10 days of receiving comments from FDEP on the 60% design documents. Provide agency response to FDEP for their files.
4B: Pool Permitting: Submit plans and DH4159 form to FDEP for initial review for operating permit issuance at the close of construction. Initial review documents to be submitted to FDOH within 10 days of receipt of any FDEP comments on the 100% set of drawings. Attend variance meeting in the event the family restroom is not constructed.
4C: Building Permit: Drawings to be delivered to the contractor within 10 days of official request.
Respond to agency questions within 10 days. Provide electronic copies of all responses to additional information to FDEP representative.
