About this file
This is a Task Assignment Change Order Form issued by the Florida Department of Environmental Protection (FDEP) for Contract No. CN201, Task Assignment No. 06. The contract involves WET Engineering as the consultant, with Heather Baxter, PE serving as the consultant representative. FDEP's contract manager is Ralph Perkins. The project concerns the Hillsborough River State Park Pool Replacement, located in Hillsborough County, Florida, identified as Project No. 61376C.
The change order is a time extension only, with no modification to the contracted amount. The original task end date of July 15, 2023 is extended to May 31, 2024, representing a net increase of 321 days. The original task amount of $3,788.00 in reimbursable costs and $182,023.87 in fixed fees remains unchanged at a total of $185,811.87. The extension is justified by delays in obtaining the FEMA Effective Flood Model from Hillsborough County floodplain permitting and FEMA requirements interpretation. The extended timeline allows WET Engineering to complete the 100% design submittal by March 1, 2024, initiate permitting with stormwater and Florida Department of Health by March 15, 2024, and clear all permitting hurdles with the water management district by the new end date, ensuring compliance with updated Florida Building Code requirements effective January 2024. The change order was digitally signed and approved by all required parties on June 2-22, 2023.

Teri –
As you now, we have been on hold for the Hillsborough River SP Pool Replacement while we wait for the FEMA Effective Flood Model. I think Taylor is getting close to getting the requested info; however it has not happened to date. They initiated the request over 6 months ago.
The design team has completed the 60% design submittal for the project. (Completed back in August 2022). I have had them on hold because it doesn’t make sense to get to the 100% design submittal unless we know the “No Rise” certification can be issued. Depending on the output of the Corrected Effective Model (the one that takes the project into account), we may need tweak the design to get the “No Rise” certification.
Based on the email below, Taylor Engineering is guessing they can have the model completed by the end of the year. Unfortunately we are at the mercy of FEMA.
Assuming we get the model done by the end of the year, we will update the task schedule and plan to hit 100% design submittal by March 1, 2024. Then initiate permitting (stormwater and FDOH) by March 15th.
WET requests and extension on the contract. We probably need until May 31st to make sure we clear the permitting hurdles with the water management district. FDOH normally only takes about 30 days.
The timing on this actually isn’t terrible if you consider the FL Building Code is updating in January 2024. That means the project will be up to date with all the appropriate code references, etc. I guess it depends on when the project moves towards construction, but at least we will be taking the updated code into consideration.
Let me know what you need me to do to extend the contract. I know we have a final date of 7/15/23 right now.
It’s unfortunate that this project is located where it is. We don’t have these issues anywhere else.
Thanks, Heather Baxter, P.E.

Good morning Heather, As of yesterday, FEMA has not yet provided the FEMA Effective Flood Model for Hillsborough River. When we get the Effective Model, we will
1. Develop a Duplicate Effective Model by using the FEMA Effective Model and input data to check if the Duplicate Effective Model provides similar base flood model results as the Effective Model.
2. Make corrections to the effective model to develop the Corrected Effective Model to correct technical errors in the effective model development or to include any floodplain change that occurred prior to the date of the effective model. Modify the Corrected Effective Model to develop an Existing Conditions Model that reflects modifications that (a) could affect base flood levels in the project area and (b) have occurred within the floodplain since the date of the effective model but prior to the project. Notably, our scope assumes there are no substantial changes in hydraulic structures in the project area which will require inclusion in the model development.
3. Modify the Existing Conditions Model to develop a Proposed Conditions Model to reflect the proposed project development at the new cross sections provided by WET Engineering while retaining the currently adopted floodway widths.
4. Compare the Corrected Effective Model’s and the Proposed Conditions Model’s BFEs to determine if there is an increase in elevation of the base flood or floodway elevations at any existing or new cross section.
5. If #4 shows that there is no increase in the base flood elevations from the Corrected Effective Model and the Proposed Conditions Model base flood simulation results, then we will prepare a “No-Rise” certification and include a letter report to support the technical documentation for a “No-Rise”.
At the rate FEMA is moving to respond on requests for FEMA effective flood models and data, I “guestimate” that we will complete #4 in December 2023. This “guestimate” assumes FEMA will complete delivery of the complete effective flood model and data by September 2023. Thanks.
Mike
