About this file

This is a Request for Statement of Qualifications (RFSQ) document for Transportation Planning Consulting Services issued by the Greater Orlando Aviation Authority (GOAA) under Florida's Consultant's Competitive Negotiations Act. The solicitation seeks to establish a Professional Services Agreement with one or more transportation planning consultants to provide planning, engineering, surveying, and related professional services supporting GOAA's Capital Improvement Program for Orlando International Airport and Orlando Executive Airport. The scope of services includes on-airport roadway traffic counts, multimodal transportation facility planning, airport passenger surface access analyses, concept development up to 15 percent design level, design-build criteria packages, project envisioning documents, program definition documents, strategic development planning, wayfinding and signage planning, and landside and airside transportation projects. The contract term is five years commencing September 1, 2026. Submissions are due by May 8, 2026, at 2:00 p.m. through the Aviation Authority's e-Procurement Platform, with a pre-submittal conference scheduled for April 10, 2026, and a question submission deadline of April 17, 2026. The selection committee evaluation is tentatively scheduled for June 12, 2026, with interviews on June 29, 2026, and Board approval anticipated for August 19, 2026.

Respondents must demonstrate a minimum of five years of relevant experience within the past ten years, hold current Florida professional engineering licensure, and maintain Florida business registration. The estimated annual project value ranges from $100,000 to $200,000, with compensation structured through task orders negotiated on an as-needed basis utilizing lump sum fees, hourly rates, or reimbursable fee arrangements, and subconsultant fees billed at cost with no markup. Required qualifications include submission of financial statements for the past two years and proof of insurability with Commercial General Liability coverage (minimum $1,000,000 per occurrence), Professional Liability insurance (minimum $1,000,000 per claim with $5,000,000 per-claim/$5,000,000 combined limits), Workers' Compensation, Automobile Liability coverage, and Pollution Liability coverage (maximum $100,000 deductible), with GOAA and City of Orlando named as additional insureds. No Small Business Enterprise (SBE) Participant Plan is required; however, respondents must demonstrate good faith efforts to engage certified small business firms. Disadvantaged Business Enterprise (DBE) participation goals apply to federally funded work, while Local Developing Business/Veteran Business Enterprise (LDB/VBE) participation requirements apply to non-federally funded portions. The solicitation supports GOAA's comprehensive Capital Improvement Program totaling approximately $5.9 billion for Orlando International Airport (2025-2030) and $84.2 million for Orlando Executive Airport (2025-2030).
