About this file
This is a Risk Assessment Form for Insurance Requirements prepared by the Greater Orlando Aviation Authority (GOAA) for Transportation Planning Consulting Services. The solicitation seeks to establish a Professional Services Agreement with one or more transportation planning consultants to provide planning, engineering, surveying, and related professional services supporting GOAA's Capital Improvement Program for Orlando International Airport and Orlando Executive Airport. The scope of services encompasses on-airport roadway traffic counts, multimodal transportation facility planning, airport passenger surface access analyses, concept development up to 15 percent design level, design-build criteria packages, project envisioning documents, program definition documents, strategic development planning, wayfinding and signage planning, and stakeholder engagement with federal, state, and local agencies. The contract term is five years commencing September 1, 2026, with submissions due by May 8, 2026, at 2:00 p.m. through the Aviation Authority's e-Procurement Platform. A pre-submittal conference is scheduled for April 10, 2026, and the question submission deadline is April 17, 2026. The selection committee evaluation is tentatively scheduled for June 12, 2026, with interviews on June 29, 2026, and Board approval anticipated for August 19, 2026.
The estimated annual project value ranges from $100,000 to $200,000. Required insurance coverage includes Commercial General Liability with a minimum of $1,000,000 per occurrence and a maximum deductible of $10,000 to $100,000; Professional Liability insurance with minimum limits of $5,000,000 per claim and $5,000,000 combined single limit; Workers' Compensation at statutory limits; Employers' Liability coverage of $500,000 to $1,000,000; Automobile Liability coverage; and Pollution Liability coverage with a maximum deductible of $100,000. The Greater Orlando Aviation Authority and City of Orlando must be named as additional insureds on all policies. Respondents must demonstrate a minimum of five years of relevant experience within the past ten years, hold current Florida professional engineering licensure, maintain Florida business registration, and provide financial statements for the past two years. No Small Business Enterprise Participant Plan is required; however, respondents must demonstrate good faith efforts to engage certified small business firms. Disadvantaged Business Enterprise participation goals apply to federally funded work, while Local Developing Business/Veteran Business Enterprise requirements apply to non-federally funded portions. Compensation will be structured through task orders negotiated on an as-needed basis, with options for lump sum fees, hourly rates, or reimbursable fee arrangements.
