Capital Improvement Program Summaries
Orlando International Airport (MCO) and Orlando Executive Airport (ORL)
This document comprises the Approved Capital Improvement Programs (CIPs) for 2025-2030 for both Orlando International Airport and Orlando Executive Airport, both operated by the Greater Orlando Aviation Authority. The Orlando International Airport CIP totals $5.92 billion and encompasses major terminal, airfield, ground transportation, and ancillary infrastructure projects. Terminal improvements include the $873.9 million Baggage Handling System (East Side Phase 1), the $374 million Airside 2 Wing Expansion, the $351.2 million North Terminal Renovations, and the $462 million Terminal C ASC Gates C250-C253 project. Airfield projects include taxiway and runway rehabilitations totaling approximately $291.2 million, while ground transportation initiatives, including the $169.3 million Ground Transportation Facility Pedestrian Bridge and the $1.21 billion RAC & Parking Expansion Program, comprise $1.72 billion of the program. The Orlando Executive Airport CIP totals $84.2 million and focuses on airfield rehabilitation, including runway and taxiway work, with terminal and land development projects of secondary scope. Project expenditures are distributed across fiscal years 2024 through 2030, with the majority of MCO spending concentrated in 2027-2028.
Funding sources for the MCO program include Passenger Facility Charges (PFC) of $249.8 million, Federal Aviation Administration grants of $662.7 million, PFC bonds of $163.3 million, non-PFC bonds totaling $4.09 billion, and other sources of $694.6 million. The Orlando Executive Airport program is funded through AIP grants ($52.1 million), FDOT grants ($11.6 million), and BIL-AIG entitlements ($3.4 million), with Authority Funds comprising $17.1 million. The related solicitation seeks Transportation Planning Consulting Services to provide planning, engineering, surveying, and related professional services supporting the Capital Program and future amendments, including roadway traffic studies, multimodal transportation facility planning, airport passenger surface access analyses, concept development to 15% design level, design-build criteria packages, project envisioning documents, and stakeholder engagement with external governmental agencies and Aviation Authority committees.
