About this file
This is a Risk Assessment for Insurance Requirements form completed by the Greater Orlando Aviation Authority (GOAA) for Transportation Planning Consulting Services. The GOAA is soliciting a Professional Services Agreement with one or more transportation planning consultants to provide planning, engineering, surveying, and related professional services supporting the Authority's Capital Improvement Program for Orlando International Airport and Orlando Executive Airport. The scope of services includes on-airport roadway traffic counts, multimodal transportation facility planning, airport passenger surface access analyses, concept development up to 15 percent design level, design-build criteria packages, project envisioning documents, strategic development planning, wayfinding and signage planning, and landside and airside transportation projects. The solicitation was released on January 9, 2026, with submissions due by May 8, 2026, at 2:00 p.m., a pre-submittal conference scheduled for April 10, 2026, and a question submission deadline of April 17, 2026. Selection committee evaluation is tentatively scheduled for June 12, 2026, with interviews on June 29, 2026, and Board approval anticipated for August 19, 2026. The Professional Services Agreement will have a five-year contract term commencing September 1, 2026.
The estimated annual project value ranges from $100,000 to $200,000, with compensation structured through task orders negotiated on an as-needed basis using lump sum fees, hourly rates, or reimbursable fee arrangements. The risk assessment identifies required insurance coverage including Commercial General Liability ($1,000,000 minimum per occurrence with $10,000–$100,000 deductible), Professional Liability ($5,000,000 per claim and $5,000,000 combined limit), Workers' Compensation with statutory limits, Employers' Liability ($500,000–$1,000,000), Automobile Liability, and Pollution Liability (maximum $100,000 deductible). The Greater Orlando Aviation Authority and City of Orlando must be named as additional insureds. No Small Business Enterprise Participant Plan is required; however, respondents must demonstrate good faith efforts to engage certified small business firms. Disadvantaged Business Enterprise participation goals apply to federally funded work, while Local Developing Business/Veteran Business Enterprise requirements apply to non-federally funded portions. Respondents must demonstrate a minimum of five years of relevant experience within the past ten years, hold current Florida professional engineering licensure, and maintain Florida business registration.
