The contract, designated OMH01-C202959-3650390, requires bidders to provide comprehensive preventive maintenance services for centrifugal chillers, air-cooled chillers, cooling towers, water filtration systems, expansion tanks, pumps, variable frequency drives, refrigerant monitors, and related ancillary equipment across Buildings 22 and 33. A mandatory site visit was scheduled for Wednesday, July 22, 2026, at 10:00 AM ET, with questions due by July 30, 2026, at 3:00 PM ET. Questions and answers were to be posted by August 6, 2026, and bids were due no later than 3:00 PM ET on Thursday, August 13, 2026. The contract term is five years. Building 22 equipment is anticipated to be replaced between October 2026 and spring 2027, during which time the contractor will not be responsible for preventive maintenance on those systems until project completion and OMH acceptance of new equipment.
The bid quote sheet requires bidders to submit unit costs for various preventive maintenance tasks including seasonal startups, monthly preventive maintenance, seasonal shutdowns, and specialized inspections, with annual costs calculated automatically based on service frequency. Bidders must also provide hourly labor rates for straight time, overtime, and training hours for repair work not covered under routine maintenance, with a fixed material markup of 10%. The estimated Time and Material Allowance totals $50,000 over the five-year contract period, consisting of a $10,000 annual material allowance and estimated hours for technician labor. The contract includes Minority and Women Business Enterprise (MWBE) and Service Disabled Veteran Owned Business (SDVOB) participation goals of 16% MBE, 14% WBE, and 6% SDVOB. New York State Department of Labor prevailing wage rates apply. All unit costs provided in the bid are binding and cannot be changed after bid opening, with payment only issued for actual services performed and materials used. Emergency on-site service response is required within two hours of facility request, with prior facility approval required for all repairs.
