Summary: Vendor Questions and ITS Responses
This document is a question-and-answer record for Discretionary Procurement C000978 issued by the New York State Office of Information Technology Services (ITS) for Enterprise GitLab professional services. The procurement seeks to upgrade the current GitLab Enterprise platform from a 1,000-user capacity to a 5,000-user capacity with High Availability and Disaster Recovery capabilities across three phases: Phase 1 (Discovery and Design, two months), Phase 2 (Geo Primary Configuration and Object Storage Migration, six months), and Phase 3 (Geo Secondary Deployment and DR Configuration, four months). The current environment operates GitLab Premium Edition on Linux RedHat with Omnibus deployment, comprising 2 nodes, 12,000 repositories, 850 active users, 50 GitLab Runners, 5 TB of storage, a 20 GB database, and NFS-based object storage. Vendor questions were due August 5, 2026, with responses issued August 19, 2026. Proposals are due September 3, 2026, at 2:30 PM. The work location is Albany, New York, with remote performance unless otherwise authorized. The contract term is 18 months from OSC approval.
Key clarifications from ITS include that ITS will provide all required infrastructure, GitLab licenses, subscriptions, and supporting technical and project management resources, while the contractor is responsible for migration of all platform components including CI/CD pipelines, GitLab Runners, Container Registry, and Package Registry. Pricing must be submitted by milestone deliverables and be fully inclusive of labor, equipment, materials, supplies, travel, administration, and ancillary costs with no separate travel reimbursement. The solicitation is limited to New York State certified MWBEs, SDVOBs, or SBEs with MWBE participation goals of 30 percent overall (15 percent minority-owned and 15 percent women-owned) and SDVOB participation goals of 6 percent. Prime contractors may utilize subcontractors to satisfy GitLab Partner Agreement requirements and provide qualified project leads, provided subcontractors meet equivalent qualifications and the subcontracting does not exceed 15 percent of total contract value. Contractors must hold an active GitLab Partner Agreement at the Select Tier or above and designate a GitLab Certified Professional Services Engineer as project lead with specific certifications and relevant public-sector experience.
