About this file

This document is Bid Bond Preparation Instructions issued by the State of West Virginia's Department of Administration for use in response to a Transitional Living Facility HVAC Replacement solicitation. The instructions provide detailed guidance for bidders on preparing and submitting a bid bond as a requirement of their proposal submission. The bid bond serves as a guarantee that the Principal (bidding entity) will execute a contract in accordance with their submitted bid and will furnish any required bonds and insurance. The document outlines the necessary parties to the bond, including the Principal (the bidder), the Surety (a bonding company), and the Obligee (the State of West Virginia), and specifies the conditions under which the bond obligation becomes null and void.

The bid bond amount must be a minimum of five percent of the total bid amount, stated either as a percentage or as a specific dollar figure. The Surety executing the bond must be licensed in West Virginia to transact surety insurance, must affix its corporate seal, and must attach a dated Power of Attorney with the Surety's seal affixed. The bond must be executed by a proper officer of the Principal and Surety (President, Vice President, or Duly Authorized Agent) with appropriate signatures, seals, and title designations. The document includes a standardized form template with designated fields for all required information, including the RFQ/RFP number, agency name, principal and surety details, bond amount, scope of work description, and execution date.
