About this file

This document is a set of questions and answers between vendors and the Illinois Department of Natural Resources (IDNR) regarding an Invitation for Bid (IFB) for a project to replace wooden docks with aluminum docks at Beaver Dam State Park. The project involves demolishing and removing the existing wooden docks and installing new aluminum docks, approximately 100 feet from the current location. The vendors asked questions about the concrete steps, tree/brush removal, and the specifications for the gabion baskets to be used as ramp abutments. The IDNR provided responses addressing these questions, clarifying that the concrete steps can remain, brush and small tree removal can be done with approval, and the contractor can determine the appropriate stone size for the gabion baskets as long as the top is smooth. The IDNR also confirmed that all existing docks and spud poles must be completely removed and disposed of.

The related state and local contract opportunity indicates that IDNR is seeking vendors to provide and install the new aluminum docks at Beaver Dam State Park. The solicitation is being conducted electronically, and paper responses will not be accepted. No additional details on pricing terms, set asides, funding, or other salient information are provided in the materials submitted.

ILLINOIS DEPARTMENT OF NATURAL RESOURCES

IFB VENDOR QUESTIONS

Date: September 30, 2021

22-422DNR-REALT-B-24764

LOCATION: Beave Dam State Park

PROJECT TITLE: Replace Wood Docks with Aluminum Docks

Vendor Question 1: Dock "A" the one down the hill from the IDNR shop on the South side of the lake: Per the scope, we are to demo the old wooden dock. This dock "A" has existing concrete steps at the start of the ramp. It also states that we are installing the new dock approx. 100' from this existing location. Are we to demo & remove the existing concrete steps?

Or since we not installing the new ramp at this same location, do we just leave so it acts as rip rap and helps protect eroding of the bank??

IDNR Answer 1: The concrete steps are large and bulky, they can remain in place to act as additional bank stabilization and will not have to be removed.

Vendor Question 2: There is an area just West of the Existing dock "A" location that is flatter and not as steep a bank that may be a good location for the new dock "A", but it may require removing aa tree or clearing of some bank brush. Its less than 100' from the existing location. If that location is acceptable for IDNR, can this tree and brush be removed?

IDNR Answer 2: Brush and small tree removal can occur as part of the required construction if needed with prior approval from Project Manager and Site Superintendent.

Vendor Question 3: Gabion Baskets - It does not call out the rock or stone size, it calls out for IDOT Glass A quality stone for inside the gabion baskets. I assume since it looks like by detail that theses are being used as the ramp abutment or base for the end of the ramp to set on, that we should use as small of stone as possible that will not pass through the gabion mesh to allow the top of the basket to be as smooth as possible? Or fill will a RR3 rip rap and top off with a RR1 ( 3" clean) or small as possible that will not pass through the mesh?

IDNR Answer 3: The actual stone size up the contractor. The concept is correct, this gabion basket is intent is for this rock filled basket to act like a ramp abutment or base for the metal gangway ramp. The earthen excavation on the sides and bottom of the 6’ x 6’ x 2’ may provide the required formwork for the basket. The top does need to be smooth and covered with a heavy-duty wire type mesh to keep kids from throwing the available stones into the lake.

Vendor Question 4: Does the IDNR want any of the removed existing docks? Or are we to haul off and dispose of all?

IDNR Answer 4: All existing docks and existing spud poles are to be completely removed from the site and disposed.
