BAA-AFRL-RVKD-2016-0001
Laser Pod Research and Development (LPRD)
Questions and Answers (Q&A) as of 06 June 2016
Q1: Do the IDIQ and TO 01 Technical Volumes need to be stand-alone documents or can they cross-reference sections from either the IDIQ and/or TO 01 Tech Volumes?
A1: The Basic IDIQ and Task Order 0001 need to be stand-alone proposals.
Q2: Attachment 3 Task Order 0001 SOO, Section 4.1: Please clarify whether the
‘airframe provider’ (expected in the Test Support BAA, outside the scope of LPRD
BAA), would provide several key artifacts involving the actual aircraft, including:
1. Ground Vibration Test
2. Flutter Analysis
3. Flight Controls Analysis
4. Stability & Control test plan, execution, and report
A2: Offerors should state in the ground rules and assumptions what information is anticipated. The LPRD contractor should work in conjunction with industry partners, participate in flight test planning, executions, and data analysis to ensure the developed demonstrator is performing as designed.
Q3: May offerors ground-rule alternative schedules for LPRD?
A3: Offerors may provide an alternate schedule so long as an explanation is provided within the ground rules and assumptions.
Q4: Will AFRL revisit allocations between STRAFE, LPRD, and LANCE?
A4: AFRL will look at performing trades.
Q5: Will the Basic IDIQ and Task Order 0001 have the same CDRLs?
A5: The CDRLs will be attached to the Basic IDIQ contract and each Task Order will specify which CDRLs apply.
Q6: Can you please clarify why the LPRD IDIQ contract CLIN 5 has 3400 funds?
A6: 3400 funds are included on the Basic IDIQ contract as they may be used on future Task Orders.
Q7: Will the laser for the system be purchased, borrowed, or leased?
A7: The High Energy Laser (HEL) should not be priced in the LPRD BAA.
Q8: Can you please clarify use of the Unique Identifier Clause.
A8: Use of the Unique Identifier Clause will be based on proposals received.
Q9: When the Government furnishes equipment to the LPRD contractor, will they identify any critical safety items?
A9: The offeror should list in the ground rules and assumptions what they are considering critical safety items.
Q10: Would the Government concur with offerors providing their Master Subcontracting Plan in the IDIQ Business proposal volume, and the Individual Small and Small Disadvantaged Business Plan separately in the Task Order 0001 Business/Cost Volume?
A10: Yes, that is acceptable.
Q11: Please clarify the only means of submission to AFRL is by mail?
A11: Proposals must be submitted by mail. Proposals that are hand-delivered, sent via facsimile or other electronic means will not be accepted.
Q12: Will the Government consider extending the proposal due date to the offerors?
A12: Due to the program schedule, the Government is not considering any extensions.
