Laser Pod Research and Development (LPRD)

STATEMENT OF OBJECTIVES (SOO)

TASK ORDER 0001

27 April 2016

1.0 Background

Refer to 1.0 Background in the Basic Statement of Objectives (SOO).

2.0 Task Order Description

Phase I of the SHiELD ATD program seeks to develop, demonstrate, and assess a laser system’s effectiveness in ground demonstrations and over a wide field-of-regard (FOR) in transonic flight including target acquisition, tracking, pointing and scoring using a surrogate high energy laser

(SHEL) against non-cooperative targets. In order to reach this objective, the Government is interested in finding state-of-the-art technologies that may be ruggedized and packaged into an aerodynamic structure to develop a laser system that is agile, compact, and able to be demonstrated on a tactical fighter flight environment on dynamic non-cooperative targets. The demonstration will also allow characterization of the supersonic environment to pave the way for future demonstrations.

The Laser Pod Research and Development (LPRD) project is designed to increase knowledge and understanding of critical laser technologies (power, thermal, system control, and an aerodynamic integrating structure) on a supersonic tactical fighter platform to address/retire technical challenges associated with development and demonstration of an airborne laser system at transonic and supersonic speeds.

The objective of Task Order 0001 is a low-power demonstration. The LPRD-developed demonstrator should include a structure to integrate the LPRD-developed subsystems [which includes the power, thermal management, and system control (including battle management (as defined in Joint Publication 1-02))], and for the low-power demonstration, a SHEL (LPRD-procured). The LPRD-procured and integrated subsystems will then be integrated with the beam control subsystem (BCS) (separately procured and provided as Government Furnished Property

(GFP)) by the LPRD contractor in collaboration with the BCS developer. The resultant low-power system will engage targets and score performance (detect and track targets, and deposit surrogate laser energy on aimpoint) against them at up to transonic speeds and collect supersonic flight aero-effects data (wavefront measurements).

3.0 Task Order Objectives

3.1 Research and development (R&D) to ruggedize, package, and test key laser technologies to meet SHiELD ATD program objectives.

3.2 Development of an aerodynamic integrating structure to package the BCS, power, thermal and system control subsystems, SHEL and capacity to accept a high energy laser

(HEL) and system control software.

3.3 Lead the development of the project’s internal system engineering interfaces with other subsystems aboard the supersonic air platform.

3.4 Develop and implement a Risk Management Plan (RMP) to reduce highest risk technology areas early.

3.5 Conduct trade studies needed to identify essential trades among design, schedule, and cost.

3.6 Integrate subsystems and components in conjunction with other industry partners into/onto the supersonic tactical fighter platforms for flight test.

3.7 Perform planning, execution, and data analysis to support Government-led ground and flight testing of the laser system to ensure systems are operating as designed.

4.0 Task Order Technical Objectives

4.1 Integrate all developed subsystems into an aerodynamic structure for external carry on a tactical fighter platform in compliance with all airworthiness regulations.

4.2 Demonstrate performance in ground demonstrations and over a wide FOR in transonic flight including target acquisition, tracking, pointing and scoring using the SHEL against non-cooperative targets.

4.3 Characterize the demonstrator’s aerodynamic and vibration environment in transonic and supersonic flight in collaboration with the BCS provider, which will be tasked to collect a detailed spatio-temporal aero-optic wavefront and line-of-sight (LoS) stabilization characterization over the wide FOR.

4.4 Develop power, thermal management and system control (including battle management/fire control and operator interface) subsystems, provide a SHEL for the low-power configuration, incorporate separately procured BCS, and capacity to incorporate a separately procured HEL to support flight demonstrations of effectiveness against dynamic, non-cooperative targets.

4.5 Integrate and test the laser demonstrator to ensure reliability, supportability, and sustainability in the operating environment. Testing may include laboratory testing, environmental testing, technology demonstrations, computational simulations, and ground and flight experiment planning and development.

4.6 Develop computational simulations and validations, and other analysis capabilities to address top-level objectives, determine performance trades, develop and validate functional flows, recommend allocation essential among subsystems for Government system engineering consideration, and show that the design meets objectives.

4.7 Develop software to interface with platform so user may operate system.

4.8 In conjunction with industry partners, participate in flight test planning, execution, and data analysis to ensure developed demonstrator(s) is/are performing as designed.
