About this file
This request for quote solicits proposals for haul out services for the historic steam tug Hercules. The National Park Service requires haul out and structural rehabilitation of the 152.6 foot steel hulled vessel. Interested parties must have experience restoring riveted steel ships and implementing safe work practices. Proposals are due by August 8, 2022 and will be evaluated based on technical approach, relevant experience, past performance, personnel qualifications, and price. The contract will be a firm fixed price award to the offeror who provides the best value based on the above factors. The solicitation is set aside for small businesses and is being conducted according to FAR Parts 12 and 13.

SETTING KEEL BLOCKS
The keel blocks are on 6' centers. Keel r,ow is set from draft of vessel. If draft marks are no longer on vessel there is a doubler plate welded to the wind and water line. The top of this plate is at 11' 6'' on the bow and 17' on the stern.
Keel of vessel is 2 feet and a 1/2 inches wide.
When the vessel lands on the keel row do not bring vessel out of the water more than 6" until the trim is even. Do not take the vessel out of the water with a list.
After vessel is up on dry dock install four brace timbers under the top bumper on the sides of the vessel in areas designated by the COR.
The first keel row block is 10' from the bow.

This docking plan has been set up so that the vessel may be shifted forward of backward on the blocks so that it can receive 100% paint on the hull.
In position #1 the last keel block is 135' 6" from the bow and 17' for the stern. In position #1 the first bilge block (#1 bilge block) is 33' 6" from the bow.
In position #2 the last keel block is 133' 6" from the bow and 19' from the stern. In position #2 the first bilge block (#1 bilge block) is 31' 6" from the bow.
In position #2 the last bilge block (#6 bilge block) comes very close to the sea chest on starboard side. Leave last bilge block (#6 bilge block) out in position #2 until sea chest can be seen on starboard side.
Do not shift vessel any further forward than position #1 because the last keel block will land on the rudder shoe.
NOTE: This vessel was last docked in position #1, January 1991 at Pacific Dry Dock and Repair Co.

The rolling chocks on vessel stick out from the hull 7". The measurements are taken from the tip of the chock to:the bottom of the keel. The rolling chock on the starboard side states 46' from the bow and is 45' long. The rolling chock on'the port side has the same measurements except it is 3' 6" shorte. Bilge blocks are well below the rolling chocks.
