About this file
This is a Specifications Attachment (Attachment E) for a Request for Proposal issued by the State of Minnesota through the Office of State Procurement to establish contractual relationships with qualified manufacturers of Multifunction Devices (MFDs) for purchase, rental, and maintenance services. The solicitation, identified as Contract Release C-1005(5), seeks responses from manufacturers capable of providing both digital black and white and color MFDs that meet specified performance standards across six segments, with Segment 1 being optional. Responders must be manufacturers with direct ownership of equipment and trademarks, capable of providing statewide distribution and service throughout Minnesota to serve State agencies and members of the Cooperative Purchasing Venture (CPV) program. The specification document establishes mandatory and desirable requirements covering equipment offerings, environmental compliance, delivery and installation, training, ongoing support, maintenance service levels, security protocols, and reporting capabilities.
Key mandatory specifications require all equipment to be EPEAT Silver or Gold certified, duplex capable, and network ready with IPv6 support; manufacturers must provide 90-day warranties beginning after installation, with no maintenance charges during that period. Service requirements include a 97 percent First Call resolution rate, four-hour onsite response time during Core Business Hours (7:00 AM to 5:00 PM Central Time, Monday through Friday), 95 percent uptime guarantees, and replacement of equipment meeting the definition of a "Lemon" at no cost to customers within thirty-six months of installation. Contractors must handle all aspects of delivery, installation, training, software updates, and hard drive sanitization in accordance with NIST Special Publication 800-88 at no charge to customers. Additional obligations include providing dedicated contract account executive support, maintaining parts and supplies availability for seven years, offering flexible lease terms of twelve to sixty months, managing toner cartridge recycling programs, and delivering comprehensive quarterly reports on sales, maintenance, usage, and end-of-life management to the State and CPV members.
