Technical Specifications Summary
This document comprises the technical specifications for the Digested Sludge Storage Tank B (DSST B) replacement project for the Town of Leesburg Water Pollution Control Facility in Leesburg, Virginia, prepared by Kimley-Horn and sealed by Professional Engineer Vel. Subramanian (License No. 047552) in May 2026. The project specifications detail requirements for demolition of the existing bolted steel tank and foundation, construction of a replacement prestressed concrete storage tank with a 321,000-gallon capacity, 42-foot inside diameter, and 31-foot water depth, and installation of associated site improvements. The work encompasses multiple construction divisions including site demolition, cast-in-place concrete base slabs, prestressed concrete tank construction per ANSI/AWWA D110 or AWWA D115 standards, access hatches, and special protective coatings. Contractors must submit comprehensive demolition plans signed and sealed by licensed Virginia Professional Engineers, detailed shop drawings with critical dimensions and design calculations, concrete test data demonstrating minimum 4,000-4,500 psi compressive strength, and warranty documentation covering five years of structural workmanship and materials plus five years of coating system coverage. The specifications establish strict quality assurance requirements including prequalification of tank construction companies with minimum three years of experience, verification that firms have constructed at least ten equivalent-size prestressed concrete tanks under their own warranty, and designation of full-time licensed Professional Engineers with minimum five years of specialization in AWWA D110 or D115 tank design.
The specifications establish performance standards requiring compliance with ACI codes (117, 301, 305R, 306R, 347R, 350, 350.3, 350.5, 372R, 506R, 506.2), AWWA standards, ASTM material standards, and OSHA regulations for all concrete, shotcrete, reinforcement, prestressing, and coating work. Concrete mixtures must incorporate supplementary cementitious materials with mandatory minimum fly ash (15-35 percent) or slag (15-65 percent) content to mitigate alkali-silica reactivity, achieve maximum water-cementitious ratios of 0.42-0.45, and maintain specified slump and air content parameters. Field quality control mandates independent testing agencies to perform compression tests (minimum five cylinders per 50 cubic yards), air content and slump testing, and cylinder strength verification at 14 and 28 days with retention of additional cylinders for 56-day testing. Upon completion, the tank must pass two-part hydrostatic tightness testing with qualitative criteria requiring no visible water flow on exterior surfaces and quantitative criteria establishing maximum allowable volume loss of 0.05 percent per 24-hour period over a test period not exceeding five days. The geotechnical basis for design references a Terracon Engineering Report dated February 16, 2026, which provides bearing capacity analysis and foundation design recommendations. Interior and exterior coating systems require surface preparation per SSPC-SP13/NACE 6 standards, with specified products including Tnemec Series 156 Enviro-Crete or Sherwin Williams Loxon XP applied in multiple coats to 4.0-6.0 mils dry film thickness.
