About this file

This document is Addendum No. 2 to Invitation for Bid (IFB) No. 500640-FY27-02 issued by the Town of Leesburg, Virginia for Solids Processing Improvements (Phase 1) at the Water Pollution Control Facility. The project encompasses upgrades to existing structures and processes at the 7.5 million gallon per day facility, including replacement of Primary Sludge Pumping Stations 1 & 2, gravity thickening upgrades, anaerobic digestion tank rehabilitation, replacement of Digested Sludge Storage Tank B, electrical substation replacement, stormwater BMP installation, and general site improvements. A pre-bid meeting was held on August 6, 2026, with an attendees list and presentation provided in the addendum. An additional site visit is scheduled for August 19, 2026 at 1:30 p.m. at the same location as the original pre-bid meeting. The question deadline is 2:00 p.m. on Friday, August 28, 2026, with bids due on Tuesday, September 15, 2026 at 2:00 p.m. via electronic submission through eVA. Substantial completion is required within 1,080 calendar days from the Notice to Proceed, with final completion required 30 days thereafter. Multiple milestone dates with specific liquidated damages per diem ranging from $2,000 to $3,500 are established throughout the construction schedule.

The project is Town-funded with no federal funding sources, thereby eliminating requirements for prevailing wages, Davis-Bacon Act compliance, American Iron and Steel provisions, Buy America requirements, and minority/disadvantaged business enterprise participation goals. A bid bond equal to 5 percent of the bid amount is required, though wet signature originals need not be submitted unless requested by the Town. Required insurance includes General Liability of $3 million, Auto coverage of $3 million, Builder's Risk equal to the bid/contract amount, and Workers' Compensation per Virginia State Law, with all carriers licensed in Virginia. Contract administration will utilize Procore for document management, with Hazen and Sawyer and Kimley-Horn engaged as consultants alongside a construction manager and inspector. Project scheduling will be managed through Primavera P6 with monthly progress meetings and updates required. An optional demographic survey is available for bidders to complete. All bidding documents, including required bid response forms, instructions, sample agreement, general conditions, supplementary conditions, project manual, technical specifications, and drawings across multiple volumes, are available on the Town's Bid Board at leesburgva.gov/bidboard and on the eVA website.
