About this file
Summary
This is a Project Manual and bid-ready specification document for the Town of Leesburg, Virginia's Water Pollution Control Facility (WPCF) Solids Processing Improvements - Phase 1 project. The work encompasses comprehensive upgrades to the facility's solids treatment processes, including rehabilitation of two primary sludge pumping stations (PSPS #1 and #2), construction of three new gravity thickeners with associated pumping stations, replacement of Digested Sludge Storage Tank (DSST) B, rehabilitation of all four anaerobic digesters (A, B, C, and D), construction of a new Solids Electrical Building (SEB), installation of new mixing systems for existing DSSTs, digester building upgrades including new boilers and heat exchangers, installation of a new waste gas flare system, and general site, electrical, instrumentation, and controls improvements. The project involves coordinated construction across multiple milestones with strict sequencing requirements to maintain continuous wastewater treatment operations. The contract specifies that a minimum of two of three primary clarifiers, two existing or new gravity thickeners, two of four anaerobic digesters, and one of two DSSTs must remain operational throughout construction, with maximum shutdown durations ranging from 8 hours for minor tie-ins to 180 calendar days for digester pair rehabilitations.
Compensation for all work is provided through lump sum and unit price pay items as specified in the Bid Form, with the Contractor responsible for all labor, materials, equipment, and incidentals necessary to complete a fully functional system. The project includes extensive tie-in requirements (24 major tie-ins identified) and 11 scheduled shutdowns coordinated with Owner operations to prevent wastewater treatment bypassing, a federal regulatory requirement. Contractor must submit shutdown planning submittals at least 30 days prior to each shutdown and provide 72-hour advance notification. The Owner has engaged MC Dean as a separate SCADA programmer and will retain certain equipment (MCCs, VFDs, PLCs, and thickened sludge pumps) upon project completion. Temporary facilities, utilities, and dewatering capabilities remain the Contractor's responsibility, and any unscheduled service interruptions resulting in fines or penalties to the Owner shall be paid solely by the Contractor. The project requires performance metrics for digester rehabilitation, including minimum 70 percent volatile solids reduction and maximum 0.3 acid-alkalinity ratio, with a minimum two-month performance period of continuous operation before substantial completion.

SECTION 01 14 00
COORDINATION WITH OWNER’S OPERATIONS
PART 1 – GENERAL
1.01 SUMMARY
A. Section Includes:
1. Requirements for coordinating with Owner’s operations during the Work and included requirements for tie-ins and shutdowns necessary to complete the Work without impact on Owner’s operations except as allowed in this Section.
2. Contractor shall provide labor, materials, tools, equipment and incidentals shown, specified and required to coordinate with Owner’s operations during the Work.
B. General Requirements:
1. Except for shutdowns specified in this Section, perform the Work such that
Owner’s facility remains in continuous satisfactory operation during the Project.
Schedule and conduct the Work such that the Work does not: impede Owner’s production or processes, create potential hazards to operating equipment and personnel, reduce the quality of the facility’s products or effluent, or cause odors or other nuisances.
2. Work not specifically covered in this Section or in referenced Sections may, in general, be completed at any time during regular working hours in accordance with the General Conditions and Supplementary Conditions, subject to the requirements in this Section.
3. Contractor has the option of providing additional temporary facilities that can eliminate or mitigate a constraint without additional cost to Owner, provided such additional temporary facilities: do not present hazards to the public, personnel, structures, and equipment; that such additional temporary facilities do not adversely affect Owner’s ability to comply with Laws and Regulations, permits, and operating requirements; that such temporary facilities do not generate or foster the generation of odors and other nuisances; and that requirements of the Contract
Documents are fulfilled.
4. Coordinate shutdowns with Owner and Engineer. When possible, combine multiple tie-ins into a single shutdown to minimize impacts on Owner’s operations and processes.
5. Do not shut off or disconnect existing operating systems, unless accepted by
Engineer in writing. Operation of existing equipment will be by Owner unless otherwise specified or indicated. Where necessary for the Work, Contractor shall
05-15-2026 01 14 00-2 SOLIDS PROCESSING
seal or bulkhead Owner-operated gates and valves to prevent leakage that may affect the Work, Owner’s operations, or both. Provide temporary watertight plugs, bulkheads, and line stops as required. After completing the Work, remove seals, plugs, bulkhead, and line stops to satisfaction of Engineer.
6. When open trench operations are performed, which can restrict delivery vehicle movement throughout the plant, Contractor shall provide steel plates which are rated for HS-20 loading to allow delivery vehicles to cross open trench areas during construction in locations shown on Contract Documents. Contractor shall coordinate with Owner to determine when deliveries will occur during the working day so that steel plates are in place to allow delivery vehicles to pass through work zone. Once authorized by Owner, steel plates can be removed, and construction activities can continue. At the end of each workday if trenches are left open, each trench shall be covered with steel plates.
C. Continuous Treatment Provision:
1. Federal regulations prohibit bypassing of untreated or partially treated wastewater or sewage during construction Work.
