About this file
This is a Grant Terms and Conditions document issued by the Southwest Florida Water Management District (SWFWMD) establishing reporting requirements for projects receiving cooperative funding of $100,000 or more. The Honore Avenue Reclaimed Water Main Extension Phase 2B project, administered by Sarasota County, involves the installation of approximately 5,500 linear feet of reclaimed water transmission main, including 20-inch and 8-inch Horizontal Directional Drill (HDD) installations and a 20-inch Jack & Bore in a 36-inch casing in Osprey, Florida. The project is anticipated to run for 300 calendar days, with a bid due date of December 3, 2025. Bidders must demonstrate experience installing at least 1,000 linear feet of 16-inch or larger diameter pressure pipe and pipeline work involving lane closures. Liquidated damages are assessed at $400 per day for substantial completion delays and $100 per day for final acceptance delays.
The project is funded through a SWFWMD grant, and contractors must comply with grant-specific provisions including the use of United States-produced iron and steel products. For projects receiving over $100,000 in cooperative funding, contractors must submit a Minority/Women Owned and Small Business Utilization Report within 30 days of any amendment increasing project funding and with the final invoice. This report requires identification of all contractors and subcontractors utilized and categorization by business classification, including certified minority business enterprises (MBE), non-certified MBE, non-minority small businesses, and women-owned businesses. The procurement does not include specific set-asides for disadvantaged enterprises, and local or American business preferences do not apply due to grant funding requirements. Performance and payment bonds are mandatory for contracts exceeding $200,000, along with comprehensive insurance requirements including workers' compensation, commercial general liability, automobile liability, and umbrella/excess liability coverage.
