About this file

This document is a Special Conditions file for the Honore Avenue Reclaimed Water Main Extension Phase 2B project, involving Sarasota County, the Florida Department of Environmental Protection (FDEP), and Suncoast Waterkeepers. The special conditions specifically relate to a project involving water reclamation infrastructure and outline critical responsibilities for the contractor in managing potential wastewater discharges.

The document details a strict penalty structure for unpermitted wastewater discharges, with financial penalties ranging from $600 to $12,000 per day depending on the volume of discharge (from up to 5,000 gallons to over 100,000 gallons). The County has entered into a Consent Order and Stipulated Order that requires the contractor to immediately control, contain, and stop any wastewater discharges, promptly repair facility damage, and notify the project manager. Moreover, the contractor is financially liable for reimbursing the County for any penalties imposed under these orders that are attributable to the contractor's actions.
