About this file
This is a Small Business Subcontracting Plan attachment for a janitorial services contract with Virginia Works at the Cedar Bluff office location in Cedar Bluff, Virginia. The Commonwealth of Virginia requires all potential bidders to submit this document as part of their bid response to be considered responsive. Bidders must declare whether they plan to complete all work themselves or utilize subcontractors. The contract pertains to comprehensive janitorial services at a single facility located at 761 Claypool Hill Mall Road, Cedar Bluff, VA 24609.
The Commonwealth has established a goal that over 42% of its purchases be made from small businesses. Bidders certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD) as micro or small businesses need only complete Section A by providing their certification number and certification date. Bidders not holding DSBSD small business certification must complete Section B, identifying the portions of the contract to be subcontracted to DSBSD-certified small businesses, including women-owned, minority-owned, and service disabled veteran-owned businesses that hold small business certification. The form allows documentation of up to five subcontractors, requiring company name, SBSD certification number, contact information, certification type, contract value as a percentage or dollar amount for the initial term, and description of work. Proposed small business participation percentages and dollar amounts will be incorporated into the subsequent contract as binding requirements, and failure to meet the proposed participation levels may result in breach of contract.
