About this file

This is a site requirements and specifications document for Dane County, Wisconsin's Request for Bid #2025-RFB-041 for custodial services at four Sheriff Precinct locations. The county seeks qualified vendors to provide comprehensive cleaning services at the Northeast Precinct in DeForest, the Law Enforcement Training Center in Waunakee, the West Precinct in Verona, and the Southeast Precinct in Stoughton. Services include routine cleaning performed between two and five times weekly depending on location, carpet shampooing and extraction twice annually, floor stripping and waxing twice yearly, and specialized tasks such as high-dusting, blind cleaning, and window washing performed quarterly or as needed. The Northeast Precinct comprises 8,281 square feet across two floors with 1,669 square feet of tile and 6,612 square feet of carpet, serviced on Monday-Thursday or Tuesday-Friday with start times of 7:45 a.m. or 3:15 p.m. The Law Enforcement Training Center covers 5,310 square feet with 1,531 square feet of tile and 3,779 square feet of carpet, requiring Monday-Friday service beginning at 6:00 a.m. with classrooms completed by 7:00 a.m. The West Precinct totals 3,217 square feet with 1,906 square feet of tile and 1,311 square feet of carpet, serviced Monday-Thursday or Tuesday-Friday starting at 1:00 p.m. The Southeast Precinct encompasses 2,723 square feet with 1,658 square feet of tile and 1,065 square feet of carpet, requiring service Monday-Wednesday-Friday at 7:00 a.m. Mandatory site visits occurred on October 22, 2025, with proposals due November 5, 2025, by 2:00 p.m. through the County's eProcurement Portal.

The contract will commence January 1, 2026, and extend through December 31, 2030, with five consecutive annual terms and provisions for annual pricing adjustments. Vendors must possess a minimum of two years of commercial cleaning service experience, provide their own equipment and cleaning supplies, maintain professional training in commercial cleaning standards, and comply with background check requirements and appropriate insurance coverage. Evaluation criteria include local vendor preferences, with Dane County vendors receiving five points and adjacent county vendors receiving two points. Additional services beyond the standard scope will be compensated at hourly rates to be negotiated. The document specifies detailed cleaning standards for each facility, including restroom sanitation protocols, carpet and floor care, fixture maintenance such as water fountain deliming and polishing, and specialized areas including locker rooms with showers, weapon cleaning rooms, and unoccupied spaces. No specific budget range is disclosed in the specifications document, and no incumbent vendor is identified. The county reserves the right to reject any or all bids and will select the proposal that best meets its specifications and needs.
