About this file
Attachment A is a Mandatory Features Checklist for the Brevard County Board of County Commissioners' Group Dental Insurance solicitation, effective January 1, 2026. The document outlines nine critical mandatory requirements that proposers must meet to be considered for the dental insurance contract, including submission of specific purchasing documents, licensing and experience requirements, and plan specifications. Proposers must submit three hard copies and one electronic copy of their proposal, complete all specified attachments, have at least five years of experience providing group dental insurance in Florida, and be licensed to offer dental insurance plans in the state.
The solicitation requires the selected vendor to provide dental insurance plans with no minimum participation requirements, permit retired employees and dependents to continue coverage, and match the County's definition of dependents (including dependent children up to age 30). The proposal must include both Dental DHMO and PPO plan options that match current in-force coverage, with any deviations or enhancements clearly noted. The proposer must serve as the prime contractor, performing at least 80% of the contract work, and maintain a single contract with separate billing for each agency. The document emphasizes that any failure to meet these mandatory features will result in immediate disqualification from the procurement process.
