About this file
This is a Requirements Verification Traceability Matrix (RVTM) attachment for Invitation for Bid (IFB) C001029 issued by the New York State Office of Information Technology Services (ITS) on behalf of the State Liquor Authority's Division of Alcoholic Beverage Control (SLA/ABC). The solicitation seeks a qualified contractor to provide hosting services and develop a comprehensive Alcohol Price Posting and Delinquency Management platform for the NYS wholesale alcoholic beverage industry. The platform must support approximately 500,000 monthly price schedule submissions across four posting categories (Liquor to Retail, Wine to Retail, Liquor to Wholesale, and Wine to Wholesale), accommodate batch file and interactive submissions in .csv or .txt formats, and process an average of 19,000 monthly delinquency reports and 18,000 delinquency releases. The system must serve a diverse user base including SLA staff, over 50,000 licensed wholesalers, manufacturers, retailers, and the general public through multiple access views including public flip book format, retailer portal with login verification, and agency administrative interface with historical data access. Additional system functionality includes brand appointment letter management (averaging 1,500 uploads annually), limited availability submission processing (averaging 50 monthly submissions), real-time license validation via NYS Open Data Web Service APIs, and e-Wholesale account management with role-based access control and API capabilities for delinquency status verification.
The contractor must deliver comprehensive project management, detailed technical and software architecture documentation, end-to-end system testing with user acceptance testing support, and a complete training program for administrative and end-user groups prior to production go-live. Required deliverables include a Go-Live Readiness Document, go-live runbook with rollback and recovery plans, and post-go-live hypercare support for a minimum of thirty days, followed by an eighteen-month warranty period during which the contractor must correct software defects, resolve configuration issues, address integration failures, and provide performance and security remediation at no additional cost to the State. The solicitation contains set-aside goals including a 6.00 percent Service-Disabled Veteran-Owned Business (SDVOB) goal and a combined 30.00 percent Minority and Women Business Enterprise (MWBE) contracting goal. The matrix requires bidders to confirm in writing their ability to meet each mandatory requirement and provide detailed business plans describing their approach to meeting all technical, functional, and operational specifications outlined in the solicitation.
