Technical Evaluation Criteria
TF33 Work Platforms, B9001
Vendors submissions will be evaluated based their ability to demonstrate suitability for the task and environment, as defined below.
1. Dimensions
a. Engine fit – engine opening; 52”x66”, with a 6” tall kick-plate around the opening
b. Platform Range
a. Lower – 24” or less
b. Upper – 156” or greater
c. Clearances & Access
a. Parts and tooling need to be hoisted over the side(non-stair side) safety handrails. Any outer cage should not prevent hoisting tooling over the side of the platform.
b. Mechanics can load tools and parts through front when platform is at lowest level
c. Tools and parts can be loaded from Stair Landing when parked at that level
d. Capacity
a. 3000 pounds
b. 144” x 126” platform dimensions
c. 30 fpm rate of rise/descent
2. Features
a. Two each 100 psi compressed air quick disconnects on each platform
b. Three each duplex 110V outlet on each platform.
c. Must utilize the existing hoists in B9001 at Tinker AFB to for engine part loading and unloading.
d. Integrated, Hand-Rail Supported Shelves per End-User sketch (200lb Capacity)
e. Hinged wing sections of platform for engine access through front of platform
f. Self-closing gate (s) over winged section of platform (gates will swing inward)
g. Gates
i. Level 1 Gate will be located at floor level and allow ingress/egress of dollied TF-33 motor. Level 1 Gate is a bi-parting swing gate.
ii. Level 2 Gate will be located at worker access platform elevation and will allow ingress/egress of workers to/from work platform. Level 2 gate is a swing gate.
iii. All gates are equipped with a combination gate status switch and electro-mechanical interlock to prevent opening of the gate unless the platform/carriage is present, and to prevent operation of the platform unless all gates are closed.
3. Contract Evaluation
a. The criteria for evaluation of the quote will ensure that all requirements outlined in paragraphs 1, 2, 5, and 6 are met.
4. Functionality and Approval (Final Evaluation)
a. The Vendor shall be responsible for the complete functionality of the system.
Complete functionality of the work platforms:
i. Able to carry workers, tools, engine components, and fixtures along the vertically oriented engine to perform maintenance.
ii. Lowest height setting will be low enough to load/unload tools and fixtures at ground level.
iii. Only operate when safety gates/doors are properly closed/secured.
iv. Height of work platform can be adjusted from ground or platform level.
b. 76 PMXG shall have final review and approval of design and installation
c. Tinker Safety, Quality, Bio-Environmental, Environmental, Fire, Security Police, and every other base-wide authority shall have final review and approval of equipment and implementation.
5. Safety
a. Overload or jam protection.
b. Slack chain safety stop.
c. Two safety locking cams limit free-fall arrest to < 4” in the event of a chain failure.
d. Safety handrails are 48 inches high with mid-rail and 4-inch-high kick plate on inaccessible sides.
6. Installation.
a. The Vendor shall be responsible for the installation of three TF-33 Work Platform cells in B9001. Approximate locations are one at Y29 for RNI+, another at BB46 for Reclamation, and another at Y47 for TDR. Each platform will need its own staircase with handles for ingress/egress.
b. While performing contract services in designated FOD Critical Areas in or around Maintenance Production Shops, seller shall provide and install any necessary containment curtains.
