STATEMENT OF WORK
ADJUSTABLE WORK PLATFORMS FOR TF-33
FINAL ASSEMBLY
July 18th, 2022
PART I: SYSTEM INSTALLATION
Scope. This statement of work outlines the requirements for, fabricating, installing, demonstrating, validating, qualifying, and activating new OSHA compliant TF-33 Work
Platforms consisting of left and right work platforms and one stair and landing module in
Building 9001. Completion of the work stated herein shall result in a fully functional and operational TF-33 Work Platform System. The Final Assembly Work Platform cell shall consist of a number of components and subsystems described below and furnished by the vendor.
1. Responsibilities. The Vendor shall be responsible for the installation of (3) TF-33 Final
Assembly Work Platform cells in B9001. Approximate locations are one at Y29 for RNI+, another at BB46 for Reclamation, and another at Y47 for TDR. The Vendor shall provide all tools, materials, supplies, support equipment, labor and trades necessary to install and make fully operational the TF-33 Work Platform cell. The installation shall comply with the requirements of this Statement of Work. The Vendor shall coordinate engineering details with 76 PMXG to ensure that all contract requirements are met. The installation of all equipment shall be coordinated with the equipment supplier and 76 PMXG. The Vendor shall install all components in accordance with local codes; work rules; and fire, safety, OSHA, and Air Force regulations. The Vendor shall normally abide by the government business hours (0645 to 1700 hours). However, weekend work and 2 nd shift work may be required.
2. General. The TF-33 Work Platform cells shall be installed in the 545 th
PMXS Production Squadron TF-33 assembly shop, Building 9001, Tinker AFB, Oklahoma. The TF-33 Work Platform cell will be used specifically to safely hold and position workers, parts, tools, and equipment, and provide the most efficient workflow practicable.
3. Project Reviews. The following reviews will be required:
(a) Installation Plan Review: held prior to purchase and installation of equipment. A second review may be required if first installation plan does not meet customer requirements.
4. Specific Characteristics. The Work Platforms must have the following characteristics. Two photographs showing layout and features are included for clarity.
(a) Mechanical Cantilever Lift (non-hydraulic) suitable for transporting a team of workers, tools, parts, and fixtures along a vertically oriented engine to perform maintenance.
(b) The equipment should be anchored to the floor, but should be a “free-standing” design such that any other anchoring to the building is not required.
(c) 126”x144” minimum platform size
(d) Maximum height of assembly from the floor should be 23 ft.
(e) From ground level, the platforms should be capable of traveling from a 2 ft. height to a 13 ft. height
(f) The platforms should have oval openings with a hinged (winged) section for ingress/egress of vertically oriented TF33 engines. Opening to be 52” W x 66” L, with a 6” kick plate. Opening to be centered 60” from the front of the platform.
(g) Each platform should have a stationary raised platform with staircase to access work platforms at typical working height. (~7ft).
(h) The platforms must allow workers to load and unload tools at ground level and stair/landing level.
(i) Platforms must be equipped with cam locks to prevent downward travel in the event of a mechanical or power failure.
(j) Each platform must be fitted with two each 100 psi compressed air quick disconnects.
(k) Each platform must have three each duplex 110V receptacles.
(l) Each platform must have two (2) 24”x14” shelves at front, and one 12x96” shelf along the back, supported by the hand rails.
(m) Each platform must have a bi-parting swing safety gate at ground level to allow ingress/egress of the dollied TF33 engine and a swing safety gate at the worker access platform level to allow workers and tools to enter. There should also be self-closing safety gates at the winged portion of the platform’s oval opening that swing inward.
(n) Platforms must operate with pushbuttons located both inside the working area and at ground level.
(o) For each platform, safety gates must work in conjunction with a programmable logic controller and electro-mechanical interlock to prevent opening of the gate unless the platform is present, and to prevent operation of the platform unless all gates are closed.
(p) There must be both a load/unload mode and a normal mode for operating the raising and lowering of the platforms. Functions must be designed to prevent damage to the engines and provide safety to the operators.
(q) In the load/unload mode, there must be four levels of operation at which gates are locked and unlocked automatically through the PLC. These will provide safe and effective operation of the platforms and must meet government approval before the installation is complete. The platforms must automatically stop at these levels.
(r) Level 1 is for loading tools and preparing to load product and is at a platform floor height of 24”. At this level, only the pushbuttons on the outside of the platform enclosure will be active.
(s) Level 2 is for product loading and is at a platform floor height of 85.25”. At this level, only pushbuttons on the outside of the platform enclosure will be active. This is also the level that can be accessed by the stair and landing module in normal operating mode.
(t) Level 3 is for loading or unloading and is at a platform floor height of 156”. At this level, only pushbuttons on the outside of the platform enclosure are active.
(u) Level 4 is an additional loading and unloading level and is at a platform floor height of 48”. Only pushbuttons on the outside of the platform enclosure will be active.
(v) In Normal mode, only pushbuttons on the inside of the platform will be active. All gates must remain locked until the platform is at level 2.
(w) Platforms must utilize existing building hoists and allow workers to install Sweeny
“toothpicks” (roughly 9ft tall sockets) in the engine for assembly.
(x) Platform vertical travel speed should be 30 feet/minute.

5. Specific Vendor-Supplied Equipment. The Vendor shall determine the final requirements for the placement of equipment procured under this contract. Equipment placed shall be reviewed and approved by 76 PMXG/MXDE.
6. Equipment Installation. The Vendor shall install and connect all process equipment at the TF-33 Work Platform cell location. Exact placement location for each piece of equipment shall be determined in conjunction with the Air Force engineer. Equipment shall be designed, located, and positioned to provide optimum functionality, and operator ease of use, safety, and convenience. Equipment shall be designed and installed in such a way to accommodate existing hoist and support structure while retaining full functionality.
Equipment shall not interfere with operation of existing processes and equipment unless approved by Air Force engineer. Equipment shall be located and positioned per installation drawings to be drafted by the vendor and approved by the government.
All equipment shall be securely mounted and attached as required. The Vendor shall provide all materials required for connection of required utilities from the platforms to building utilities provided by the government. The government will bring building utilities to within
25 feet of the work platform installation.
7. Equipment Installation Schedule. To maintain schedule, assembly work must continue while the new Work Platform system is being installed. The Work Platform system shall be designed and installed so that work on the TF-33 engines can continue, to the extent possible, in the same general area. The Work Platforms will be, by necessity, a modular design.
8. Codes and Regulations. The Vendor shall perform all electrical work in accordance with
NFPA 50 and NFPA 70. All applicable OSHA, AFOSH, and EPA regulations shall be met.
Oxygen service shall meet industry standards. The installed equipment shall conform to all applicable National Fire Protection Association (NFPA), Occupational Safety and Health
Administration (OSHA), United States Environmental Protection Agency (EPA), and State of Oklahoma codes and regulations. All equipment installed and all other work and materials shall meet prevailing industry standards for quality, efficiency, and safety.
9. Industry Standards: Fabricate and install in accordance with codes and standards of the following, in effect on the date of this Specification:
ANSI: American National Standards Institute
IEEE: Institute of Electrical and Electronic Engineers, Inc.
ISA: Instrument Society of America.
NEMA: National Electrical Manufacturers Association.
UL: Underwriters Laboratory, Inc.
10. Site Preparation. The Government will remove the existing equipment and utilities as necessary. The Vendor shall prepare the work site including any structural modification, building penetration, and earthwork that may be required for new equipment.
11. Footings and Foundations. The Vendor shall be responsible for the construction and installation of any footing, foundation, pad, base, or other support structure that may be necessary for the installation of the equipment inside Building 9001.
12. Utilities. Utilities exist in the general vicinity of the installation site in Building 9001. The
Vendor shall furnish all components and materials necessary to connect and transport existing building utilities within 25 feet of the equipment to the Work Platforms equipment locations. This shall include fusible buss duct switches, circuit breakers, transforming devices, isolation valves, duct work, electrical wiring, connectors, pipe, conduit, tubing, and hangers. The Vendor shall identify for AF verification those utilities requiring Government extension to support the installation of the Work Platforms.
13. Electrical Service. The Vendors shall furnish all necessary electrical service including power distribution, bus switch, breakers, disconnects, motor starters, etc. Electrical power shall be delivered to the specified drops for the components.
14. Hangers. The Vendor shall install hangers or supports for piping, tube, conduit and cable runs as necessary to provide adequate support.
15. Identification. All lines and termination connections shall be labeled or tagged with permanent identification, including direction of flow. All new pipes shall be painted to match current color scheme. All pipe labeling shall follow ANSI Standard A13.1 and
AFOSH Standard 91-10.
16. Lift capability. The Vendor shall provide capability to safely raise and lower up to five workers, tools, parts and equipment. The maximum capacity of each platform shall be 3,000 pounds.
17. Lighting. The Vendor shall install lighting to provide an efficient level of illumination typical for this type of installation. Light fixtures shall be dust proof and shall be covered by protective guards.
18. Safety. The Vendor shall observe all applicable safety regulations. The Vendor shall install safety interlocks for protection of personnel and equipment during Work Platform operation.
(a) Overload or jam protection
(b) Slack chain safety stop
(c) Two safety locking cams limit free-fall arrest to < 4” in the event of a chain failure
(d) Safety handrails are 48”high with mid-rail and 4 inch high kick plate.
(b) Pinch points should be identified, labeled and guarded.
19. Engineering Drawings. The vendor shall provide shop drawings for review 1 week prior to design review meetings.
1. Dimensioned installation drawings
2. External utility requirements such as air, water, power, drain, etc., for installation.
20. Engineering Drawings After Installation. The Vendor shall provide engineering documentation, drawings, schematics, and diagrams of the “as built” electrical and mechanical systems. Drawings shall contain complete and detailed information necessary for manufacturing, installation, troubleshooting, maintenance and repair of the equipment.
Documentation shall also include CAD files.
21. Maintenance. Complete maintenance instructions shall be included in the Operation and
Maintenance manual. All industrial equipment to be installed by the Vendor must be reviewed and approved by 76 PMXG. 76 PMXG is the primary approval authority for installation, repair and maintenance of all industrial plant equipment (IPE). The review will include but is not limited to: equipment maintenance clearance, maintainability, compatibility with existing systems, utility requirements, environmental compliance, energy usage and energy conserving equipment, and proper energy isolation provisions for lockout/tag out.
This review in no way relieves the Vendor of the liability of ensuring the installation design is complete, safe and adequate to meet all of the requirements of this contract, i.e. the
Vendors shall be responsible for ensuring the utilities in the building will supply the required capacity to the equipment being installed and the Vendor shall be responsible for all safety issues such as energy isolation devices and lockout/tag out provisions.
22. Calibration. If required, the Vendor shall provide procedures for onsite calibration. The procedure will show which items shall be calibrated and their tolerances.
23. Warranty. The Vendor shall state the warranty to be offered covering all equipment delivered and installed. As a minimum, the Vendor shall warrant the work performed against defective parts and materials and against any problems that may arise from workmanship for a period of one year. Warranties offered by the suppliers and manufacturers of various materials, components, and equipment incorporated into the Work Platform cell shall be passed on to the Air Force procuring activity. The warranty shall be in effect starting at the final acceptance of the Work Platform cell.
24. Ownership. 76 PMXG will take ownership of the Work Platform cell upon satisfactory completion of the installation in accordance with the design and plan.
25. Clean Up. The Vendor shall thoroughly clean up the work site upon completion and shall remove all debris from the base during installation. The work area shall be maintained in an orderly fashion. No interferences with the production area will be allowed.
26. Foreign Object Damage (FOD) Prevention. While performing contract services in designated FOD Critical Areas in or around Maintenance Production Shops, the Vendor shall comply with AFMCI 21-122, Foreign Object Damage (FOD), Dropped Object Prevention
(DOP) and Tinker AFB Supplement 1. The vendor shall provide and install any necessary containment curtains.
27. Schedule. At the time of offer, the Vendor shall provide a project timeline identifying the duration to complete installation and acceptance testing.
28. Units of Measure: Primary units shall be shown on all submittals, drawings, narratives, and etc. Secondary units should be displayed in addition to the primary units if warranted.
1. Primary units shall be English:

Millimeter.
Kilogram.
29. Electronic File Formats:
Microsoft Word 2003.
Microsoft Excel 2003.
Microsoft Project 2003.
AutoCAD 2004 or later.

PART II: PROJECT MANAGEMENT
1. Change Orders. No additional work is authorized without a written change order to this
Statement of Work. Notification to Tinker AFB will occur within five working days after a required change has been identified. The Vendor is not authorized to proceed with work until contractual authorization is received from an OC-ALC/PZ purchasing agent.
2. Project Manager. The Vendor shall assign a project manager to be a single point of contact during the all phases of the project. The project manager shall be available during the government working hours.
3. Coordination. All onsite work shall be coordinated with Tinker AFB.
4. Security and Foreign Nationals. All contract employees must be eligible to obtain the required Tinker AFB and B3001 security identification badges. The Contractors will fully comply with all Tinker AFB security procedures in effect at the time the work is in progress.
Employees that are foreign nationals and will require access to Tinker AFB will be identified in the proposal.
5. Conflicting Requirements. The Vendor shall advise Tinker AFB of any obvious, apparent, or potential conflicts in the documents incorporated within the statement of work, and request interpretation, resolution and/or correction.
6. Approval/Disapproval and Acceptance. Tinker AFB reserves the right to review, approve, or disapprove any and all plans, procedures, or other data requirements required in the performance of the contract and to require such revisions, additions and/or deletions deemed necessary to meet the intent of the contract. Acceptance of the task completion will be based on the successful installation and compliance with the task requirements in a professional and safe manner.
7. Schedule. The Vendor shall provide a project schedule with the proposal showing all expected task completion dates. An updated schedule shall be provided 14 days after contract award.
PART III: GOVERNMENT FURNISHED EQUIPMENT AND FACILITIES
1. If required, 76 PMXG/QP will designate facilities to be used to conduct on-site training at
Tinker Air Force Base.
2. 76 PMXG will provide information and documentation, if required, limited to data contained in existing repositories at OC-ALC.
PART IV: SYSTEM INSTALLATION AND TESTING
1. Responsibilities. The Vendor shall be responsible for the complete functionality of the newly-installed components. The Vendor shall also be responsible for executing Acceptance
Testing to verify the full integration and correct operation of the system. The Vendor shall provide all labor and trades necessary. The Vendor shall comply with local codes; work rules; and fire, safety, OSHA, and Air Force regulations.
2. Support Items. The Vendor shall provide all tools, materials, supplies, and support equipment needed to complete the installation.
3. System Review/Check: 76 PMXG shall have final review and approval of design and installation. Tinker Safety, Quality, Bio-Environmental, Environmental, Fire, Security
Police, and every other base-wide authority shall have final review and approval of equipment and implementation.
4. Final Acceptance: All open action items shall be closed before Final Acceptance. The Work
Platforms cell shall be fully operational before Final Acceptance.
PART V: TRAINING
1. The Vendor shall provide documents, studies, reports and other products, not specified above, related to Training. The government shall provide training facilities.
2. The Vendor shall perform tasks required by the 76 PMXG to train identified personnel at
Tinker AFB in the operation and use of the Work Platforms once it is installed at Tinker
AFB.
PART VI: DATA DELIVERABLES
Monthly status report to include a summary of work completed and any schedule changes, submitted by the 10 th day of each month
Equipment installation plan
Final acceptance plan
Training materials (if necessary)
*Three maintenance manuals including Preventative Maintenance
*Three Operations manuals
Parts list
Statement of Warrantee Manufacturer’s Certificate of Compliance.
Compliance with applicable codes or certification by a registered engineer for the design of any lifting or support systems and electrical components.
