About this file

This is an Offer Sheet for Request for Bid (RFB) 3041-26 issued by the New Hampshire Department of Administrative Services, Division of Procurement and Support Services, soliciting electrical repair and maintenance services across nine counties statewide. The contract encompasses low, medium, and high voltage electrical systems for state facilities, with services including emergency repairs, renovation support, energy-saving equipment installation, and electrical supply system infrastructure work. The solicitation covers approximately 470 total sites distributed across Belknap (52 sites), Carroll (32 sites), Cheshire (20 sites), Coos (50 sites), Grafton (53 sites), Hillsborough (54 sites), Merrimack (146 sites), Rockingham (70 sites), and Sullivan (12 sites) counties. The contract anticipates approximately 12,000 labor hours annually across the entire state. The bid submission deadline is September 5, 2025, at 11:00 AM Eastern Time, with an online bid opening via Microsoft Teams. The contract is scheduled to commence on February 1, 2026, and run for approximately five years through January 31, 2031, with potential extension for up to two additional years.

Vendors must submit hourly labor rates by county and technician qualification level (Apprentice, Journeyman, and Electrical Engineer/Master Electrician) across four service categories: normal business hours (Monday through Friday, 8:00 AM to 4:30 PM), after normal business hours (Monday through Friday, 4:31 PM to 7:59 AM), and weekend/holiday hours (both daytime and evening periods). Bidders are not required to bid on all counties, allowing flexibility in participation. Awards will be made to multiple vendors based on lowest hourly rates by county. Vendors must have a minimum of five years of verifiable commercial experience, appropriate licensing, and comprehensive general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate. The state retains the right to use other contractors, making this a non-exclusive contract. Vendors are required to submit quarterly and annual usage reports, including service purchase details, recycling documentation, and total costs. The state estimates quantities for informational purposes and does not guarantee minimum or maximum order volumes. Potential annual pricing adjustments are available after the first contract year.
