Transportation Security Administration COVID-19 Shielding Requirements and Specification

July 29, 2020

When a minimum and maximum size are specified, the product may range anywhere in between the minimum and maximum. The abbreviations “Min” for minimum and “Max” for maximum are used throughout.

• Manufacturer shall provide cleaning and maintenance instructions that will preserve the integrity of the glass and not cause scratching or discoloration

• Shielding height shall reach 78 inches from floor to ensure clearance in airports with 8-foot (96-inch) ceilings to maintain compliance with fire codes, proper operation of sprinkler systems (see NFPA 13), air flow, etc. and to ensure sufficient shielding for standing officers and public

• All shielding shall have a Min 2-inch to a Max 4-inch clearance from the floor to allow for cleaning (4 inches is preferred)

• Stanchions shall have a diameter between a Min of 2.75-inches and a Max of 3 inches.

• All shielding shall be freestanding; Products shall not require drilling into any floor surface.

• Standard configuration and Podium Configuration for the TDC shielding includes: (1) Front Panel, (2) Side Panels, (2) Wing Panels and

(1) Interior or Exterior, Removable Shelf w/ Cord Cut-Out

• Opening between top and bottom panels may range between a Min of 10 inches to a Max of 16 inches

• Frame:

▪ Width: Shall range between a Min of 30 inches to a Max of 32 inches

▪ Full Height (top of post to bottom of wheels): 78 inches

▪ Shall be black aluminum or black steel with 4-sided dovetail (or similar) grooves to secure shielding

▪ Wheels to provide stability, 2 of which shall be locking, sized appropriately to prevent tripping hazard(s);

Crossbar may be included if needed to support unit but cleaning clearance shall be observed

• Clear Top Panel:

▪ Top Panel Height: Shall range between a Min of 24 inches to a Max of 26 inches

▪ Clear acrylic or other like material with a Min of ¼ inch thickness

▪ Panel placement shall be adjustable (by a stopping mechanism within the post) by 4 inches to accommodate range of equipment in use (panel cannot exceed top of post).

▪ Speaker grill shall range between a Min of 5.6 inches to a Max of 7 inches in diameter, include a non-woven fabric insert to reduce the of airborne droplets while allowing two-way communication, and centered on the panel between a Min of 54 inches to a Max of 60 inches from the ground

• Bottom Opaque Panel:

▪ Shall be opaque or frosted

▪ Min of ¼ inch thickness

▪ Height may vary depending on cleaning clearance, opening and use of crossbar on frame but shall be sufficient to provide cord coverage

▪ Panel be adjustable downwards by 4 inches to accommodate range of equipment used in the field

• Bottom Opaque Panel:

▪ Shall be opaque or frosted

▪ Height may vary depending on cleaning clearance, opening and use of crossbar on frame but should be sufficient to provide cord coverage

• Wings:

▪ Width: 24 Inches

▪ Height: Shall range between a Min of 24 inches to a Max of 26 inches (Panel sits between a Min of 52 inches to a Max of 54 inches above the ground)

▪ Joins on post via dovetail (or similar) grooves on single frame

▪ To avoid injury, corners shall be shaped or padded with rubber or safety plastic.

• Shelves:

▪ Width of the shelves shall be the entire width of the front panel (front post to front post) and attached to the posts

▪ Length of Interior Shelf – Shall range between a Min of 18 inches to a Max of 24 inches

▪ Length of the Exterior Shelf shall range between a Min of 10 inches to a Max of 12 inches

• Boarding Pass Scanner Configuration:

▪ The BPSS shelf shall be mounted on a post that shall range between a

Min of 40 inches to a Max of 44 inches in height with a base that shall range from a Min of 13 inches to a Max of 14 inches.

▪ The shelf dimensions shall range between a Min of 9 inches to a Max of 12 inches in length and a Min of 6 inches to a Max of 8 inches in width

▪ The top of the shelf shall have a non-slip surface

Intercom Enhancement

The purpose of the intercom device is to ease communication between officers and the public which may be impaired by, but not limited to, the use of face masks, the use of face shields, people standing a significant distance from the panels in an effort to mitigate risk of virus transmission, and significant background noise such as airport public address announcements or general noise due to crowds, operation of screening equipment, HVAC systems, etc.

TSA is not requiring any specific intercom solution, however all offerors must propose an intercom solution and provide pricing in Attachment 2 TSA’s strong preference is for a two-way intercom system. It is acceptable for an officer to have to touch the intercom to activate the system. However, the proposed solution:

1) Shall not require a member of the public to depress any button or touch any surface to activate the intercom in a two-way system; and,

2) Shall not require connection to grid power/electrical mains.

Furthermore, the contractor is reminded that any intercom solution must be merchantable and fit for use for the particular purposes described herein (see FAR 52.212-4(o)).
