APPENDIX G. TARS LEASES AND AGREEMENTS
The contractor shall operate TARS and provide services consistent with all applicable agreements, including but not limited to Memoranda of Agreements (MOAs), Host-Tenant Support Agreements (HTSAs), Interagency Agreements (IAs), Inter-Service Support Agreements (ISAs), Letters of Procedure, Letters of Agreement (LOAs), Memoranda of Understanding (MOUs), leases, and Easement Deeds. The contractor shall use all government services provided under these agreements in an efficient manner. Any revisions, modifications or changes to existing agreements or incorporation of new agreements will be subject to the FAR Changes clause.
1.0 AGREEMENTS
1.1. Interservice Support Agreements (ISAs)
1.1.1 Support Services, W91QUS-10000-001, US Army Garrison Fort Huachuca, AZ and DHS, CBP, OTIA, TARS PMO, 12 May 2016.
1.2. Memoranda of Understanding (MOUs)
1.2.2. Airborne Radio Repeater Assembly (ARRA) usage, United States Customs and Border and Air Marine Operations Center (USCBS/AMOC) and First Air Force/CONUS NORAD Region (1 AF/CONR), 15 Nov 05.
1.2.3. Beacon PARROT Installation for Yuma TARS, MOU between AMIC and US Army Electronics Proving Ground, Ft. Huachuca, AZ, 2 Jul 09; and Supplemental Agreement #1 between AMIC, EPG and CBP, 21 Aug 13.
1.3. Memoranda of Agreement (MOAs)
1.3.1. MOU between U.S. ARMY Yuma Proving Ground (YPG) and CBP for establishing responsibilities of both parties with regard to funding, operations, and maintenance of the TARS site at YPG. Signed January 30th 2014.
1.3.2. Beacon PARROT Installation for Deming TARS between CBP and State of New Mexico, Department of Information Technology, 30 Sep 13.
2.0 LEASES, PERMITS, LICENSES, AND EASEMENT DEEDS
2.1. Leases
2.1.1. Land Lease – Lajas PR TARS site, HSBP-1113-L-DA0531, CBP-CPR, 1 Oct 13, expiration date:
Indefinite.
2.1.2. Beacon system installation at Santa Isabel Government Center Building (for Lajas TARS), HSBP-1113- L-DA00537, CBP-PRPBA, 1 Oct 13, expiration date: 2033.
2.1.3. Beacon system installation at Falfurrias Brooks County Airport (for RGC TARS), HSPBP1114-L- DA00581, CBP-Brooks County, 1 Oct 14. Rio Grande City Beacon DA00581 paid lease 9/30/2030.
2.1.4. Beacon system installation at Elfrida AZ Fire Station (for Ft. Huachuca TARS), HSPBP-1114-L- DA00581, CBP-Cochise County, 1 Oct 13, in first renewal option period, expiration date: 30 Sep 23.
2.1.5. Land Lease – Marfa, TX, for the Parrot location. 1 Oct 13, expiration date: Indefinite.
2.1.6. Marfa TARS BBT-MAR-F1000 free license 3/22/2038
2.2. Permits.
2.2.1. Land Permit – Ft Huachuca AZ, DACA09-4-06-0028 (expired). Permit is in the approval process. CBP POC is Patrick Mathews patrick.f.mathews@associates.cbp.dhs.gov.

2.2.2. Land Permit – Yuma AZ, DACA 09-4-08-0373 (Expired). Permit is in the approval process. CBP POC is Patrick Mathews, patrick.f.mathews@associates.cbp.dhs.gov.
2.2.3. Land Permit - Deming NM, BLM ROW, NM BLM69891-2800, and BLM ROW Assignment Decision 11 Nov 13 (assigning permit from USAF to CBP), permit expiration date: Jan 2038.
2.2.4. Special Use Permit (SUP) – Beacon system installation at USCG Station Islamorada 2 – The corresponding Beacon for the Cudjoe Key TARS located at the Islamorada USCG Station was moved by Contractor and the Permit with the USCG has been renewed.
2.3. Easement Deeds
2.3.1. Marfa TARS site, Marfa, TX, dated 23 Mar 18 and recorded 4 Apr 18, expiration date: 3 Apr 38.
