With the update in the proposal due date issued in SAM.gov on the morning of 06/06/2022 from 07/19/2022 to 06/30/2022, we kindly request confirmation on the materials due on 06/30/2022. Please confirm that only the written portion, Vol. 00 Proposal Information (no page limit) and Vol 1. Factor 1. TARS Operations (35 pages) is due on 06/30/2022 at 1:00PM EST, with the Oral Presentation materials due on the Offeror’s scheduled orals date.
There appears to be a circular reference to proposal due dates in the RFP with the SF-33 pointing to Section L, and Section L.7.3 pointing to the SF 33.
Respectfully recommending that language be included in the RFP in Section L.7.3 that states:
"(1) The submission date for the Offeror's proposal for Phase 1 (Vol 00 and Vol 1) shall be no later than June 30, 2022 at 1:00PM EST. The submission for Phase 1 Factor 2. Program Management & Capabilities Demonstration slides will be due on the Offeror's scheduled orals presentation date."

Experience
It is our understanding that in order to effectively deliver against the TARS program requirements, a transparent, collaborative, and integrated team approach is required to maintain, enhance, and evolve mission operations. In order for the government to evaluate with adequate competition and reach a best value decision of the comprehensive capability of the proposing Offeror against the requirements, it is recommended that Corporate Experience include Prime and Principal Subcontractors and be evaluated on their collective relevance and capability as part of Corporate Experience.
1) Respectfully recommending the following language replace L.9 b.
Words in bold represent the requested changes:
"Volume 1. Section 1. Factor 1 Element 1 - Corporate Experience (Prime Contractor and Principal Subcontractor(s) Only)
Provide up to 5 recent (work performed during the 5 years from the date of issuance of this solicitation) service contracts that are collectively of similar scope and complexity to the TARS O&M operations with sites at geographically dispersed locations. For each project cited, provide an explanation of how the project is similar to TARS (e.g., technical complexity, management scope, and/or logistics operations) and how it differs from TARS. Based on its corporate experience, provide a discussion on the benefits the Offeror brings to the TARS. This should include a narrative of the learning that has occurred and the risks facing TARS that can be avoided or managed as the result of the experience."
Recommendation noted. However, it is the Government's intent to obtain Corporate Experience on the prime contractor only for this part of the proposal.

Respectfully recommending the following language replace L.11.3 Vol IV: Past Performance Words in bold represent the requested changes:
"The Offeror shall provide three (3) relevant contracts of similar size, scope and complexity to the proposed TARS effort performed during the last five (5) years from the date of issuance of this solicitation. The contracts/projects may be of the prime or a key subcontractor but must clearly identify the owner of the project experience. All three relevant contracts provided MUST be the same as the corporate experience contracts cited in Volume 1, Section 1 - Corporate Experience."
Recommendation Noted. Section L.11.3 VilIV: Past Performance Proposal is amended as follow to permit additional submissions for subcontractor experience.

The RFP does not contain a wage determination and notes that one will be provided at the time of award (Sec. J.1; Appendix M). The Service Contract Labor Standards Regulations, however, require wage determinations to be provided when the RFP is released (see 29 CFR § 4.4(a)(1)(ii) and 29 CFR § 4.4(b)(5)). Will the agency be providing the appropriate wage determination or incumbent Collective Bargaining Agreement (CBA), as appropriate?

Reimbursable Travel Expense
Will the Government please provide a plug # for all travel/ODCs?
Estimating travel expenses for the entire period of performance is inefficient as travel costs are unpredictable and will fluctuate during performance of this requirement. Providing a travel plug number under a cost reimbursable CLIN will allow offerors to bill the Government in accordance with FAR 31.205-46 as travel costs are incurred.
Respectfully request a plug number for all travel and ODC.
Recommendation Noted. Offeror shall include their proposed travel to meet the requirements of the PWS and the associated costs shall be included in the firm fixed price for the applicable CLINS. H.25 applies to travel as directed by the Government.

The Schedule of Performance Based Fee (PBF) Payment Adjusted Based on Contractor Performance by Performance Areas applies to contract wide performance. The quarterly adjustment as the result of the contractor’s failure to meet one or more of the performance thresholds shall apply to total flight hours (QSFH for CONUS sites and MOA hours for Lajas) .

Collective Bargaining
Agreements (CBAs)
The RFP does not include applicable Collective Bargaining Agreements (CBAs).
CBAs are required to calculate CBA labor pricing (Phase II Factor 6).
Recommend CBAs be provided to Offerors upon submission of their Phase 1 proposals.
Recommendation Noted.
Program specific information shall be made available through the Techncial Library. Upon request, those Offerors that have submitted their NDA will receive the information via email. Others will need to submit thier request with their signed NDA to the CO before the proposal due date.

There are no GFI provided in this contract. However, to the extent practicable, the Government may make available licensed IP within the limitations specified by the OEM.

Targets are air and surface (ground and maritime?). 360 deg up to 200nmi range for air targets only?
TARS is equipped to detect air targets 360 deg 200nmi maximum, 2 deg RMS azimuth, 85% probability of detection. Ground Targets 360 deg, 100nmi maximum (line of sight), target velocities above 10mph, 85% probability of detection.
Recommendation Noted. The Government's requirement is as described in the PWS.

Depot Level Maintenance
L-88 A and L-88V3 are highly specialized radars, problematic to sustain in operational environments contractor will provide best effort on depot maintenance for L-88 variants. Reverse engineering and component substitution will be accepted.

Surveillance Ops General
What is quality optimized radar data? Usually the radar is characterized by testing with controlled targets. Best quality is when detections are made within range of probability of detection.

4.1 "• Provide quality radar data (See Section 6.6) to AMOC to better detect DHS Air Domain Awareness Items of Interest (IOI) entering and traversing TARS-designated [surveillance] Volumes of Interest (VOIs).

Radar Performance
Search Blip Scan Ratio is related to Pd - why is B-45 so low compared to B-42. Are these all similar air targets? The L-88 must have established SBSR - is A-3 the current radar performance? What about fasle detections (false alarms)?

The variation is due to the different site locations.
The SBSR Baseline thresholds were established by 84th RADES taking in consideration radar mission, performance profile, location and environmental/atmospheric factors for each location to include false detections.

“Accountable Property shall be accounted for in either CBPs SAP system or the contractor's internal Management Information System (MIS) database.” This statement indicates that the contractor will have access to work within the CBP’s SAP system – is this correct?

"Accountable Property shall be accounted for in the contractor's internal Management Information System (MIS) database. The Weather forecast requirement is as stated in the PWS. Section 5.1.1 specificially requires "Continuously monitor weather conditions to maintain real-time weather situational awareness for safe flight operations and for quality decision-making to minimize risk to equipment and personnel."
