About this file

This document is Amendment No. 2 to a Request for Proposals (RFP) issued by St. Mary's College of Maryland (SMCM) for construction services related to the Landers Library Renovation project (Solicitation #SMCM-26-055065). The amendment, dated March 2, 2026, serves as a consolidated response to 79 Requests for Information (RFI) questions submitted by prospective bidders and includes two additional attachments: Design Addendum No. 2 and an As-Built Full Package. The amendment clarifies project requirements across multiple disciplines including general construction, mechanical, electrical, audiovisual systems, access control, fire alarm, and telecommunications infrastructure. A pre-bid conference was held on February 4, 2026, at the Landers Library facility. Bid bonds are required at 5% of the total bid price, with Performance and Payment Bonds due within 10 days of contract award notification at 100% each, as mandated by Maryland law for construction contracts exceeding $100,000. Work hours are to be coordinated with the owner after award, with evening and weekend work potentially available. The contractor must coordinate with the owner regarding project phasing, furniture and equipment removal and storage, humidity and temperature maintenance, and access to parking and staging areas.

Key clarifications in this amendment address scope divisions between the General Contractor and the Owner's Information Technology (OIT) team, with OIT assuming responsibility for specific Division 27 telecommunications sections while the contractor handles related infrastructure including grounding, bonding, cable trays, and flush poke-throughs. The contractor is responsible for securing contractor-supplied and relocated glass markerboards, ensuring roof work is performed by Sika-approved contractors to maintain manufacturer warranty, and coordinating with multiple vendors including VSC Fire and Security for fire alarm systems, Siemens for controls, and Transact/CBORD for dining services equipment. Equipment specifications have been updated to reflect discontinued items, requiring the contractor to propose approved alternatives for items such as the Huion Kamvas Pro 20, Denon DN 500BDMKII Blu-ray player, and BrightSign HD 224 display. Subcontractor bonding is not required except for a Payment Bond to cover subcontractor payments. The project is not tax-exempt, and no wage scale requirements apply. Technical proposals must include a minimum of three past performance projects from the previous five years with customer references, focusing on library projects rather than hotel or residence life facilities as initially stated in the RFP.
