This document is Amendment 8 to a State Term Contract for Purchasing Card Services between the State of Florida, Department of Management Services, and Bank of America N.A. The amendment focuses on replacing the Florida Accounting and Information Resource (FLAIR) system with the new Florida PALM (Provides Accountability and Limits Mistakes) accounting and cash management system. The contract was originally executed on January 5, 2016, and has been renewed multiple times, with the current expiration date set for January 4, 2026.

The amendment establishes detailed requirements for data integration between Bank of America's purchasing card solution and the new Florida PALM system. It outlines specific electronic file transfer deliverables, including Florida PALM Data Validation File, Payment Settlement File, Payment Settlement Error File, Charge Data File, Automated Clearing House (ACH) File, and Scanned Images File. The contract includes provisions for post go-live production support from January 2026 to June 2026, with an hourly rate of $150.00 for services related to the PALM system integration. The amendment ensures that the contractor will create and transmit various accounting and transaction files to the state's data warehouse, with error resolution procedures and specific acceptance criteria for each file type.
