Amendment No. 1

RFP AG-9A40-S-13-0007

Request for Information

General Questions

1. Part IV- Section M, M.4, page 57 of the solicitation requires Past Performance in similar contracts within the past 5 years. Since this project includes construction and design and a diverse mix of service disciplines that will require many technical/specialty subcontractors, is the requirement for Past Performance only for the prime contractor or may subcontractor Past Performance be included too? Answer: Yes, the offeror may include Subcontractors’ past performance in the technical proposal.

2. Part IV- Section M, M.4, page 58 of the solicitation requires us to present Relevant Experience within the past 5 years. Is this the same information you requested in the Past Performance section or are we allowed to present other relevant projects that we may not list in the Past Performance section? Answer: Yes, Offerors are allowed to present other relevant projects that may not be listed in the Past Performance section.

3. Are Project Experience, Past Performance and Resumes only for the prime contractor required or will Subcontractor qualifications be accepted too? Answer: Yes, Subcontractor qualifications will also be accepted.

4. Is there a required page limit for the technical proposal? Answer: No.

5. Besides the Site Superintendent, what other Key Positions from the Organization Chart would you like resumes submitted for? Answer: Superintendent, QC Manager, Project Manager, Engineers etc.

6. Do you require an actual site-specific Safety Plan and Quality Control Plan for the project to be submitted in the Technical Approach section or just an overview of the Offeror’s Health/Safety and Quality Programs? Answer: An overview of both will be acceptable for evaluation proposes, However the QC summary should include items such as, complete and detailed control measures to ensure quality and timely performance of the work. The summary should also addresses QC in the construction, inspection and testing, and any corrective measures that may be required.

7. Do you need us to provide a proposed project schedule or just a description of the Offeror’s ability to manage projects on schedule? Answer: I would like to see a realistic bar schedule. I anticipate the notice to proceed will be issued on or about 6/5/2013.

8. Since it was not included as a separate line item for the bid, where should the contractor allocate costs for design? Answer: Design costs should be incorporated into the line items that require design feature. Note: Design costs should be no more than 6% of the line item the design is associated with.

9. Please clarify the specifications title. It is labeled as “Happy Camp” but the included specifications appear to refer to Kitchen Creek. Answer: The specifications labeled “Happy Camp” are samples for reference only.

10. Since it was not included as a separate line item in the bid, where should contractor allocate cost for general conditions? Answer: It does not matter; General Condition could be spread throughout every line item.

11. Are the Happy Camp specifications the same as Kitchen Creek and are the contractual obligations the same? Answer: Yes and no, the Happy Camp specifications are the same except Kitchen Creek includes a hanger, parking garage and a site development.

12. Will any additional instructions or requirements pertaining to preparation of the technical proposal be issued for Section L of the Solicitation? Answer: Yes, included in this amendment.

13. The SE wall of the hangar building measures 120’ and is to accommodate a 90’ hangar door. The door is to have 3 – 15’ leafs fold into the pocket on either side. To accommodate the 15’ hangar door leafs, seals, weather-stripping, etc, and accommodate the structural steel, the depth of the pocket on each side should be about 20’ +/-. This means that the building will have to measure 130’ +/-, not 120’. What is the critical dimension? The clear door width of 90’, the building width of 120’ or is there other governing criteria? Answer: The structure will need to be designed to stay within the 120 foot width as specified. The door opening could be designed at 86’ +/- and could probably go as low as 85’.

Solicitation

1. The solicitation states that this is a firm fixed price contract. How will bid items with estimated quantities be paid? Will over or under runs be billable or require a credit to the government? Note: In the specifications it talks about some of the items being paid at a unit rate and some as lump sums. This appears to be a unit rate contract with a fixed contract amount. Answer: A firm fixed price contract provides for a price that is not subject to any adjustment on the basis of the contractor’s cost experience in performance the contract. Example, 31 20 00C Machine Placed Class 3 Riprap, AQ, 1100 CY at $80.00/CY. If the contractor places 1200 CY the Government will pay for 1200 CY at $80 per CY.

2. Does the 320 days to complete this work include the design phase or will the NTP be given after the design is approved? If the design in included in the 320 days can the site development and or infrastructure work (bringing power to the site, excavation, backfill, grading and demolition) start while the design is being completed? Answer: Yes, 320 calendar days to complete the entire contract, from design to final cleanup. Yes, site development work can start while the design is being completed. The Site development drawings and specifications are provided in the solicitation.

3. Electrical section says that payment includes excavation and backfill of trenches. Is this trenching and backfill work in addition to the quantities listed for excavations and placement (SOV line item 31 20 00B)? Would this same logic apply to all other site utilities such as water or storm drain trenches? Answer: Yes, electrical excavation and backfill is in addition to 31 20 00B. Same goes for other site utilities.

4. Section 02 41 00 demolition indicates payment by schedule but no line item exists?

Answer: Payment is incidental to Specification 32 10 00 – Bases, Ballasts and Paving

5. How should the contractor address general site conditions in his estimate? Answer:

Same as answer 10 above.

6. What line item do we include the underground water storage tanks in? Answer: As mentioned in the storage tank specification, include the cost under 33 11 00, Water Utility Distribution Piping.

7. Are the water pump, pumping system and controls to be part of the water utility distribution piping line item? Answer: Yes.

8. Is the perimeter lighting part of the General Provisions Electrical? Answer: Yes, the work would be done according to General Provisions Electrical but paid for as Option 9 and/or Option 10 if awarded.

9. The SOV’s only have a single line item for signs, “accessible parking”. Where should the contractor account for the other signs included on the sign schedule (drawing C19)?

Answer: See SF-30 Amendment #1. All signs will be paid for under 10 14 53.

Specifications

1. The specifications, Table of Contents (TOC) indicates “Happy Camp”. A second TOC was located near the end of the specifications package labeled Kitchen Creek. Is it correct to assume that the TOC labeled Kitchen Creek near the end of the specification is the correct TOC for the specification? If so are the missing sections from that Table of Contents going to be provided? Answer: The Kitchen Creek Table of Contents is the correct TOC for this contract. The “Happy Camp” and “McCloud” drawings and specifications have been included as an example of what we want for the design/build portion of the contract (buildings). See SF-30 Amendment #1.

2. Which plans and specifications will be contractual requirements? Answer: The Kitchen Creek specifications are part of this contract. The Happy Camp and McCloud drawings and specifications are included to help the contractor come up with the required design and contract specifications that will then, once approved by the Forest Service, be a part of the Kitchen Creek contract.

Applicable code and regulations

1. The metal building design states to use the Manufacturers “top of the line”. How will the manufacturers “top of the line” be determined? Answer: Through submitted catalog data, shop drawings, certificates, warranties and checking with manufacturers and suppliers.

2. Where is the lead sampling site map referred to in section 6.3? Answer: The map was inadvertently left out of the solicitation package. Map included in the amendment.

3. Are either the Happy Camp or McCloud Office drawings and or Specifications indicative of an acceptable 100% design drawing and or specification? Answer: The Happy Camp, McCloud Office, Kitchen Creek Specifications, and Kitchen Creek

Statement of Work are all to be used to come up with complete design drawings and specifications for the design/build portion of this contract.

4. Article 2.2.4.7 Fire Sprinklers, Page 15 of 28 states that upon final acceptance of building drawings, the Hangar Building shall be submitted to a licensed Fire Sprinkler Company for the design of a Foam fire suppression system for air craft hangars per NFPA 16. The drawings shall be approved by the local Fire Marshall.

a) Is this foam fire suppression system to be just designed or designed and installed?

Answer: Designed and installed

b) Will the system require an above ground fire water tank with a pump house and a diesel fire pump? Answers to b-h are questions the designer should provide.

c) What size water tanks will be required? Answer: See b above.

d) Will a back-up water tank be required? Answer: See b above.

e) Can the enclosed room for the foam bladder and associated valves be installed inside the building (12’ x 12’ x 10’) or should it be attached to the hangar? Answer:

See b above.

f) The foam fire suppression system will require the hangar be heated so that the water lines do not freeze, should the option include heating for the hangar? Answer: See b above.

g) Will a foam reserve be required? Answer: See b above.

h) Will foam monitors be required? Answer: See b above.

i) What type of aircraft and how many will be stored in the hangar? Answer: One aircraft, Erickson Air-Crane- Model S-64E.
