SECTION 34 43 23.16 – AIRFIELD WIND CONES
PART 1 – GENERAL
1.1 DESCRIPTION
A. This specification covers fabric windsocks and supporting structures to be used to indicate surface wind conditions.
1.2 SUBMITTALS
A. In accordance with Section 01 33 23, Shop Drawings, Product Data, and Samples, furnish the following:
1. Shop Drawings:
a. Supporting structure, including required foundation, installation, and grounding rod.
b. Manufacturer’s literature and data, showing supporting structure material and wind cone material(s).
1.3 MEASUREMENT AND PAYMENT
A. Payment will be made at the contract unit price designated in the Schedule of Items and will constitute full compensation for all materials, labor, equipment, testing, and incidentals necessary to complete the work as specified herein and AS SHOWN ON THE DRAWINGS.
PART 2 – PRODUCTS
2.1 MANUFACTURER: Flight Light, Inc.; 2708 47th Ave., Sacramento, CA; (800)806-3548; Fax (916)394- 2809; Model No. L807-S1-EX-120-ON-5, or approved equal.
A. Type: L-807, mounted on rigid supporting structures.
B. Style: Style I-A – External Lighted.
2.2 ENVIRONMENTAL CONDITIONS
A. The wind cone assemblies must be designed to operate under the following environmental conditions:
1. Temperature: any ambient temperature between -67oF and 131oF.
2. Wind: wind speed up to 75 knots (86 mph).
2.3 FABRICATION

A. The fabric windsock must be made so it takes the shape of a truncated cone when it is filled with air;
be reinforced at all points that are subject to abrasion by flexing against the metal framework; and be designed to allow removal and replacement without the use of special tools or stitching. The fabric windsock must be constructed to allow water drainage out of the area of the basket assembly.
2.4 WIND CONE DIMENSIONS
A. Size 1 – 8 feet in length and 18 inches in throat diameter.
B. The taper of the fabric windsock from the throat to the trailing end must be designed to cause the windsock to fully extend when exposed to a wind of 15 knots (17 mph).
2.5 WIND CONE FABRIC
A. Fabric for the windsock may be made of cotton, a synthetic material, or a blend of the two, and may be coated. If the fabric is not naturally immune to water absorption, it must be treated to become water repellent. Color of the windsock fabric will be orange. The manufacturer must certify that the fabric meets the following requirements:
1. Minimum breaking strength: Warp – 150 pounds; Filling – 150 pounds. The Method 5102 of FED-STD-191A can be used to determine the minimum breaking strength.
2. Good or better colorfastness as determined by Method 5671 of FED-STD-191A.
2.6 WIND CONE FRAMEWORK
A. A framework must be provided to hold the throat of the fabric windsock fully open under no wind conditions and to provide an interface with the support. It must be of low-mass design so as to offer minimum resistance to an inadvertent strike by aircraft. The framework may be made of metallic or nonmetallic material. Ferrous materials must be hot-dipped galvanized, zinc plated, or epoxy-resin coated to provide protection against corrosion. The framework is to be constructed so as to deter the accumulation of water in the windsock. The framework must support the fabric windsock in a rigid position for three-eighths of its length. When the fabric windsock is attached to the framework the combination must perform as a wind vane. Bearings, bushings, or like devices must be permanently lubricated.
2.7 SUPPORTING STRUCTURE
A. The Type L-807 support may be hinged at its base or near its middle so the wind cone fixture can be serviced from the ground. When the support is mounted in place, it must withstand, without damage, a moment of not less than 3200 pound-feet when the force is applied parallel to and 16 feet above the surface to which the support is attached.
2.8 WINDSOCK MOVEMENT
A. The windsock must move freely about the vertical shaft it is attached to and when subjected to wind of 3 knots (3.5 mph) or more and indicate the true wind direction within +/- 5 degrees.
2.9 CONCRETE BASE

A. Construct base as per manufacturer’s recommendation. Concrete to meet Section 03 30 00, Cast-In- Place Concrete. Concrete shall be considered incidental to wind cone installation (see measurement and payment).
PART 3 – EXECUTION
3.1 INSTALLATION
A. Set the Type L-807 support structure in a concrete base, size as recommended by the manufacturer.
B. Slope the top of the concrete base to drain water off of the foundation and away from the support structure.
C. Provide a lightning ground rod to the bottom of the support structure as recommended by the manufacturer.

SECTION 33 42 13 – PIPE CULVERTS
PART 1 – GENERAL
1.1 SCOPE: The work under this section includes all labor and material necessary for the installation of an 18 inch metal culvert AS SHOWN ON THE DRAWINGS. Work includes bed preparation, installation and backfill of a new culvert and appurtenances of the size and length specified.
1.2 MEASUREMENT AND PAYMENT: Measurement for work performed under this section will be made under those pay items as listed in the Schedule of Items. Payment will be made at the contract unit price designated in the Schedule of Items and will constitute full compensation for all materials, labor, equipment and incidentals necessary to complete the work.
PART 2 – PRODUCTS
2.1 METALLIC-COATED CORRUGATED STEEL PIPE: Pipe and special sections (such as coupling bands) shall conform to AASHTO-M 36 and AASHTO M 218, M 274, or M 289 for the dimension and thickness specified. The thickness for steel pipe shall be as follows:

2.2 BEDDING AND BACKFILL
A. Bedding material shall meet the requirements of Section 31 20 00, Earth Moving, for trench backfill, sand base.
B. Backfill material shall meet the requirements of Section 31 20 00, Earth Moving, for general backfill.
2.3 The lengths and locations of individual pipe SHOWN ON THE DRAWINGS are approximate. Pipe shall not be ordered until culvert locations are DESIGNATED ON THE GROUND and a written list of the correct lengths is issued by the Contracting Officer.
PART 3 – EXECUTION
3.1 Excavation for culverts shall be at least as wide as three diameters of the pipe and long enough to provide for proper joining of the culvert. The completed bottom shall be firm for its entire length and width. The culvert shall be installed to maintain a uniform flow line from inlet to outlet, with a positive camber in the invert.
3.2 Bedding shall consist of bedding the pipe to a depth of not less than 6 inches.
3.3 Pipe sections shall be joined firmly by form-fitting coupling bands. Gaskets shall be installed at each joint to form a watertight connection.
3.4 After the bedding is prepared and the pipe is placed, backfill material shall be placed in layers not exceeding 6 inches loose thickness and compacted under the haunches and alongside the pipe. Rocks larger than 3 inches in greatest dimension shall not be used within one foot of the pipe. On each side of the pipe there shall be an area of compacted material at least as wide as one diameter of the pipe. Backfill shall be compacted without damaging or displacing the pipe. Backfill density shall exceed 95 percent of the maximum density as determined by AASHTO T 99 – Method C or D.
Backfilling and compacting shall be continued until the backfill is a minimum of 12 inches above the top of the culvert.
After being bedded and backfilled, pipe shall be protected by an adequate cover of embankment before heavy equipment is permitted to cross during roadway construction.
Pipe distorted more than 5 percent of nominal dimensions, ruptured, or broken shall be replaced.

UTILITY SEPTIC TANKS Section 33 36 00-1
SECTION 33 36 00 – UTILITY SEPTIC TANKS
PART 1 - GENERAL
1.1 SCOPE
A. This specification covers furnishing and installing septic tanks, tank manhole risers, septic lines, distribution boxes, clean outs, drop manways and leach lines AS SHOWN ON DRAWINGS and described herein.
B. Septic tank work shall conform to the requirements of County of San Diego, Department of Environmental
Health (DEH), Land and Water Quality Division, and all Federal, State, County, or local governmental regulatory agencies.
C. Contractor shall be responsible for obtaining a permit and all fees associated with the project required by the County of San Diego, DEH, Federal, State, County, or local governmental regulatory agencies. The Forest Service has had a Percolation Tests performed by a County Certified Engineer and a Percolation Test Report has been completed for use on this project. Contractor will be provided a government furnished copy of the Percolation Test Report.
D. The Contractor shall notify the Forest Service immediately upon request from the regulatory agencies to enter, inspect, sample, monitor or otherwise access the project site or the Contractors records pertaining to wastewater system work on this project.
A. Submittals shall be provided in accordance with Section 01 33 23, Shop Drawings, Product Data and Samples. The Contractor shall submit installation instructions and warranty documents for all new septic tanks and accessory installations.
B. When substitution for any item, fixture or equipment is made, manufacturer’s shop drawings/cut sheets shall be provided. Faxed copies of these sheets shall not be acceptable. Xeroxed copies will be accepted unless manufacturer’s sheets are printed in color. If Manufacturer’s originals are in color than original sheets shall be submitted. Submittals shall include but is not limited to tanks, covers, risers, valve boxes, distribution boxes, tape, sealant, infiltrators, and manways.
1.3 CODES AND STANDARDS
A. Work performed under this section shall meet the requirements of the latest edition of the following unless otherwise noted:
1. California Plumbing Code (CPC), 2010 Edition
2. International Association of Plumbing and Mechanical Officials (IAPMO)
3. Installation Standards (CPC-IS)
4. National Sanitation Foundation (NSF)

A. Measurement for work performed under this section will be made under those pay items as listed in the Schedule of Items.
UTILITY SEPTIC TANKS Section 33 36 00-2
1. The furnished, installed and accepted septic tanks as measured on a lump sum basis, including manhole risers, support frames and covers for complete installation to grade, sewer lines, and all tank accessories; and the furnished, installed and accepted leachfields, including all trenching, infiltrator chambers, distribution boxes, septic lines, inspection ports, and appurtenances necessary for complete installation AS SHOWN ON THE DRAWINGS and as recommended by manufacturer’s installation instructions.
B. Payment will be made at the contract unit price designated in the Schedule of Items, and will constitute full compensation for all materials, labor, equipment, testing and incidentals necessary to complete the installation as specified herein and AS SHOWN ON THE DRAWINGS.
PART 2 - PRODUCTS
2.1 MANWAY EXTENSION RISERS
A. Extension risers for a concrete tank shall be concrete grade rings, part 2432 GR as manufactured by Jensen Precast, Etiwanda, CA (909) 350-4111, or approved equal.
B. Polyethylene tank installation shall include extension risers of a material as recommended by the manufacturer and shall be installed in accordance with manufacturer’s recommended installation instructions.
2.2 MANHOLE COVERS AND SUPPORT FRAMES
A. Manhole covers and support frames for a concrete tank installation shall be 24 inch (unless otherwise stated) steel conforming to ASTM 48, class 35B, and shall be machined to assure close fit. Steel casting shall be dipped in black bituminous paint and shall exceed H-20 wheel loading. Cover shall have the word “Sewer” embossed into it. Frame and covers shall be Part SBF 1310 (24 inch diameter) as manufactured by South Bay Foundry, National City, CA (619) 956-2780, or approved equal.
2.3 SEPTIC TANK
A. Tanks for the Kitchen Creek Helibase septic systems shall be 1000 gallon precast, reinforced concrete septic tank, rated for traffic loads. Tank shall be as manufactured by Jensen Precast, (909) 350-4111, or approved equal. Manways and extensions shall be provided for tank openings and shall extend to finish grade. Covers shall be steel or cast iron.
2.4 GRAVITY SEWER/SEPTIC LINES
A. Lines shall be 4 inch ABS, schedule 40 solid wall pipe. All fittings and accessories shall be as manufactured and furnished by the pipe supplier and compatible with that of the pipe.
2.5 CLEANOUTS
A. Cleanouts shall be of the same size and material as the sewer line, and shall be installed AS SHOWN ON
THE DRAWINGS.
2.6 VALVE BOXES

A. BOXES LOCATED IN NON-TRAFFIC VEHICULAR WAYS: Boxes for cleanouts and inspection ports shall be Christy Fiberlyte FL8 with cast iron lid marked “Sewer” or “CO.”
B. BOXES LOCATED IN VEHICULAR TRAVELED WAYS shall be precast concrete and shall be traffic rated with H20 cast iron frame and cover. Covers shall be marked "Sewer" for clean outs. Extensions shall be of the same material and manufacturer as the box unless otherwise specified herein. Size of box shall allow for a minimum of 6 inches clearance on all sides of clean out. As a minimum, boxes shall be circular Christy Concrete G08 Valve Box.
2.7 DISTRIBUTION BOXES
A. Boxes for lateral distribution of septic lines shall be watertight, concrete, equipped to feed all of the lateral leach lines simultaneously.
2.8 MARKING TAPE
A. Marking tape to be placed over new sewer lines shall have a metallic core and shall be 2 inches wide, with imprint “Caution – Buried Sewer Line Below”; color shall be yellow. Tape shall be “Detectatape” as manufactured by Allen Systems, Inc., Wheaton, IL, or “Terra Tape D” by Griffolyn Co., Inc., Houston, TX.
2.9 JOINT SEALANT
A. Joint sealer shall be KENT-Seal No. 2 rubber gasket as manufactured by Hamilton Kent Company or Ram- Nek flexible plastic gasket as manufactured by K.T. Snyder Company. Kent-Seal No. 2 adhesive or Ram-Nek Primer shall be applied to concrete surfaces to be sealed.
2.10 INFILTRATOR CHAMBER
A. The leach lines shall be Quick 4 High Capacity Units made by Infiltrator®, or approved equal. Units shall be high density polyethylene, lightweight, open bottom interlocking chambers with AASHTO H-10 rating. Units shall be installed AS SHOWN ON DRAWINGS and in accordance with manufacturer’s recommended installation instructions.
2.11 DROP MANWAY
A. Drop inlet manway boxes for septic line intermediate collection point shall be watertight concrete, traffic rated and shall be designed to accommodate all septic/sewer lines AS SHOWN ON THE DRAWINGS.
PART 3 - EXECUTION
3.1 Excavation, backfill and compaction of the septic system shall be in strict accordance with the manufacturer’s recommended installation instructions and Section 31 20 00, Earth Moving. Where there is a conflict, the manufacturer’s requirements shall govern.
3.2 Lines shall be bedded in material as specified in Section 31 20 00, Earth Moving, and AS SHOWN ON
THE DRAWINGS.
3.3 Joints between the concrete sections shall be thoroughly grouted with cement plastic mortar before lowering the next section onto the section in place. Joints shall be covered on the outside with a 1/8 inch
UTILITY SEPTIC TANKS Section 33 36 00-4 layer or cold applied joint filler to make them watertight, or shall be sealed using Rem-Nek flexible plastic gaskets.
3.4 No pipe shall be laid until the trench subgrade and bedding have been inspected and approved in writing.
3.5 Laying of lines shall begin at the lowest point in the direction of flow. All piping, fittings, and accessories shall be assembled per manufacturer’s recommendations and in accordance with CPC. Pipe deflections shall be kept to a minimum, any deflection of piping shall be per manufacturer’s requirements.
3.6 Before lowering pipe into the trench, the pipe shall be inspected. Cracked, chipped, broken, or otherwise defective pipe will be rejected and removed from the job site. The ends and interior of the pipe shall be clean.
3.7 Cleanouts shall be installed in accordance with the CPC.
3.8 Where waterline is being crossed, pipelines of twenty foot lengths shall be used with the length centered to provide ten foot of distance from the waterline to the nearest sewer or drain line joint. Where water and sewer lines share a common trench, the waterlines shall be installed a minimum of 12 inches horizontally and vertically above the top of the sewer line, and constructed on a solid shelf on one side of the trench.
3.9 Marking tape, appropriately color coded and marked, shall be placed above the septic lines 6 to 1 inches below finish grade and AS SHOWN ON THE DRAWINGS.
3.10 Manhole extension risers shall be installed in accordance with manufacturer’s written installation instructions. Installation shall provide for a permanent watertight unit that will allow grade level access into each septic tank chamber.
3.11 A 2 inch concrete foundation shall be installed beneath all distribution boxes to provide for a level base for uniform distribution.
3.12 All sections of pipe shall be cleaned with an inflatable rubber ball of a size that will inflate to fit snugly into the pipe. The ball may be used without a tag line. The ball shall be placed in the last cleanout, manhole, or entry on the pipe to be cleaned, and water shall be introduced behind it. The ball shall pass through the pipe with only the force of the water impelling it. All debris flushed out ahead of the ball shall be removed at the first location or manhole where its presence is noted. In the event that wedged debris, or a damaged pipe, Contractor shall stop the ball, remove the obstruction, or make suitable repairs.
3.13 The septic tanks, drop manways and distribution boxes shall be installed level. All connections shall be watertight.
3.14 After installation of the septic tanks, sewer pipe and cleanouts, and prior to completion of tank backfilling, the system shall be filled with water and allowed to stand for 24 hours minimum to check for leaks.
3.15 If the water level in the septic tank falls a distance greater than one eighth (1/8) of an inch in 24 hours, then repairs shall be made to the tank until the leaks are eliminated, at the Contractors expense. If repairs cannot be made to sufficiently eliminate the leaks, then the Contractor shall replace the necessary components to provide a watertight septic system.
3.16 Sewer lines shall be tested for leaks between the point of connection to the building drain and the septic tank connection point. Testing shall be done by plugging the line and introducing air into the system until
UTILITY SEPTIC TANKS Section 33 36 00-5 the pressure reaches 5 psi. The pressure shall be maintained for a minimum of 15 minutes. Other drain lines shall be plugged at both ends and at any cleanouts or manholes and tested in the same manner.

PUBLIC WATER SUPPLY WELL Section 33 21 13-1
SECTION 33 21 13 – PUBLIC WATER SUPPLY WELL
1.01.1 SCOPE: This work shall consist of furnishing all labor, equipment, and materials to provide a new vertical water well. Work includes drilling, casing, grouting and adding gravel pack, if necessary, disifecting, development, yield test, installation of the annular seal and water quality sampling and testing.
A. Upon encountering the desired production of 20 gallons per minute or drilling 500 feet, whichever comes first, drilling operation will cease. If no water is encountered at a depth of 500 feet, Contractor shall wait for approval and direction from the Contracting Officer prior to further drilling or well abandonment.
All drilling fluids shall be contained in a sump constructed or supplied by the Contractor to allow drilling chemical additives to dissipate in accordance with Section 33 21 13, Public Water Supply Well herein.
Upon completion of successful well drilling, development, yield test, sanitary seal, and water quality testing, and approval by the Contracting Officer, the Contractor shall install a new submersible well pump in accordance with Section 33 21 13 Public Water Supply Well, herein, and as approved by the Contracting Officer’s Representative.
New wellhead plumbing, appurtenances and waterlines shall be installed AS SHOWN ON THE
DRAWINGS.
A new electrical conduit shall be installed from the pump control panel to a new valve/splice box and shall be capped AS SHOWN ON THE DRAWINGS. All electrial panel work and connections shall be performed by a California State licensed electrician.
Construct a new enclosure over the well AS SHOWN ON THE DRAWINGS.
1.02 ABBREVIATIONS AND DEFINITION
A. Abbreviations:

Actual Quantity: These quantities are determined from measurements of completed work.
Lump Sum Quantity - The quantities denote one complete unit of work as required or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.
1.03 RELATED INFORMATION
PUBLIC WATER SUPPLY WELL Section 33 21 13-2
A. Location of Work: The exact location of the well will be staked on the ground by the Government. The Government will assume all responsibility for locating the well site. It is understood that the drilling contractor does not represent, warrant, or guarantee the quality, quantity, or kind of water, if any, which may be encountered.
The new well will have ownership by the United States Department of Agriculture, Forest Service, Cleveland National Forest.
B. Personnel and drilling equipment: All work shall be performed under the direct supervision of an experienced and California State licensed well driller. The contractor shall supply capable and experienced support personnel and cable tool or rotary (air or mud, standard or reverse circulation) drilling equipment. All work under this contract shall be performed in a skillful and workmanlike manner.
C. Licenses and permits: The contractor shall be responsible for obtaining applicable permits. As a minimum, the Contractor shall be responsible for obtaiing the Well Construction Permit with San Diego County Department of Environmental Health. The Contractor shall have a valid California C57 license and shall supply all required information to the State and County prior to initiation of the work.
D. Notification: The Contractor shall notify the Contracting Officer's Representative 72 hours in advance of arrival at the site.
E. Engineer: The technical Engineering representative designated by the Contracting Officer.
F. Timing of Drilling: Drilling and drilling related activities at the site will be limited to between the hours of 8:00 am and 4:30 pm of each day during the life of the contract. Testing shall be completed before septic system application to San Diego County and submitted to San Diego County for Septic System permit.
G. Protection of Waterways: All waterways, drainage courses, intermittent streams and the like, near the project area shall be protected by the Contractor in accordance with requirements of the California Department of Fish and Game and the California Regional Water Quality Control Board. All water encountered or used during construction of these projects shall be discharged in conformance with these requirements.
1.04 CODES AND STANDARDS: The Contractor shall comply with all Federal, State, or Local laws, ordinances, rules and regulations relating to the performance of the work. In the event that a conflict between these rules and regulations exists, the more stringent requirements shall govern.
A. Department of Water Resources, Bulletin 74 latest edition, Water Well Standards: State of California, will be used as the standard for completing all work performed under this contract.
B. American Welding Society (AWS).
C. National Sanitation Foundation (NSF).
D. American Society of Testing Materials (ASTM).
E. National Electric Code (NEC).
F. American Water Works Association (AWWA).

1.05 REQUIREMENTS OF REGULATORY AGENCIES: All work performed shall comply with health and safety, fire codes, OSHA regulations, American Water Works Association (AWWA), California Well Standards, and/or applicable regulations established by local, county, and state codes.
1.06 MEASUREMENT AND PAYMENT
A. MEASUREMENT
Measurement and payment for contract work will be made under those pay items as listed in the Schedule of Items.
1. The quantity of well drilling to be measured will be the actual number of linear feet and size of drilled hole. Hauling water for drilling related use, containing drilling muds and final grading work at the wellhead is included in this item.
2. The quantity of the steel conductor casing for the sanitary seal to be measured will be the actual linear feet of installed and accepted within the well. The seal will start at a point at least 50 feet below the original ground surface and will extend to a minimum of 24 inches above the ground surface with a minimum 10 inch inside diameter.
3. The quantity of solid well casing to be measured will be the actual number of linear feet of casing furnished, installed and accepted in the well. The solid casing will be measured from 24 inches above ground surface down to the perforated casing. The solid well casing extends inside the conductor casing down to the perforated casing with a minimum 6 inch inside diameter.
4. The quantity of perforated water well casing to be measured will be actual the number of linear feet of perforated casing furnished, accepted and installed in the well. The perforated casing shall have a minimum 6 inch inside diameter.
5. The quantity for well development will be measured as a lump sum quantity and will be determined to be complete by the Contracting Officer.
6. The gravel pack to be measured will be a lump sum quantity for the Forest Service approved amount and depths of gravel furnished and installed in the well.
7. The pump draw down and yield test will be measured as a lump sum quantity and will be performed as an 8 to 24 hour test as approved by the Contracting Officer.
8. The annular seal grout to be measured will be the actual linear feet of approved annular seal grout furnished and installed in the well. In no case shall the depth be less than 50 linear feet.
9. Should the well fail to conform to these specifications through faulty workmanship or procedural failure by the Contractor and the Contractor is unable to correct the condition or negotiate a mutually acceptable cost reduction with the Contracting Officer for specification deviations, the well shall be considered an abandoned well through the fault of the Contractor and no payment will be made for any portion of the work. The Contractor shall be responsible for proper abandonment of the well at no cost to the Government.

10. Should the Contracting Officer determine that the failure of the well to conform to these specifications is through no fault or responsibility of the Contractor or the Contractor's equipment, the work will be paid for at the unit prices in the Schedule of Items for the work performed. Additional well(s) drilled, at the direction of the Contracting Officer, in the same general location of the well previously drilled and abandoned under this contract, shall be considered new wells and will be negotiated for at the contract rates. The Government shall be responsible for payment of abandoning wells abandoned through no fault of the Contractor.
11. Water quality sampling shall be conducted in accordance with California Administrative Code, Title 22 and San Diego County Environmental Health Department for a public drinking water system classified as a transient non-community water system. All samples shall be taken to a California Certified Lab.
B. PAYMENT
The quantities as measured above will be paid for at the contract unit price as shown on the Schedule of Items. Payments shall be considered full compensation for all labor, equipment, testing and incidentals nessary for completion of the work and providing a fully operational and sanitary vertical water well.
1.07 SUBMITTALS: Per Section 33 21 13 Public Water Supply Well, herein, Contractor shall perform a yield and the test as described. Contractor shall submit both a legible well log and a yield and drawdown chart to Contracting Officer as soon as practicable. Further, copies of the approved well permits preceding the well construction activities must be submitted to the Contracting Officer.
2.01 CASING
A. The Contractor shall provide submittals for the casing to be used, including product information and testing qualifications to the Contracting Officer within ten (10) working days prior to the start of approved drilling.
1. SANITARY SEAL/CONDUCTOR CASING: The sanitary seal casing shall be a new, single wall, steel water well casing with a minimum thickness of a quarter (1/4) inch and fabricated from high-tensile strength, corrosion-resistant steel with the minimum material properties set forth in ASTM A53.
2. PRODUCTION CASING: The production well casing shall be a new, undamaged, polyvinyl chloride (PVC) water well casing. PVC casing shall be pressure class 200 and meet ASTM F480 "Standard Specifications for Thermoplastic Water Well Casing Pipe and Couplings Made in Standard Dimension Ratios" including the later revisions thereof.
3. PERFORATED CASING: Perforated well casing shall be of the same material as the solid well casing or may be an approved manufactured perforated casing or well screen. The Contracting Officer (with concurrence of the Project Engineer) shall specify where perforated water well casing shall be installed. The casing shall be perforated to give the maximum yield and to minimize the intrusion of sediment into the well. The casing must be perforated before it is installed. The Contractor may machine cut the casing. The slot width will be determined by Contractor and approved by the Contracting Officer.

2.02 GROUT (ANNULAR-SEAL)
A. The grout shall be Sand cement, consisting of a mixture of Portland Cement (ASTM designation C- 150 Type II), sand and clean water in the ratio of two parts of sand and one part of Portland cement by weight to not more than 5 gallons of clean water per sack (94 lbs) of cement, weighing approximately 118 pounds per cubic foot. The well annular seal shall consist of a monolithic grout seal filling the annular space between the bore hol and the conductor casing to a minimum depth of 50 feet below the ground surface and extend to grade. The use of special cements; bentonite to reduce shrinkage, or other admixtures to reduce permeability increase fluidity, control time of set, and the composition of the resultant slurry; must be approved by the Contracting Officer.
2.03 GRAVEL PACK
A. The gravel-pack material shall be washed, durable, well-rounded and water worn. The gradation shall be approved by the Contracting Officer.
2.04 DRILLING FLUIDS
A. Drilling fluids shall consist of fresh, nonpolluted potable water, high grade clays commonly used in this area and an approved commercial agent applied and used as prescribed by the manufacturer.
Toxic and/or dangerous substances shall not be added to the drilling fluid. Contractor shall furnish a Material Safety Data Sheet (MSDS) to the Forest Service for review prior to mobilization.
2.05 WATER
A. Contractor shall be responsible for providing an adequate supply of potable water for all drilling activities. Water may be available at Cameron Fire Station on Kitchen Creek Road.
2.06 DISINFECTANT
A. The disinfectant to be used for final sanitizing shall be chlorine gas, sodium hypochlorite, or other approved disinfectant that is certified by the National Sanitation Foundation (NSF). The desired residual concentration is 50 ppm chlorine residual.
2.07 TEST PUMP
A. The test pump shall be like new and will have a capacity of 50 gpm with maximum pumping level of 500 feet below the ground and shall be equipped for variable discharge so that various drawdown rates including the rate of 3 gpm can be determined.
2.08 SANITARY WELL SEAL
A. Sanitary well seal tappings shall be a solid face type with adequate sized ports for the pipe column and two additional threaded ports for electrical conduit connections. Split face seals shall not be allowed.
B. The well seal shall consist of a monolithic grout seal filling the annular space between the bore hole and the conductor casing to a minimum depth of 50 feet below the ground surface and extend to grade.

3.01 WELL DRILLING
A. The Contractor shall drill the well at the location designated by the Geotechnical Engineer. Access to the well site is the responsibility of the Contractor. The project area must be returned to its original condition. The Contractor shall drill the well and install the materials previously described so that the finished well conforms to the general design within these specifications and AS SHOWN ON THE
DRAWINGS.
B. The Contractor will contain all drilling fluids and cuttings in an excavated drilling sump or portable sumps supplied by the Contractor, when drilling muds or other drilling additives are used. The Contractor must indicate before drilling begins whether or not drilling additives are likely to be used.
No additives will be allowed when drilling has proceeded without a drilling sump. Construction of the sumps will be provided by the Contractor.
C. The Contracting Officer will review and approve the method of disposal of water discharged prior to well drilling and completion. Drilling fluids, cuttings, and discharged water will not be allowed to enter the roadways, drainages adjacent to the site or cause damage, including erosion, to adjacent property. The Contractor shall use all reasonable measures to prevent the entrance of foreign material into the well. The Contractor shall be responsible for any objectionable material that may fall into the well and any effect that it may have on water quality and quantity until the Contracting Officer accepts the well. During periods of temporary shutdown, the well bore and casing shall be covered in a manner approved by the Contracting Officer and the well and sumps shall be protected to prevent accidental entry by the public. The Contractor shall be responsible for maintaining safety procedures in accordance with Occupational Safety & Health Administration (OSHA) requirements.
D. The bore size of the well shall accommodate both the production casing, conductor casing, sanitary seal and the gravel pack to the depth indicated on the Schedule of Items or as determined by the Contracting Officer.
E. The bore size of the first fifty feet of the well shall be four (4) inches larger than the outside diameter of the sanitary seal casing. The well shall not exceed 500 feet in depth unless the Contracting Officer approves deeper drilling. At any time during the drilling operation the Contracting Officer may determine the production of water as adequate and halt the operation.
F. Once the maximum depth is reached, provided the Contracting Officer does not abandon the well or stop the drilling, the Contractor shall perforate and install casing as specified by the Contracting Officer. Unless the Contracting Officer approves otherwise, drilling, casing, and surface sealing shall be completed in a reasonably continuous operation.
3.02 WELL LOG
A. During the drilling operation the Contractor shall have a State Certified Geologist keep a detailed and accurately written log of the material encountered and the elevations where changes in soil materials and water production occurred. The materials shall be classified as to the type of geologic formations encountered and shall minimally include varying degrees of consolidation of the geology, fractures, and color. Entries shall be dated and signed. The Contractor shall take particular care to locate and log all water-bearing strata and to determine the actual depth and type of water-bearing strata encountered. Other entries shall include static water levels and the times at which they were taken and casing information, including the lengths installed, the locations and lengths of slotted casing.
The log shall be made available to the Contracting Officer during the drilling operations. Upon completion of the work, a copy of the log shall be filed with the State and a copy furnished to the Contracting Officer.

3.03 WELL CASING INSTALLATION
A. All well casing shall be handled and placed with sufficient care to avoid damage to casing sections and joints. All sections shall be swabbed with a 50 parts per million (ppm) disinfectant solution as they are lowered into the well. All sections of the well casing shall be joined by sound, water-tight solvent welds or mechanical joints (threaded or otherwise coupled). Casings shall be equipped with centering guides to ensure the uniform radial thickness of the annular seal and/or gravel pack. The length of well casing to be installed will be determined by the depth of the drilled well. The well casing shall extend the entire depth of the well, or to bedrock, whichever is encountered first. The bottom of the well casing shall be capped if agreed upon by Contractor and Contracting Officer. A length of perforated well casing shall be installed at locations as approved by the Contracting Officer.
If the drilled hole is primarily comprised of unconsolidated materials, a gravel pack of two (2) inches thick minimum around the casing shall be provided such that it will produce a maximum yield from the water bearing zone.
B. At the completion of all drilling operation, the conductor casing shall be evenly cut to at least twenty four (24) inches above grade. The cut surface shall have all burrs and/or slag removed and the Contractor shall provide a temporary cap to ensure the sanitation of the well until pump installation.
3.04 PLUMBNESS AND ALIGNMENT
A. After the well casing has been lowered into position and before the gravel packing and cementing operations begin, the Contractor shall, at no cost to the Government, test the well for plumbness and alignment. The finished hole shall be straight and true with not more than 3 inches horizontal variation per 100 feet of depth. The alignment must be satisfactory for the successful installation and operation of the permanent pumping equipment. Should the allowable variation be exceeded, the well casing shall be removed from the well and the plumbness and alignment of the well shall be corrected by the Contractor at their own expense.
B. The Contracting Officer may waive this requirement if, in his/her judgement, the Contractor has exercised all possible care in constructing the well and the defect is due to circumstances beyond his control.
3.05 SANITARY SEAL
A. In order to prevent the entrance of contaminated water, all annular space between the outer-most casing and the natural earth formation from a point at least 50 feet below the ground surface to the ground surface shall be completely filled with cement grout. Actual depth of the sanitary seal must be agreed upon between the well driller and the Forest Service. The conductor casing, used to maintain annular space, shall remain in place during grouting to become a permanent part of the sanitary seal. Grouting shall be introduced via tremie or grout pipe from the lowest level of the annular space to be grouted. The grout shall slowly fill the annular space toward the surface in one continuous operation, filling the minimum, 2 inch annular space between the wall of the drilled hole and the outside of the casing. Grout shall not be allowed to free fall through water and in a manner that shall prevent the possibility of voids. Grouting shall be done in the presence of the Contracting Officer’s Representative and an Inspector from the County. The Contractor shall notify the Contracting Officer at least 48 hours before a seal is to be installed.
3.06 GRAVEL PACK

A. If unconsolidated materials are the primary water bearing formation, then a gravel pack shall be placed adjacent to the water well casing. The gravel-pack material shall be placed in the annular space adjacent to the perforated well casing and shall extend to the surface seal, unless the Contracting Officer determines, in consultation with the Contractor, that there is a need to seal off poor quality water zones. The gravel shall be placed to ensure continuity of the gravel pack without bridging, voids, or segregation.
3.07 WELL DEVELOPMENT
A. Upon completion of drilling, casing, and sealing, the well shall be developed by surging, air lifting, or air jetting. Development shall continue for 4 hours or until the well is cleaned of all native silts and clays and drilling fluid residues deposited on the borehole face and in adjacent portions of the aquifer during the drilling process and water runs clear, whichever is greater. The objective of the development process is to assure the maximum specific capacity of the well. The Contractor shall provide the Contracting Officer with an estimate of the well capacity once development is completed.
B. The Contractor shall notify the Contracting Officer 48 hours before the well is developed.
Development shall continue until the Engineer, in consultation with the Contractor, determines that further development is unnecessary.
3.08 YIELD AND DRAWDOWN TEST
A. After recovery (a minimum of 24 hours) of well development is complete, the Contractor shall perform a pump test to determine the yield, static water level and drawdown of the well. The Contractor shall notify the Contracting Officer at least 48 hours in advance of pump testing the well.
Test pump shall be as described in part 2.07 of this Section. A minimum test of 8 hours shall be conducted at the maximum pump rate which the well will sustain. After the 8 hour pumping test the Contracting Officer will have the option of discontinuing the yield and drawdown test if in his/her opinion an adequate yield stabilization has been found. Additional pumping may be required at the discretion of the Contracting Officer to assist in the development of the well.
B. The Contractor shall furnish and install all necessary pumping equipment and discharge piping for the pumping unit, which shall be of sufficient size and length to conduct the water being pumped a minimum distance of 100 feet from the well. Discharge measurements shall be made using a digital flow meter accurate to at least 1% of full scale.
C. The Contractor shall ensure that pumping water is evenly distributed over surrounding areas and in a manner that will not cause erosion or damage to surrounding resources or improvements.
D. The Contractor shall keep a written record of the pumping rates and shall provide the Contracting
Officer with a copy. Measurements shall be made using a pressure transducer and data logger with an accuracy of at least 0.15 feet. The discharge rate for this constant rate test whall be set to a discharge rate that will not draw the water down to the pump during the test, but will stress the aquifer. Water level measurements in the pumping well will be made prior to the start of pumping.
The record shall include the static and operating water levels corresponding to each pumping rate at the minimum following intervals:

First 10 minutes - every 1/2 minute First 20 minutes - every 1 minutes First 40 minutes - every 2 minutes First 60 minutes - every 5 minutes First 100 minutes - every 10 minutes For the remainder of the test - every 20 minutes
E. After the pump has been shut off, monitoring of the recovery will begin. During the recovery portion of the test, water level readings will be taken at intervals identical to those during the pumping portion of the test. Readings will continue at this interval until the water level has recovered to its pre-test level, or a period of time equivalent to the period of pumping, whichever occurs first.
F. After the completion of the final test, the Contractor shall remove by bailing, sand dumping, or other method any sand, stones, or other foreign material that may have become deposited in the well.
3.09 DISINFECTION
A. The Contractor shall clean and disinfect the well upon completion of well development.
1. CLEANING: All foreign substances shall be removed and if required, swabbed with alkalies to remove oil and grease.
2. DISINFECTION: Disinfect the well with chlorine solution of sufficient strength to provide a
50 mg/L (ppm, parts per million) chlorine residual in all parts of the well. The chlorine solution shall be poured directly into the well and the pump drop pipe shall be washed with the chlorine solution as it is lowered into the well. The disinfectant shall then be thoroughly agitated to mix the solution throughout the well until the discharge water smells of chlorine.
Repeat this procedure several times at one hour intervals. After agitating, wash the walls of the casing above water level thoroughly with water bailed from the well. The well shall be allowed to stand without pumping for 12 hours. At this time, the chlorine residual should be monitored and if necessary, increased to 50 ppm. Repeat if necessary. After the chlorine residual of 50 ppm has been maintained for a full 12 hours without any significant drop, pump the water to waste, while de-chlorinating the discharge, until the presence of chlorine is no longer detectable by a chlorine residual test kit designed for this purpose.
3.10 WATER QUALITY SAMPLING
A. The Contractor shall sample the well water a minimum of 24 hours following disinfection and pre-chlorine stabilization so that the analysis will not be affected by the chlorine. Depending on the state classification of the well, the constituents to be tested for are listed in Chapter 15, "Domestic Water Quality and Monitoring", of Title 22, of the California Regulatory Code. Minimally, a bacteriological and a General Mineral, and General Physical and Inorganics analysis shall be performed on the well water. The water analysis shall be performed by a state certified laboratory. A copy of the laboratory analysis shall be submitted to the Contracting Officer.
B. Approval of the water analysis by the enforcing agency must be obtained before the well is put into use for potable consumption.
3.11 WELL DESTRUCTION

A. If well is to be destroyed, the well shall be filled and sealed in accordance with California Well Standards, California Department of Water Resources, latest Bulletin, and in such a manner as to avoid accidents and to prevent it from acting as a vertical conduit for transmitting contaminated surface or subsurface waters into water bearing formations. Used drilling muds and materials containing organic materials shall not be used to fill destroyed wells.
B. Prior to well destruction, a Well Destruction Permit shall be obtained from the County of San Diego Environmental Health Department.
3.12 DESTRUCTION OF ABANDONED WELL: The abandoned water well shall be destroyed in accordance with California State Water Well Standards, California Department of Water Resources, latest bulletin.
A. The well shall be cleaned, as needed, so that all equipment and any obstructions to filling and sealing, debris, oil from oil-lubricated pumps, or pollutants and contaminants that could interfere with the well destruction are removed for disposal.
B. It shall be filled and sealed in such a manner as to avoid accidents and to prevent it from acting as a vertical conduit for transmitting contaminated surface or subsurface waters into the water bearing formations. Used drilling muds and materials containing organic material shall not be used. A well destruction permit should be obtained from the County of San Diego.
C. A suitable sealant impervious material (including neat cement, sand-cement grout, concrete, and bentonite clay) shall be added to the well from the bottom of the well up to the top of the upper most casing and in a continuous manner. No free fall of filler materials shall be permitted.
D. If applicable, in the gravel-packed zone, the casing shall be perforated or otherwise punctured along the entire gravel depth and the material shall be forced out under pressure into the gravel envelope.
E. Well sealing shall be completed to the top of the concrete pad within the existing structure. After a minimum of 24 hours following the addition of sealing materials, clean native backfill materials shall be used to cover the top portion of the seal.
