1. GENERAL

The contractor shall provide all professional services, labor, equipment, testing, permits, and materials to complete the required engineering design, prepare the construction documents, construct new office, garage , and hangar facilities, generator enclosure, and related utilities, development of well and improvements, and construction of site work at the Kitchen Creek Helibase, as further described in this Statement of Work (SOW). Utilities shall be sized to accommodate the four (4) buildings and the site requirements. Approximate size of the office and garage facilities are 2473 and 1680 square feet, respectively. The hangar is approximately 12000 square feet. The generator enclosure under the option item shall be sized appropriately for generator.

The contractor shall provide a complete set of construction drawings and specifications for the new facilities and utilities to meet the requirements of the project. The drawings and specifications for the pre-engineered metal shall be stamped by a Professional Engineer licensed by the State of California. Contractor shall ensure that all aspects of this project meets sustainable requirements, are energy efficient (Energy Star or Federal Energy Management Program designated), water efficient, and products contain recycled content or are non-toxic or less toxic alternatives and shall meet agency performance requirements per Executive Order 13514.

1.1 APPLICABLE CODES, REGULATIONS & REQUIREMENTS

Versions of all applicable codes and standards as shown in Kitchen Creek Helibase Specifications Section 01 4100, Regulatory Requirements, including but not limited to life safety, fire, building, mechanical, plumbing, electrical, building energy efficiency, accessibility, and others as listed below.

County of San Diego road encroachment regulations and permits.

County of San Diego wastewater regulations and permits.

County of San Diego Low Impact Development design of site stormwater requirements.

San Diego Gas & Electric (SDG&E) Company requirements for electrical service.

Environmental Protection Agency (EPA), Regional Water Quality Control Board (RWQCB), Regulations for Notice of Intent (NOI), Notice of Termination (NOT), Stormwater Management Plan and permit.

American Telegraph and Telephone (AT&T) Company requirements for telephone service.

Federal Aviation Administration (FAA) and International Helicopter Operations Guide (IHOG) for Helibase construction.

National Fire Protection Association (NFPA) 16 Standard for the Installation of Foam- Water Sprinkler and Foam-Water Spray Systems, 2011 Edition.

2. DESIGN OF OFFICE, GARAGE, HANGAR, AND UTILITIES

2.1 DESIGN SCOPE

Contractor shall perform all engineering surveys, site investigations and design services required to prepare and furnish project documents consisting of stamped construction drawings, technical specifications in Construction Specification Institute (CSI) format and cost breakdown for the accomplishment of this project in accordance with requirements of this SOW. The design drawings and material/component specifications for this project shall be based on the documents provided in section 1.3. Additional drawing sheets will be required to meet the requirements in this SOW. The following are requirements to be incorporated into the project design and construction documents.

2.2 METAL BUILDING SYSTEMS

This section covers the design, fabrication and erection of four (4) metal buildings: a 12,000 square foot hangar; a 1680 square foot garage; a 2473 square foot office; and a generator enclosure listed in the Schedule of Items as an Option Item.

Design for all four buildings to follow this Statement of Work and Kitchen Creek Helibase Specifications Section 13 34 19, Metal Building Systems.

The Happy Camp Helibase drawings and specifications and the McCloud Office 2 drawings and specifications have been included as an example of the drawings and specifications that are to be developed for all four of the design/build buildings. Delete all references to Modular and Wood Construction. Edit specifications to coincide with the scope of this project and coordinate with other section. Final drawings and specifications shall reflect code updates, site specific conditions, Title 24 Energy Efficiency Standards, and shall be formatted to match the Construction Specification Institute Master Format Numbers & Titles March 2011 version. Payment for all items shall be as shown in the Schedule of Items. For this project, the Owner shall be USDA Cleveland National Forest for warranties and all other purposes.

The Kitchen Creek Helibase Office, Garage, and Hangar preliminary Floor Plans have been included for use on this project.

All products and materials incorporated in the work are to be the manufacturer’s “top of the line” commercial grade and quality.

2.2.1 GENERAL DESIGN INFORMATION

Design primary and secondary structural members and exterior covering materials for applicable load and combinations of loads in accordance with the International Building Code, 2009. Design loads shall be combined to produce maximum stresses within the structure in accordance with AISC and/or AISI as they apply.

Design loads should include dead load, roof live loads, wind loads, and seismic loads, as a minimum.

Minimum submittal requirements for each building:

1. Footings and foundation plan

2. Anchor bolt setting plan, base plate details and column reactions

3. Floor plans

4. Roof framing plan

5. Wall framing elevations

6. Exterior elevations

7. Electrical and lighting plan

8. Exact location of factory located openings

9. Framing details, including doors and windows

10. Egress as required by code including exit lighting, signs and panic bars

11. Flashing details

12. Accessory details

13. Design calculations, including stress analysis, deflection analysis, and foundation loads

Buildings are to be designed as all electric.

Roofing on all buildings is to be standing-seam metal roofing with a “cool roof” designation. Standing seam roof shall be of structural quality steel sheet 24 gauge thick with galvanized G90 coating. Finish shall be Kynar 500 fluorocarbon applied to Vertical Seam style. Color to be selected by Contracting Officer from manufacturer’s color chart.

Standard drawings and design analysis shall bear the seal of a registered professional engineer in the State of California and shall be submitted to the Contracting Officer for acceptance. This shall include the buildings as well as the concrete footings and slabs.

2.2.1.1 OPTIONAL CEMENTITIOUS SIDING

If option item is awarded: In place of metal siding, design (to meet manufacturers recommendations) and install a cementitious lap siding over all four (4) buildings.

Siding to be a 5/16 inch thick, 6 ¼ inch with 5 inch exposure, Select Cedarmill texture.

Hardi trim planks shall be 7/16 inch thick Select Cedarmill texture and nominal 4 inch width and 6 inch width for exterior trim. Hardi Soffit panels shall be ¼ inch nonvented, Select Cedarmill texture manufactured by James Hardie Building Products.

2.2.1.1 OPTIONAL ELECTRONIC DETECTION AND ALARM

If option item is awarded: Design and install Electronic Detection and Alarm in accordance with Kitchen Creek Helibase Specification Section 29 30 00, Electronic Detection and Alarm for Office, Garage, and Hangar.

2.2.2 OFFICE

Final design drawings are to include the Kitchen Creek Helibase Operations Office Floor Plan, and all standard design sheets. Include appropriate design loads and code updates in drawing details and general notes where applicable. The Happy Camp Helibase drawings and specifications, and the McCloud Office 2 drawings and specifications have been included as examples of the drawings, detailing and specifications that are to be developed. Final drawings and specifications shall reflect current code updates, current Title 24 Energy Efficiency standards, and features listed herein and in Kitchen Creek Helibase specifications. Include appropriate design loads and code updates in drawing details and general notes where applicable.

2.2.2.1 ARCHITECTURAL

Add architectural details for an unvented cold roof system, exterior walls, window and door flashing, porch, concrete patio and patio cover, etc. similar to those shown on the McCloud Office 2 sheets A8.0 and A9.0. Design fascia as vertical face to accept commercial grade seamless metal gutters and downspouts. Install concrete splash pans at outlets of downspouts.

Doors and frames shall be steel throughout meeting the specifications for applications as applicable. Door hardware shall be group 1 for the interior and exterior doors.

Contractor shall install all locks and shall coordinate all keying and combination lock requirements/specifications with the Contracting Officer. Provide three sets of master keys. With the delivery of permanent keys, deliver to the Contracting Officer one complete set of adjustment tools and one set of maintenance manuals for lockset, latches, closer, and panic devices. All locks, cylinders, and deadlocks shall be equipped with Schlage removable core, six pin cylinders.

Windows shall be Milgard Wood Clad with clear vertical grain Douglas Fir and simulated divided lite grids utilizing 1 1/8 inch wide profiled clear vertical grain Douglas Fir strips applied to interior glass, 5/8 inch wide aluminum box spacer internal grid, and 1 1/8 inch wide trapezoidal fiberglass applied to exterior glass, or approved equal. Color to be selected by Contracting Officer from manufacturer’s color chart. Provide window units labeled and certified according to NFRC's Product Certification Program, with maximum U-value of 0.30 Btu/sq. ft. x h x deg F, as determined according to NFRC 100, and a maximum Solar Heat Gain Coefficient of 0.30 as determined according to NFRC 200.

2.2.2.2 ROOF

Include a roof plan sheet in both the architectural and structural drawings similar to those shown on the McCloud Office 2 sheets A6.0 and S3.0.

Design the roof pitch at 4/12 and include a mechanical mezzanine. Coordinate the location of the mezzanine with the HVAC designer.

2.2.2.3 FOUNDATION

Slab and footing concrete shall be per Kitchen Creek Helibase Specification Section 03 30 00, Cast In Place Concrete. Interior floor finish shall be smooth and sealed concrete throughout.

2.2.2.4 CASEWORK

Add casework as follows: Approximately 30 LF of 24” deep laminate work surfaces with oak edging over desk height by 24” deep door storage and file drawer cabinets in the Operations Room, as shown on the Happy Camp Floor Plan. Include gusset supports in corners along with finished holes with plastic grommets in the back of the laminate work surfaces to accommodate computer power and data cables and radio cables.

Quality and materials shall be as specified in the Happy Camp Specifications Section 12356, Casework.

Approximate 12’ x 24” deep laminate countertop with solid oak edging as in photos, installed over a 24” deep base cabinet with 4 full length shelves and double sliding doors facing operations. Quality and materials shall be as specified in the Happy Camp Specifications Section 12356, Casework. Also provide a matching 180 degree swing, self-centering door between the counter and the wall. Door height should be approximately 24” tall with the top edge just below the countertop.

2.2.2.5 ELECTRICAL AND COMMUNICATIONS

Show electrical and lighting drawings with fixture schedules as required to accommodate associated lighting, duplex wall outlets, wall data ports, speakers and volume controls, and HVAC load. Tie-in properly with the new underground site utilities.

Add an electric point of use water heater for kitchen sink.

Show the electrical drawing to provide four Cat 6 cables from every data wall port to the Data/Com Room. Label each cable at both ends and leave 5 foot extra cable length in Data/Com Room for routing and termination at government provided patch panels.

Conduit need only extend from the wall port to the attic space. At exterior eave walls, sweep conduit inboard two feet for easier access. Provide blank outlet covers at all wall ports. The government will provide for cable termination, installation and testing of network equipment. Design electrical systems, including lighting serving this building for proper capacity and to meet required building code. All telecommunications shall be as specified in Kitchen Creek Helibase Specifications Section 27 00 00, Telecommunications Wiring System.

2.2.2.6 HEATING, VENTILATING, AND AIR CONDITIONING (HVAC)

Design the HVAC system for the office building size, location and unvented cold roof construction. Condensers/Heat pumps shall be placed on suitably sized concrete pads on the south side of the building.

2.2.2.7 PLUMBING

Delete the hallway drinking fountain, as there will be water available in the refrigerator door. Add an instantaneous electric water heater to kitchen faucet in lieu of hot water from the tankless heater located in the mechanical room.

Include one hose bibb on each exterior side of building.

Include one under the counter ice machine in kitchen area.

2.2.2.8 OPTIONAL EXTERIOR WINDOW SECURITY COVERINGS

If option item is awarded: Design and install a coiling type window security feature that can be raised or lowered by electrically powered motors in accordance with Kitchen Creek Helibase Specifications Section 10 71 13.23, Exterior Window Coverings. These security features shall be installed on the windows in the Office building and Garage.

2.2.2.9 OPTIONAL FURNITURE

If option item is awarded: Furnish and install Furniture in accordance with Kitchen Creek Helibase Specification Section 12 50 00, Furniture.

2.2.2.10 OPTIONAL INTERIOR WINDOW COVERINGS

If option item is awarded: Furnish and install Interior Window Coverings in accordance with Kitchen Creek Helibase Specification Section 12 20 00, Interior Window Coverings.

2.2.3 GARAGE

Final design drawings to include the Kitchen Creek Helibase Garage Floor Plan and all standard design sheets. The Happy Camp Helibase drawings and specifications, and the McCloud Office 2 drawings and specifications have been included as examples of the drawings, detailing and specifications that are to be developed. Final drawings and specifications shall reflect code updates, current Title 24 Energy Efficiency standards, and features listed herein and in Kitchen Creek Helibase specifications. Include appropriate design loads and code updates in drawing details and general notes where applicable.

2.2.3.1 ARCHITECTURAL

Add architectural details for an unvented cold roof system, exterior walls, window and door flashing, etc. similar to those shown on the McCloud Office 2 sheets A8.0 and A9.0.

Design fascia as vertical face to accept commercial grade seamless metal gutters and downspouts. Install concrete splash pans at outlets of downspouts.

Doors and frames shall be steel throughout meeting the specifications for applications as applicable. Door hardware shall be group 1 for the interior and exterior doors.

Contractor shall install all locks and shall coordinate all keying and combination lock requirements/specifications with the Contracting Officer. Provide three sets of master keys. With the delivery of permanent keys, deliver to the Contracting Officer one complete set of adjustment tools and one set of maintenance manuals for lockset, latches, closer, and panic devices. All locks, cylinders, and deadlocks shall be equipped with Schlage removable core, six pin cylinders.

Windows shall be Milgard Wood Clad horizontal sliding windows with clear vertical grain Douglas Fir and simulated divided lite grids utilizing 1 1/8 inch wide profiled clear vertical grain Douglas Fir strips applied to interior glass, 5/8 inch wide aluminum box spacer internal grid, and 1 1/8 inch wide trapezoidal fiberglass applied to exterior glass, or approved equal. Bottom of windows shall be five feet above finish floor. Color to be selected by Contracting Officer from manufacturer’s standard color chart.

Design garage with two (2) – 12’ x 12’ sectional overhead doors with chain hoists per Kitchen Creek Helibase Specification Section 08 36 13, Sectional Doors and one (1) – 8’ x 8’ sectional overhead door, manual opening.

2.2.3.2 ROOF

Include a roof plan sheet in both the architectural and structural drawings. Roof pitch to be 1:12. Install roof ventilators to maximize natural ventilation.

2.2.3.3 FOUNDATION

30 00, Cast In Place Concrete.

Interior floor finish shall be smooth and sealed concrete throughout.

2.2.3.4 ELECTRICAL AND COMMUNICATIONS

Show electrical and lighting drawings with fixture schedules as required to accommodating associated lighting, wall outlets, speakers and volume controls. Design to incorporate a minimum of (3) three tubular skylights in accordance with Kitchen Creek Helibase Specifications Section 08 62 23, Tubular Skylights. All telecommunications shall be in accordance with Kitchen Creek Helibase Specifications Section 27 00 00, Telecommunications. Tie in properly with the new underground site utilities.

Design electrical systems, including lighting, duplex wall outlets, speakers and volume controls serving this building for proper capacity and to meet required building code.

2.2.3.5 PLUMBING

Include one hose bib on each exterior side of building.

2.2.3.6 OPTIONAL WINDOW SECURITY COVERINGS

If option item is awarded: Design and install a coiling type window security feature that can be raised or lowered by electrically powered motors in accordance with Kitchen Creek Helibase Specifications Section 10 71 13.23, Exterior Window Coverings. These security features shall be installed on the windows in the Office building and Garage.

2.2.4 HANGAR

Final design drawings, to include the Kitchen Creek Helibase Hangar Floor Plan and all standard design sheets. The Happy Camp Helibase drawings and specifications and the McCloud Office 2 specifications have been included as an example of the drawings and specifications that are to be developed. Final drawings and specifications shall reflect code updates, current Title 24 Energy Efficiency standards, and features listed herein and in Kitchen Creek Helibase specifications. Include appropriate design loads and code updates in drawing details and general notes where applicable.

2.2.4.1 ARCHITECTURAL

Add architectural details for an unvented cold roof system, exterior walls, and door flashing, etc. similar to those shown on the McCloud Office 2 sheets A8.0 and A9.0.

Design fascia as vertical face to accept commercial grade seamless metal gutters and downspouts. Install concrete splash pans at outlets of downspouts. Personnel doors and frames shall be steel throughout meeting the specifications for exterior or interior applications as applicable. Door hardware shall be group 1 for the interior and exterior doors. Building is to have sufficient personnel doors to meet emergency egress requirements and as shown on the Kitchen Creek Helibase Hangar Floor Plan.

Contractor shall install all locks and shall coordinate all keying and combination lock requirements/specifications with the Contracting Officer. Provide three sets of master keys. With the delivery of permanent keys, deliver to the Contracting Officer one complete set of adjustment tools and one set of maintenance manuals for lockset, latches, closer, and panic devices. All locks, cylinders, and deadlocks shall be equipped with Schlage removable core, six pin cylinders.

Bottom rolling door to be incorporated as per Kitchen Creek Helibase Specifications Section 08 34 16, Hangar Doors.

One accessible unisex restroom to be constructed in the building with an electric wall heater as shown on the Kitchen Creek Helibase Hangar Floor Plan.

2.2.4.2 ROOF

Include a roof plan sheet in both the architectural and structural drawings.

Roof pitch to be 1:12.

Install roof ventilators to maximize natural ventilation.

2.2.4.3 FOUNDATION

30 00, Cast In Place Concrete. Interior floor finish shall be smooth and sealed concrete throughout.

2.2.4.4 ELECTRICAL AND COMMUNICATIONS

Design electrical system, including lighting, serving this building for proper capacity and to meet building code requirements. Design a minimum of one 220v, 30 amp outlet at each side of the building, in addition to the well improvements requirements.

Show the electrical and lighting drawings with fixture schedules as required to accommodate associated lighting, wall outlets, speakers and volume controls, and as required for well pumps and controls. All telecommunications shall be as specified in Kitchen Creek Helibase Specifications Section 27 00 00, Telecommunications Wiring System.

Design to incorporate a minimum of (8) eight tubular skylights in accordance with Kitchen Creek Helibase Specifications Section 08 62 23, Tubular Skylights.

Tie in properly with the new underground site utilities.

No heating system in the building except for the restroom. One accessible unisex restroom, to be constructed in the building with an electric wall heater as shown on the Kitchen Creek Helibase Hangar Floor Plan.

Properly sized outlets for washer and electric dryer as shown on the Kitchen Creek Helibase

Hangar Floor Plan. Include an electric tankless water heater to serve the restroom and washer.

2.2.4.5 PLUMBING

Drainable hookups for washer and electric dryer as shown on the Kitchen Creek Helibase Hangar Floor Plan. Include an electric tankless water heater to serve the restroom and washer.

Design in a combination eyewash/drench shower unit as shown on Kitchen Creek Helibase drawings, just outside the personnel door.

Include one hose bibb on each exterior side of building.

2.2.4.6 CASEWORK

Provide and install two N5 wall cabinets over washer/dryer location in the Kitchen Creek Helibase Hangar. Refer to casework as specified in the Happy Camp Specifications, Section 12356, Casework.

2.2.4.7 FIRE SPRINKLERS

Upon final acceptance of building drawings, the Hangar Building shall be submitted to a licensed Fire Sprinkler Company for the design of a Foam fire suppression system for air craft hangars per NFPA 16. The drawings shall be approved by the local Fire Marshall.

2.2.4.8 LOCKERS

Provide and install lockers in accordance with Kitchen Creek Helibase Specifications.

Section 10 51 13, Metal Lockers.

2.2.5 OPTIONAL LPG TANK, PIPING, AND GENERATOR ENCLOSURE

If option item is awarded: Design and build an enclosure to accommodate the generator only (not the LPG tank). Interior dimensions should provide for three (3) feet of clearance around all sides of the generator. Double doors of sufficient size to allow removal of the generator shall be provided. Enclosure siding to match all other buildings.

2.2.6 BUILDING OPTIONS

2.2.6.1 HANGAR WITH NO RESTROOM AND NO LAUNDRY FACILITIES

If option is awarded: Design and build Hangar building with no laundry facilities and without restroom and al appurtenances, including fixtures, walls, door, septic and leach field, hot water heater, wall heater, laundry cabinet, appliances, speaker, lighting, and utilities. If awarded this option would be a negative cost to the Base Bid as shown on the Schedule of Items.

2.2.6.2 NO GARAGE BUILDING

If option is awarded: Delete garage building and concrete approach in front of garage, including aggregate base, concrete walks on each side of garage, bollards in front of garage, utilities including all associated boxes, fixtures, trenching, and lines. If awarded this option would be a negative cost to the Base Bid as shown on the Schedule of Items. Additional fill material needed is available from Cameron Fire Station which is located 0.8 miles from Kitchen Creek Helibase.

2.3 UTILITIES

2.3.1 ELECTRICAL

Design and provide a new underground power distribution system consisting of trench location and backfill details, conduit, conductors, pull boxes, metered main distribution panel, building service entrance panels, subpanels, disconnects, etc., to service all new buildings and infrastructure on the Helibase.

Size feeders to buildings from the new Switch Board to accommodate building loads, size feeders using 3% voltage drop. Specify a new 3 phase 120/208 volt, 600 ampere Switch Board with Underground Utility Pull Section, CT and meter Section and Distribution Section, and sized to available fault current meeting all requirements of San Diego Gas and Electric (SDG&E).

Service shall come from existing SDG&E vault in the vicinity North East of Old Hwy 80 and Kitchen Creek Road. It shall be run underground to the site. There shall be one metering point provided to serve the entire Helibase. Coordinate with SDG&E to insure the proper metered Switch Gear and three phase underground service and conduit to the SDG&E future pad mounted transformer and from Transformer to Switch Board is correctly specified. Calculate the total connected load for new facilities and provide to SDG&E for proper sizing of their transformer. Contractor shall coordinate with SDG&E and be responsible for all fees associated with the required work. The initial SDG&E design has been completed. Contractor shall meet all of the timeframes required by SDG&E. If SDG&E timeframes are not met, Contractor shall be responsible for all fees and requirements associated with the delays.

2.3.1.1 OPTIONAL LIGHTING FOR HELIPAD 1

If option item is awarded: Design and install lighting for Helipad 1 in accordance with Kitchen Creek Helibase drawings and specifications.

2.3.1.2 OPTIONAL LIGHTING FOR HELIPAD 2

If option item is awarded: Design and install lighting for Helipad 2 in accordance with

2.3.2 TELECOMMUNICATIONS

Telecommunications shall be in accordance with utility company requirements and in accordance with Kitchen Creek Helibase Specifications Section 27 00 00, Telecommunications Wiring System.

Provide for the following underground conduits with pull strings.

2.3.2.1. Provide two 4” schedule 40 conduits in the underground power trench to allow for AT&T lines. The same trench as that used for power can be used for the AT&T lines, except separate pull boxes shall be installed as required by AT&T. Coordinate with AT&T to ensure proper requirements and installation. Contractor shall be responsible for all fees associated with required work.

2.3.2.2. Two 4” schedule 40 conduits from Office Data/Com Closet to AT&T pedestal.

Coordinate with AT&T to ensure proper requirements and installation at pedestal.

Contractor shall be responsible for all fees associated with required work.

2.3.2.3. Two 2” schedule 40 conduits from Office Data/Com Closet to Garage and to Hangar.

2.3.3 RADIO SYSTEM

Design and construct a grounding system per Forest Service Standards for the 30 foot Rohn 55G antenna tower. Tower location shall be in the general area shown on the Kitchen Creek Helibase Site Plan. Final location to be coordinated with the grounding system and to be approved by the government.

2.3.4 WELL

Drill a new well approximately 500 feet deep AS SHOWN ON THE DRAWINGS and per Kitchen Creek Helibase Specification Section 33 21 13, Public Water Supply Well.

Design and install a pump to provide water to two (2) 20,000 gallon underground storage tanks per drawings and specifications. Furnish and install well enclosure per Kitchen Creek Helibase drawings and specifications. Plumb underground tanks to pressure system to be located in the southwest corner of the Hangar (see Kitchen Creek Helibase drawings). See Geotechnical Evaluation Site Report for additional information.

2.3.5 WATER

Design and provide new, properly sized and bedded Schedule 40 PVC potable water lines at proper depth from the well location to the new underground storage tanks and from there to the buildings, helipads, hose reels, hose bibbs and hydrants on the Kitchen Creek Helibase drawings and per Kitchen Creek Helibase Specifications Section 33 11 00, Water Utility Distribution Piping. See Kitchen Creek Helibase schematic sheets.

2.3.6 WASTEWATER SYSTEM

Furnish and install onsite septic wastewater systems for the new facilities per Kitchen Creek Helibase drawings and Kitchen Creek Helibase Specifications Section 33 36 00, Utility Septic Tanks. New leach field locations are shown on the Kitchen Creek Helibase site plan. Provide new sewer lines from Office and Hangar to tanks.

2.3.7 OIL WATER SEPARATOR

Design, furnish, and install two Oil Water Separators and drain systems, one for each helipad per the Kitchen Creek Helibase drawings and Kitchen Creek Helibase Specifications Section 46 25 00, Oil And Grease Separation and Removal Equipment.

Proposed locations shown on plans. Contractor shall meet all requirements of the Regional Water Quality Control Board. Contractor shall be responsible for all fees associated with this work.

2.3.8 OPTIONAL LPG TANK, PIPING, GENERATOR AND ENCLOSURE

If option item is awarded: Provide a 4” thick concrete pad with 10 gauge welded wire mesh over a 6” compacted aggregate base in the location AS SHOWN ON THE DRAWINGS and per Kitchen Creek Helibase Specifications Section 23 11 26, Facility Liquefied Petroleum Gas Piping. Size pad for a 500 gallon government leased Liquefied Petroleum Gas (LPG) tank. LPG will serve the propane fueled generator.

Place pad as required by code in the vicinity shown on the Site Plan. Provide for 6” concrete filled safety yellow painted steel bollards as needed to protect the tank and generator from impacts. Provide properly sized and seismically protected gas lines from the tank to the generator to meet National Fire Protection Association (NFPA) 58 requirements. Include a 3” galvanized steel post embedded in concrete at the tank to support gas line, riser and regulator.

Design and size the propane-powered generator per Kitchen Creek Helibase Specifications Section 2632 10, Fuel-Fired Generators, to provide emergency power for the following:

Critical Office Building loads including telecom (all radios, speakers, computers and printers); refrigerator; Operations Room lights, air conditioning, and outlets; and Telecom Room air conditioning; Hangar; Water system; Sliding entry gate; and Area security lighting. Include automatic transfer switching.

Design and build an enclosure to accommodate the generator only (not the LPG tank).

Interior dimensions should provide for three (3) feet of clearance around all sides of the generator. Double doors of sufficient size to allow removal of the generator must be provided. Enclosure siding to match all other buildings.

2.3.9 OPTIONAL SOLAR POWER

If option item is awarded: Design and install a solar powered installation to provide power for the entire site as per Kitchen Creek Helibase Specifications Section 26 31 10, Photovoltaic Electric Generating System. Solar panels can be mounted on Office or Garage building roof tops or on a shade structure placed over the parking area. If the shade structure option is used, include cost in this option. If awarded this option would be a negative cost to the Base Bid as shown on the Schedule of Items.

3. SITE WORK

3.1 STORMWATER POLLUTION PREVENTION

Prepare and submit a Stormwater Pollution Prevention Plan and obtain permits and approvals in accordance with Kitchen Creek Helibase Specifications Section 01 57 24, Stormwater Pollution Control. Contractor shall be responsible for all fees associated with this work.

3.2 TOPSOIL

Retain, conserve, and protect suitable topsoil for reuse where shown on the Kitchen Creek Helibase drawings and per Kitchen Creek Helibase Specifications Section 31 00 00, Site Clearing.

3.3 CONCRETE

Provide new paved concrete areas and striping per Kitchen Creek Helibase Specifications and as shown on the Kitchen Creek Helibase Site Plan. Concrete pavement section shall be as shown in the Geotechnical Site Evaluation Report, Kitchen Creek Helibase plans and Kitchen Creek Helibase Specifications Section 03 30

00, Cast-In-Place Concrete. Layout and stripe the parking area and helipads as shown on the Kitchen Creek Helibase Striping Plans.

Provide two (2) 138’ x 138’ reinforced concrete helipads as shown on the Kitchen Creek Helibase Site Plan over compacted sub base and base courses as shown in the Geotechnical Site Evaluation Report. Pads shall be sloped toward the center for drainage into an oil-water separator system. Contractor shall design and install an oil-water separator in accordance with EPA, RWQCB and shall be responsible for all fees and permits associated with this work.

Provide accessible walkways and curbs as shown on the Kitchen Creek Helibase Site Plan, Geotechnical Site Evaluation Report and Kitchen Creek Helibase Specifications Section 03 30 00, Cast-In-Place Concrete. The walkways shall meet ABA guidelines.

Ensure positive drainage away from the buildings and off paved areas.

Provide new paved concrete for the Fuel Containment Area per the Kitchen Creek Helibase drawings and specifications. Concrete pavement section shall be as shown in the Geotechnical Site Evaluation Report, Kitchen Creek Helibase plans and Kitchen Creek Helibase Specifications Section 03 30 00, Cast-In-Place Concrete.

3.4 ASPHALT

Construct asphalt pavement and dikes, and all striping per Kitchen Creek Helibase drawings and Kitchen Creek Helibase Specifications Section 32 10 00, Bases, Ballasts, and Paving.

3.5 UTILITIES

All utilities on site shall be in accordance with Kitchen Creek Helibase schematic utility plans and specifications and shall be based on design requirements of buildings.

3.6 FENCING

Furnish and install chain link fencing and gates in locations as shown on the Kitchen Creek Helibase Site Plan and in accordance with Kitchen Creek Helibase Specifications Section 32 31 13, Chain Link Fences and Gates.

3.7 SIGNS

Contractor shall install Contractor provided signs and Government furnished signs as shown on the Kitchen Creek Helibase drawings and specifications.

3.8 FOREIGN OBJECT DEBRIS (FOD) CONTROL ROCK

Furnish and install Foreign Object Debris Control Rock in areas as shown on the

3.9 WASTEWATER SYSTEMS

Furnish and install onsite septic wastewater systems for the new facilities per Kitchen Creek Helibase drawings and specifications. New leach field locations are shown on the Kitchen Creek Helibase Site Plan. Provide new sewer lines from the Office and Hangar to tanks. Contractor shall obtain a permit from the County of San Diego and shall be responsible for all fees associated with this work. Government shall furnish soils reports and percolation test results for Contractors use.

3.10 SITE IMPROVEMENTS

Other site improvements to be furnished and installed include flagpole, riprap, geoweb, bollards, planting and seeding, and wind cone. All site improvements shall be in accordance with Kitchen Creek Helibase drawings and specifications.

3.11 DETENTION POND AND DRAINAGE

Detention pond, culverts, inlets, outlets, swale shall be in accordance with Kitchen Creek Helibase drawings and specifications.

3.12 FUEL CONTAINMENT AREA

Fuel containment area with drain and plug shall be in accordance with Kitchen Creek Helibase drawings and specifications.

3.13 OPTIONAL NO HELIPAD 2

Delete Helipad 2 concrete and aggregate base, including taxiway concrete between service road and taxiway for Helipad 1; striping including centerline striping, edge of taxiway striping, helipad striping and symbols; utility pad and utilities and all associated boxes, trenching, and lines; bollards, oil water separator and drain line; hose reel; and hydrant. Include placing fill material, foreign object debris control rock, and striping to include extending striping from Helipad 1 to connect striping on each side of Helipad 2 to make a straight continuous striping on edge of taxiway for Helipad 1. Additional fill material needed is available from Cameron Fire Station which is located approximately

0.8 miles from Kitchen Creek Helibase site.

3.14 OPTIONAL EROSION CONTROL BLANKETS

If option item is awarded: Install erosion control blankets in accordance with Kitchen Creek Helibase drawings and specifications.

4. DESIGN REQUIREMENTS

4.1 DRAWINGS

All contract drawings shall be prepared in accordance with the National CAD Standard to show clearly and concisely the type and extent of work to be performed. All drawings shall be stamped by a California Licensed Professional Engineer or Architect. The drawings shall be drawn to appropriate scales for a 24” x 36” sheet and dimensioned completely and accurately. All drawings shall be created in or shall be compatible with AutoCAD 2008. The 100% drawings shall be submitted on professionally labeled compact disks (CD). Use only Autocad standard line type, line weights and fonts. Use only colors 1-9 for all layers. Colors shall be by layer. All layers shall be named with name and description of feature.

4.2 SPECIFICATIONS

The specifications shall be complete, clear and shall amplify all information shown on the drawings and shall include detailed requirements for workmanship, materials and equipment using the Construction Specification Institute standards. For the final project submittal, specifications shall also be submitted on CD using Microsoft Word 2010 or compatible software.

4.3 DESIGN DOCUMENTS

The Contractor shall be required to complete the design for the project using 24”x36” size drawings and deliver the submittals to the contracting officer in accordance with the following:

4.3.1 PRELIMINARY (35%)

Develop and submit preliminary design documents to include the following:

4.3.1.1 SITE INVESTIGATIONS AND PLANS

1. Engineering judgment for foundation design

2. Storm Water Pollution Prevention and Management Plan

4.3.1.2 FLOOR PLANS

Contractor shall prepare floor plans for the office, hangar, garage, and generator enclosure (if option item is selected) incorporating code updates and modifications outlined in this SOW. The floor plans will show location of walls, partitions, interior/exterior doors, windows, restroom layout, etc. Preliminary floor plans are included for reference.

4.3.1.3 ELEVATION VIEWS

The architect shall prepare elevations of all exterior views incorporating the materials specified, all in sufficient detail to portray the intended exterior appearance. Provide a minimum of two building cross-sections.

4.3.1.4 COST ESTIMATES

Prepare a cost breakdown of all components by specification section for each building for purposes of payment.

4.3.2 INTERMEDIATE DESIGN (70%)

Develop and submit the intermediate design to include the following:

Complete set of construction drawings based on required codes and the Happy Camp Helibase project as modified in this SOW. This will result in additional drawing sheets and details. Drawings and details to include all buildings and utility distribution.

Complete draft specifications covering the total proposed construction in accordance with this SOW.

Specifications provided in section 1.3 of this SOW shall be edited as required for code compliance and coordination with the drawings and other referenced specification sections. Drawings and details to include all buildings, site work, and utility distribution.

4.3.3 PRE-FINAL DESIGN (95%)

The Contractor, incorporating comments of Government review of 70% design, shall prepare final construction specifications and drawings and submit with the following:

4.3.3.1 CONSTRUCTION SCHEDULE

Prepare a detailed schedule for the construction of the four (4) buildings to include 21 day government submittal review periods, rough-in inspection milestones, specified independent testing requirements and allowances for weather delays. Schedule shall be based on a 5 day work week, excluding federal holidays and shall be compatible with MS Excel 2010.

4.3.3.2 SUBMTITAL SCHEDULE

Contractor shall prepare a schedule for all shop drawings, material, and equipment submittals that will be required during construction of the facility. Schedule shall be compatible with MS Excel 2010.

4.4 DESIGN SCHEDULE AND SUBMITTALS

4.4.1 GOVERNMENT REVIEWS

Following completion of each design phase, the Government will perform a submittal review. The Government shall review and accept, with or without comments, each schedule item prior to the contractor initiating work on the subsequent schedule item.

The technical comments shall be incorporated into the design before completion of the next design phase.

The Government reserves the right to a period of a sufficient length to adequately review each phase of the project design and the project submittals. The estimated Government review period for each submittal is 21 calendar days. Allow 21 calendar days for review of mechanical and electrical system, building design, and specifications submittals.

Contractor shall submit six (6) copies of corrected final design drawings and six (6) copies of final design specifications. Drawings and specifications shall be provided with an original Professional Engineer stamp. Contractor shall submit six (6) CD copies of drawings in AutoCAD 2008 format and six (6) CD copies of specifications in Microsoft Word 2010 format.

4.4.2 SUBMITTAL MATRIX

4.4.3 DESIGN SUBMITTAL SCHEDULE

4.5 OTHER INCLUDED SERVICES

4.5.1 FIELD WORK

The contractor shall perform field reconnaissance, surveys, and site investigations, including travel and work necessary to obtain engineering information and design data required for the completion of the design documents for the project. Contractor shall be responsible for any fees and permits required for execution of the work.

4.5.2 FIELD MEASUREMENTS

The contractor shall make their own field measurements to verify any dimensions shown on government furnished drawings as necessary.

5. CONSTRUCTION

5.1 REQUIREMENTS

All construction shall conform to the requirements listed in this SOW; the Government-approved design documents; included or referenced Federal Acquisition Regulations;

Applicable Davis-Bacon Wage Determination; Kitchen Creek Helibase drawings and specifications; and the Geotechnical Site Evaluation Report.

6. PROJECT MANAGEMENT

6.1 CONTRACTOR DESIGNATION

The Contractor shall appoint a Project Manager and Engineer to coordinate all contractor activities during construction and to liaise with the Contracting Officer Representative and Project Engineer for the USDA Forest Service. Engineer, Architect, Surveyor, Electrician, and Plumber shall be licensed in the State of California.

Contractor shall designate in writing an on-site superintendent to coordinate all site work.

6.2 QUALITY CONTROL

See Kitchen Creek Helibase Specification Section 01 40 00, Quality Requirements, for performance and design criteria; qualifications data; report formats; permits, licenses, and certificate requirements, and testing requirements.

6.3 ENVIRONMENTAL PROTECTION MEASURES

Prepare and submit a Stormwater Pollution Prevention Plan and obtain permits and approvals in accordance with Kitchen Creek Helibase Specifications Section 01 57 24, Stormwater Pollution Control. Contractor shall be responsible for all fees associated with this work.

The soil on the site has been confirmed to have levels of lead contamination due to exposure from shooting activities during the period of the early 1970s to 1984. The known levels of lead range from 120 to 720 mg/kg within the contract area, with a spike up to 2,500 mg/kg immediately outside the contract area. See Lead Sampling Site Map for site specific sampling results. Contaminants are primarily on the surface but may be as deep as 6-12 inches below the surface. According to the EPA, these levels fall below industrial thresholds of concern, although above residential thresholds, therefore the contractor is to take precautions during all site generating activities and minimize the transport of any soils off-site.

All work on site shall meet Cal OSHA requirements for worker protection, specifically for inhalation hazards and ground contamination possibilities. California Code of Regulations, Title 8, Section 1532.1 shall be strictly adhered to.

When possible, grading should be planned to limit the displacement of soils in the most affected areas.

6.4 HEALTH AND SAFETY

The following shall be a part of Contractors Health and Safety Plan regarding Inhalation Hazards on the site.

1. All measures for respiratory protection and action levels for Personal Protective Equipment (PPE) use or upgrading should be included.

2. Provide air monitoring by a certified Industrial Hygienist or a Lead Supervisor during all dust generating activities.

3. Minimize the number of workers on site during dust generating activities. All other workers are to remain upwind during these activities.

4. Water must be used to minimize airborne dust during dirt moving activities or during particularly windy and dry conditions.

5. Workers are to wear appropriate Personal Protective Equipment (PPE) as necessary.

6. When heavy equipment does not have enclosed cabs, contractor’s hygienist is to evaluate the need for operators to wear personally fitted respirators.

7. Workers are to eat and smoke off site.

8. Equipment operators shall be HAZWOPER 40 hour certified.

9. All excess material to be removed from the site shall be characterized for hazardous characteristics prior to removal and shall be properly manifested and disposed…
