C.2 DEFINITIONS

C.2.1 A Site: is operationally defined as a locus of purposeful human activity characterized by a deposit of cultural materials or the construction of one or more features or structures greater than 50 years of age and must meet at least one of the following criteria:

a. Adds specifically to the knowledge of the area's human use and occupation and can be used to contribute to the evaluation of the project area;

b. Provides information that identifies and adds specifically to the documentary knowledge of the technology that produced it;

c. Is not 50 years of age, but is exceptional for one or both of the above reasons;

d. The Forest records all prehistoric artifact finds in primary context (even one or two artifacts) as a site;

e. The Forest records all suspected isolated graves as a site.

A Forest site form is attached as Exhibit D.

C.2.2 The following types of cultural artifacts or features can be recorded on an isolated find form

(Exhibit E) or historic feature form (Exhibit F):

a. Isolated Find (IF) Isolated artifacts of human origin which have either been removed from original context or, in the case of historic artifacts, which occur in such a way that no useful scientific information can be obtained by additional investigation beyond that involved in recording the artifact. It will be necessary for the investigator to make a judgment as to whether an item has been deposited by elements other than purposeful human activity (i.e., slope wash or some other mechanical activity);

b. Historic Feature (HF) Isolated feature of human origin that cannot provide useful scientific information beyond that obtained by accurate documentation. Isolated features include the following:

1) Isolated historic stacked rock or rock alignments resulting from historic field clearing activities.

Note: if historic stacked rock or rock alignments can be placed in context (i.e., associated with a core farmstead or defined field area, such as through review of aerial photography), then they are recorded as sites or site components which may or may not be NRHP contributing;

2) Isolated dug pits of unknown affiliation and function with no artifacts present;

3) Trash dumps with the majority of items more than 50 years of age;

4) Mine pits where pits are isolated (n < 3), likely affiliated with mining exploration but not associated with a developed or known mine site, and with no artifacts present.

C.2.3. For report preparation specifics the Contractor is referred to C.5.10 and "Guidelines for Phase I

Archaeological Surveys and Reports", by Missouri Department of Natural Resources, State Historic Preservation

Office (for Phase I reports, attached as Exhibit G and available online at http://www.dnr.mo.gov/shpo/docs/MO_phase1_guide.pdf).

All reports will be in keeping with the Secretary of the Interior’s Standards and Guidelines for Archeological

Documentation (available online at http://www.cr.nps.gov/local-law/arch_stnds_7.htm#guide).

All previously recorded sites identified within the survey area during the pre-field search will be revisited and site updates completed, provided there is not a previously existing adequate record (no more than 5 years old as of the date of the prefield); an “adequate record” exists when: Contractor can relocate the site in the field, the site form meets professional standards, site boundaries were previously determined by appropriately implemented shovel testing and/or metal detecting, a datum was established, etc. At a minimum, all previously recorded sites must be revisited to relocate the datum tag and flag the site boundary. There is no need to revisit/re-record sites that have been previously determined not eligible to the NRHP absent additional information and/or observations that might bear on the site’s

NRHP eligibility; a SHPO comment letter concurring with previous NRHP eligibility determinations must be on file;

f. Phase I only – The Forest follows a limited collection policy for Phase I work. In general, the only cultural materials collected are diagnostics (time, function, etc.) and artifacts that are collected under suitable controls if reasoned to be necessary by the Principal Investigator or Crew Chief, for analytical purposes or to prevent probable loss or destruction from the proposed undertaking. All diagnostic prehistoric and historic materials from shovel tests will be collected with the exception of redundant historic diagnostics. Field analysis of non-diagnostic artifacts left in the field will include at a minimum: historic items – description, material type, and count; prehistoric items – description of the stage of lithic reduction, material type, distinguishing characteristics (e.g. thermal alteration), and count. Laboratory analysis of collections and samples must follow standard and professionally acceptable procedures for maintaining artifact provenience, integrity, stability, and security. In particular, artifact analysis, if intrusive or damaging to artifact integrity and stability, must be agreed upon by the COR and the Contractor;

g. Any artifact collected will be done with reference to an established datum point. The Contractor shall establish a marked datum for each site. All materials collected during performance of this contract are, and shall be, the sole property of the U.S. Government. All materials must be returned to the Forest according to the standards outlined in Exhibit H, American Archaeology Division (AAD), Museum of Anthropology, University of Missouri-Columbia, Guidelines for Archaeological Curation

(AAD Guidelines, available online at http://anthromuseum.missouri.edu/pdfs/curation.pdf). The

Contractor will complete the curation agreement showing the Forest as the owner. The Forest will receive and accept all materials prior to final payment (see also clause C.5.12.1.d.2). The Forest will submit the collection to the AAD. The AAD will bill the Contractor;

h. The Contractor shall assign Forest Service site numbers to sites recorded in the field using Forest

Service site numbers provided by the Forest Service;

i. The use of metal detectors is required on all historic properties, isolated finds, and historic features with no visible artifacts (pits and stacked rock) along with shovel testing to assist in the determination of boundaries. Show numbered metal detector hits and shovel test locations on sketch maps and key artifact descriptions to numbered tests on map;

j. Phase I only – In the field, the Contractor shall mark the boundary of the site using flagging tape and shall double flag the datum and mark the site datum point with the site field number using datum tags supplied by the Contractor. The Contractor shall mark in this fashion all sites recorded as part of the survey whether it is a newly recorded site or a site that is being revisited as part of the project. A previously recorded site does NOT need to be tagged if the previous flagging and datum tag can be located. The fact that the site has been tagged will be noted on the site form for the site and in the report under site-specific information. The site form must also include the field number as it appears on the site datum tag;

k. At a minimum, the datum and boundary of newly recorded and revisited archaeological sites shall be collected using Contractor furnished resource grade GPS unit(s). All data must be collected in NAD83. Phase I only – If inventoried areas vary from the survey areas

[shapefile(s)] provided at the pre-work meeting, altered survey areas shall also be collected using Contractor furnished resource grade GPS unit(s);

l. Phase I only – At a minimum, every third shovel test along each transect will be flagged with biodegradable flagging to assist the COR/CI during field inspections. All soil matrices including the top layer or root cake from shovel tests shall be passed through hardware mesh with maximum dimensions of 1/4 inch. All shovel tests will be backfilled;

m. All National Forest System lands within the areas of undertaking are located in southern

Missouri on the Mark Twain National Forest. The Contractor should be aware that not all roads identified on maps provided are accessible by passenger car. Many are 4-wheel drive roads and are not passable in adverse weather. In addition there may be sections of roads that are not administered by the Forest Service, County, or State, that cross private land.

Access along these sections of road is not guaranteed by the awarding of this contract.

C.5.6 Field Inspections (Phase I, II, and III)

Formal field inspections shall be conducted by the COR or designated CI in order to allow the COR to determine that all fieldwork is proceeding on schedule and has been completed. Informal field inspections may be conducted at the discretion of the CO, the COR and/or CI at any time without the Contractor's knowledge of, or attendance at, these informal inspections.

C.5.7 Interim Report(s) (Phase I)

Cultural resources survey Interim Reports will be completed after every 1000 acres (approximately) of fieldwork is completed and will be submitted to the COR along with quality control inspection documentation (C.5.8) for that period of field work. The Interim Report will include a description of what areas have been surveyed, the number of sites located, copies of portions of 1:24,000 scale maps showing what areas have been surveyed and site locations, a brief description of the sites, preliminary NRHP recommendations for each site, and a copy of field site sketch maps.

C.5.8 Quality Control Inspection Documentation (Phase I, II, and III)

Quality Control Inspection Documentation is defined by the Contractor in the technical proposal.

C.5.9 Draft Report (Phase I, II, and III)

C.5.9.1 The Contractor shall provide copies of a Draft Report, including all graphics, to the COR. The due date and number of copies will be determined at the pre-work meeting. Forest Service site numbers and

Smithsonian/State site numbers (trinomials) will be obtained prior to submitting the Draft Report and will be incorporated into the text and graphics of the document.

C.5.9.2 The COR will have 21 calendar days from receipt to review the Draft Report and submit comments to the Contractor. The Contractor shall be required to correct and revise any errors noted by the COR and incorporate corrections and revisions into the Final Report (C.5.10).

C.8. Pricing:

The pricing offered is considered by the Forest Service to be contractually binding unit ceiling pricing. If a contract is awarded, based on this pricing; the Contractor is bound to this offered pricing as the maximum pricing that can be offered when a task order is solicited. When offering a task order proposal, the IDIQ Contractor can elect to offer less than the contractually established ceiling pricing; however, this reduction is only in effect for that specific task order solicitation/issued task order, and does not constitute a contractual change to the unit ceiling pricing.

Any resultant contract awarded in response to this solicitation is considered a service contract. As such, the Applicable Service Contract Act Wage Decision is included in the solicitation and any subsequent contract.

The Contractor-offered pricing is considered the maximum price for each Contract

Line Item (CLIN). When task orders are competed, the Contractor can elect to offer less than the maximum CLIN price; however, this CLIN reduction is only in effect for that specific task order offer; and does not constitute a contractual change to original CLIN price.

The offeror’s prices for all line items should include all applicable overhead, profit and all burden costs such as, insurance, support costs, compliance with environmental laws, taxes, and protection of government property. If the work will be sub-contracted the price proposed should be inclusive of all costs involved with subcontracting the work.

C.9. On-Line Registration Requirements

C.9.1 SYSTEM AWARD MANAGEMENT SYSTEM (SAM)

C.9.1.1 In order to be eligible for a contract award under this solicitation, the offeror must have an active account in the SYSTEM AWARD MANAGEMENT

SYSTEM (SAM) SAM (www.sam.gov).

Your company must have an active account in SAM at the time of proposal submission.
