NATIONAL MOBILE SHOWERS SOLICITATION AG-024B-S-12-9030

QUESTIONS AND ANSWERS

1. We would like to increase our chances of being awarded a contract by submitting a proposal for each small unit and large unit. Is that possible?

You can propose as many units as you like.

2. Can we bid on one location for a small unit and a large unit?

You can propose a small and large unit at any location.

3. When will offerors be notified of awarded contracts?

We anticipate award by July.

4. What is the minimum number of sinks for 18 shower heads?

For 18 shower heads, we require 11 sinks.

5. We will need to make modifications to our units to comply. Can this be done after contracts are awarded?

Your units must meet contract specs to be considered for award.

6. Question about "Instructions to Offerors" #52.215-1, #(2), (iii).....what does this mean?

Can you word it a different way for us that we might understand?

You’re signature on the SF-33 fulfills the requirements of the above mentioned FAR Clause.

7. Section B, page B-2 indicates that the offeror may propose either a large or small capacity unit at any DDP listed. Will the government accept offers for a large and a small capacity units for any DDP listed?

Yes. You can propose a large and small for any DDP however the government does not guarantee a small unit at each DDP.

8. Section E, page E-1, paragraph E.3 indicates that the government may conduct pre-use inspections. Does the government intend to perform such inspections, if so has the location(s) and schedule been determined?

The Government will inspect units considered for award. Time and place will be determined based on the geographic spread of vendors after evaluation.

9. Section I, page I-2, paragraph I.2.b.1 indicates that by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, etc. Will the government accept and/or incorporate the SAM.gov registration in replacement of the CCR?

SAM is the only system now used by the Government.

10. Please clarify if washbasins within the shower trailer will be accepted.

They are not allowed.

11. The offer due date is March 29, 2013 and I am currently under construction with my shower trailer and will not be 100% complete by the solicitation deadline. Will I be able to send pics in by deadline and then update pics when 100% complete with shower trailer?

The solicitation states that your unit needs to be complete and operating to the maximum extent possible by the time the Government starts inspections. We will be doing inspections in the beginning of May. If it is not up and running and available for inspection by that time, it will not be considered for award.

12. We currently have a small shower unit with 6 fully private showers and 6 sinks. We would like to propose the unit in this year’s rfp but we see that the requirement for potable water is 1500 ga. and our unit has 1200 ga. potable. Is there any room to amend those amounts?

You must have a 1500 gallon capacity to be considered for award.

13. Are we allowed to change the DDP of a resource between contract years?

You may change the address where you are physically located during your mandatory availability period, however you must still be located within 75 miles of your DDP.

14. I know the price schedule shows pricing for the first year as well as the four option periods but are we locked in to these prices for all 5 years? Or can they be negotiated if necessary between option periods.

With the exception of the economic price adjustment, your prices will be as bid for the duration of the contract and cannot be negotiated each year.

15. Would it be possible to add/replace resources between option years to an existing award?

Equipment changes/substitutions are allowed but must be approved by the contracting officer and must meet or exceed the specs of the originally proposed equipment.

16. Is the government contemplating a limited number of awards? Will there be multiple awards per DDP?

The government anticipates awarding no more than 1 large unit per DDP.

17. In section K.1 , paragraph (b) ,(2)- asks if the offeror is registered in CCR, and has completed the ORCA electronically ,to use paragraph (d) instead of completing the representations and certification. If paragraph (d) applies, do you still want this page included with the box checked with the solicitation or do you automatically assume that paragraph (d) applies if page is not included? I ask because I have had solicitations that do not want the page included if it applies.

Yes, we still need the page with the box checked.

18. On page L-5 in Section L, It states "Financial statements as described in (c)(2)(a) below are not required." It says not required, then lists the information we need to include in the proposal.

We are not clear on whether or not (c)(2)(a) Business Proposal is required?

The business proposal is required however the financial statements are optional.

19. When will the price for fuel be determined? At the time the solicitation/proposal is submitted or at the time of award?

Fuel will be based on your initial proposal then adjusted each subsequent option year.
