About this file

This document is Addendum No. 3 for the Rockin River State Park Water and Wastewater (W&WW) Infrastructure Upgrades project, issued by the Arizona Department of Administration (ADOA) and Arizona State Parks. The addendum includes three exhibits: Exhibit A with updated contract drawings, Exhibit B with a specification section for a welded steel storage tank, and Exhibit C containing the bid schedule. The project involves infrastructure improvements at Rockin River State Park, with contract number PCS-22-125.

The addendum introduces several key modifications to the original project specifications, including changes to the well site plan, demolition of existing equipment and concrete, revisions to sewer piping sizes, and the addition of a 40,000-gallon welded steel storage tank. The tank specifications detail precise requirements for design, fabrication, accessories, painting, and disinfection, following AWWA (American Water Works Association) standards. The document provides comprehensive technical details for the tank, including dimensions, roof and bottom types, minimum steel thicknesses, and specific requirements for painting, welding, and quality control. The modifications appear aimed at refining the project's technical specifications and ensuring precise implementation of the infrastructure upgrades.

1. Immediately prime field blast cleaned interior surfaces after cleaning and before any visible or detrimental rusting occurs. No blast cleaned surface shall stand overnight before being prime coated.

a. Prime Coats: Spray coat, by air or airless spray, all interior surfaces to a minimum dry film thickness of 3.0 mils for each coat.

b. Intermediate Coat: Spray coat, by air or airless spray, all interior surfaces to a minimum dry film thickness of 4.0 mils.

c. Finish Coat: Spray coat, by air or airless spray, all interior surfaces to a minimum dry film thickness of 4.0 mils, regardless of the dry coating thickness of the preceding coats.

d. Total Dry Film Thickness: Total dry film thickness of three coats shall not be less than 14.0 mils. Apply additional finish coats to deficient areas until specified minimum thickness is obtained.

e. Drying Time Between Coats: Each coat of paint shall be dried in accordance with recommendations of paint manufacturer, but in no case less than the equivalent in drying of 24 hours at 70°F and 50 percent relative humidity in a well ventilated tank.

f. Measurement of Paint Thickness: After each coat has been allowed to dry as specified, dry film thickness will be measured by a third party, NACE certified inspector. CONTRACTOR shall not apply a successive coat until dry film thickness of preceding coat or coats has been approved by inspector.

g. Drying Time for Water Immersion: Final coat shall be dried in accordance with paint manufacturer's recommendations, but in no case less than the equivalent of 168 hours (7 days) at a temperature of 70°F and a relative humidity of 50 percent in a well-ventilated tank before tank is filled with water.

E. Field Painting-Exterior Surfaces:

1. Immediately prime field blast cleaned exterior surfaces after cleaning and before any visible or detrimental rusting occurs. No blast cleaned surface shall stand overnight before being prime coated.

b. Finish Coat: Coat, by roller all exterior surfaces to a dry film thickness of 3.0 to 4.0 mils.

c. Total Dry Film Thickness: Total dry film thickness of the three coats shall be not less than 8.0 mils. Apply additional finish coats to deficient areas until specified minimum thickness is obtained.

d. Drying Time Between Coats: Each coat of paint shall be dried in accordance with recommendations of paint manufacturer, but in no case less than the equivalent in drying of 24 hours at 70°F and 50 percent relative humidity.

e. Measurement of Paint Thickness: After each coat has been allowed to dry as specified, dry film thickness will be measured by a third party, NACE certified inspector. CONTRACTOR shall not apply a successive coat until dry film thickness of the preceding coat or coats has been approved by inspector.

3.4 DISINFECTION

A. Disinfection shall conform to all applicable requirements of AWWA C652, and as specified below.

B. After tank has been painted and interior surfaces have thoroughly dried, CONTRACTOR shall remove all visible dirt and contaminating materials. Interior of tank shall be disinfected by spraying all surfaces, including underside of roof and roof support members, with a 200 ppm chlorine solution. Solution shall remain in contact with surfaces for a minimum of 30 minutes. Technique shall be such that a sterile tank will result. After spray disinfection, tank shall be flushed to drain for at least ten minutes, then shall be filled and allowed to overflow for another ten minutes as directed by the OWNER. Samples for bacteriological tests will then be taken by CONTRACTOR.

Disinfection shall continue until bacteria-free samples are obtained.

C. If the number and/or severity of the leaks are, in the opinion of the OWNER, too extensive to correct while the tank is filled with water, the OWNER may direct that the tank be emptied and the entire disinfection and re-filling procedure be repeated until all leaks are sealed and the tank is properly disinfected.

D. Water for initial disinfection and for filling and for any additional disinfection during the initial disinfection procedure if required to obtain satisfactory bacteriological samples, will be furnished by the OWNER, to the site boundary. CONTRACTOR shall be responsible for pumps, hoses and other temporary equipment required to fill the tank.

CONTRACTOR shall furnish all of the chlorine required. CONTRACTOR shall be responsible for obtaining proper disinfection as determined by bacteriological tests made by the testing laboratory.

E. If the tank must be emptied, re-sprayed, flushed and refilled to obtain satisfactory bacteriological samples, or because of extensive leakage, the OWNER will furnish additional water for the Work at the expense of CONTRACTOR. CONTRACTOR shall also pay for the additional chlorine required.

F. After the chlorination procedure is completed and accepted by the OWNER, the tank shall be emptied. Contractor shall dispose of the liquids to a proper location at no additional cost to the Owner.
