About this file
This is Addendum No. 5 to an Invitation to Bid issued by the Florida Department of Transportation, Florida's Turnpike Enterprise, dated September 21, 2026, for HVAC Replacement in the North Region (DOT-ITB-27-8008-MB). The addendum provides responses to 25 timely-submitted bidder questions and revises multiple sections of the original solicitation. The project requires the removal, disposal, furnishing, delivery, and installation of 22 heating, ventilation, and air conditioning units across various locations along Florida's Turnpike System, including administration buildings, equipment buildings, recorder rooms, and miscellaneous facilities. Pay items range from 1.0-ton to 15.0-ton units with specified quantities for each configuration. Key revisions clarify that no pre-bid site visits are allowed; however, additional photographs have been provided. Bidders must complete site inspections within 14 calendar days of receiving the Notice to Proceed and develop work plans for each location. The Department's responses to questions confirm efficiency requirements (minimum 16 SEER2 for units up to 4 tons, 22 SEER2 for ductless split systems, and specific EER ratings for larger units), refrigerant specifications (R-454B or R-32 for Fujitsu J-Series), and that equipment-building units must be cooling-only with no heating. Original bid due date was August 11, 2026, with multiple timeline adjustments through subsequent addenda; the intended decision posting is August 18, 2026.
Compensation is based on unit rates submitted on the Bid Blank for each pay item, with payment upon receipt and approval, subject to a one percent MyFloridaMarketplace Transaction Fee. The contract term is 180 calendar days from issuance of the Notice to Proceed, with the Department reserving the right to renew for up to three additional years subject to satisfactory performance and fund availability. Qualified bidders must be registered with MyFloridaMarketplace and hold appropriate licensing from the Florida Department of Business and Professional Regulation as an Air Conditioning Contractor (Class A or B) or Mechanical Contractor. All bidders must carry general liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 per occurrence, plus property damage insurance of at least $200,000 per occurrence, and must provide a Payment and Performance Bond covering the full contract amount. Critical revisions in Addendum No. 5 include new subletting provisions requiring Department written consent and stipulating that vendors must perform no less than 40 percent of the total contract amount; requirements for portable HVAC units to maintain affected areas at 75 degrees with 24/7 vendor availability and three-hour response times at no additional cost; and clarifications on approved manufacturers (Trane, Mitsubishi, Carrier/Payne, Friedrich, and Marvair) and matched equipment requirements. The Department intends to award to the responsive and responsible bidder submitting the lowest responsive bid.

Florida’s Turnpike Enterprise Responses to Questions
The Department’s responses to timely submitted questions are below.
No. Question Response 1 Would the Department permit a site visit to inspect the unit, or could additional information (such as photographs, equipment nameplate information, dimensions, or existing conditions) be provided to assist with preparing an accurate bid? It is regarding the 15 ton unit located at:
TURKEY LAKE REGIONAL SLAM BUILDING #5264, SR 91, MP
No site visits are allowed, however, the Department has provided additional photographs of the units at the Turkey Lake Regional Slam Building site. Please refer to Addendum No. 5.
2 Would Lennox be an acceptable replacement for the traditional split systems? And if YES, would this be an “All at once” purchase order?
(Qualifying for bulk purchase of minimum 5 systems purchased on PO)
No. Please refer to Section 3.1 (Approved Manufacturers) of the Attachment F, Detailed Scope of Services and General Project Requirements.
3 For the Marvair replacements, would if be acceptable to replace the existing Marvair with NEW Marvair?
The Department does not understand the question.
4 On the Marvair units to be replace , are they all on the ground floor wall?
Do you want Heat pump type units or straight cool type with electric heat. I am seeing straight cool with 10K heating and heat pump type without electric heating. On the controllers for the 5 locaitons. It would be 5 controllers total correct?
1) The Marvair HVAC units to be replaced are all on the ground floor wall.
2) The Department requires straight cool with no heat for all equipment buildings.
3) There are five (5) controllers total, one controller per site.
