About this file
This document is Addendum No. 2 for Bid No. 22-25 issued by the City of DeBary for the Fort Florida Road Bridge Replacement project over the Konomac Canal. The bid is scheduled for submission on Friday, September 12, 2025 at 2:00 PM at DeBary City Hall, with an anticipated construction start before November 1, 2025. The project has a 180-day calendar duration from Notice to Proceed to Project Completion and involves replacing an existing bridge, with specific requirements including asbestos notification, permit acquisitions from agencies like St. Johns River Water Management District and Army Corps of Engineers, and adherence to FPL Dam Safety Plan excavation and backfill guidelines.
The addendum includes responses to 16 bidder questions covering technical specifications such as concrete link slab requirements, box culvert installation, shoulder barrier height, and material handling. Key technical clarifications include prohibitions on using existing excavation spoils as backfill, requirements for bedding stone under riprap, and specific construction constraints related to working near a dam. No builder's risk insurance is specifically required, and the project area is located within a dam exclusion zone, which impacts excavation and backfill procedures. The city has attached supporting documentation including construction plans for the existing bridge, a geotechnical engineering report, and various permit documents to provide comprehensive information for potential bidders.

Question 1 - Will the utility/permit schedules be included in the docs provided by the city?
Response to Question 1 – Applicable Permit and Agency Notification documents are included with Addendum No. 2. No other agency permits or notifications are required for this Contract.
Question 2 - Is there builder’s risk required for this project?
Response to Question 2 – The Insurance requirements for the Contract are identified in Article 22 of the Instructions to Bidders and Article 2 of the Special Provisions. Builder’s Risk Insurance is not specifically required according to the Contract Documents.
Question 3 - Please confirm bid submittal deadline. ITB says Monday September, 12th. The 12th is a Friday.
Response to Question 3 – The Bid Submittal deadline is Friday September 12, 2025 at 2 :00 PM.
Question 4 - Is the contractor responsible for providing signed & sealed drawings for the concrete headwalls & wingwalls?
Response to Question 4 - No, as long as the contractor uses the dimensions and reinforcement showing in the plans. Only if the contractor uses something different other than what is shown in the plans, then yes, the contractor shall provide signed and sealed drawings and calculations.
New drawings and calculations shall be signed and sealed by an engineered registered in Florida.
Question 5 - Are concrete link slabs required on top of the box culvert?
Response to Question 5 - If the precast concrete culvert opinion is selected, then yes, the concrete link slab is required per FDOT Index 400-291. Additional reinforcement shall be included in bid for precast concrete culvert opinion as indicated per the index.
Question 6 - Is the box culvert required to sit on a concrete slab or stone?
Response to Question 6 - According to FDOT Standards Specifications, Section 410, after the foundation is prepped, bedding stone should be used.
Question 7 - Per the FPL Dam Safety Plan, “The cuttings/spoils obtained from the excavation may not be used as backfill.” Will this statement still apply if the existing roadway embankment material is found to meet the requirements of select structural fill per fdot / AASHTO M 145 (soil classes A3, A1, A2-4)?
Response to Question 7 - Cuttings/spoils obtained from the excavation may not be used as backfill, even if the existing material tests within AASHTO structural fill ranges. Backfill must come from an approved, controlled source. This restriction is intentional because in situ embankment materials are inherently variable and can include organics, deleterious matter, and segregated fines that could compromise density, stiffness, and long-term performance.
Uncontrolled variability and organics increase the risks of settlement, loss of compaction, and internal erosion.
Question 8 – Per the FPL Dam Safety Plan, “No Excavations may be left open overnight until proper backfill requirements are met.” The large incidental excavation that will occur on the existing embankment required to get to the bottom of the wingwalls. What is the intent of the construction of the wingwalls (Excavation, Dewatering, Form and Pour, and Backfill)?
Response to Question 8 – The FPL Dam Safety Plan specifies excavation and backfill requirements for any excavations greater than 24” below grade. Upon review of the grading plan (sheet 11 of the contract plans set) and assessment of this specific question regarding the construction of the wingwalls, it appears the excavation required to get to the bottom of the wingwalls should not exceed 24” below the grade of the existing channel; therefore, the excavation requirements in this specific instance to construct the wingwalls may be left open overnight. Dewatering to one foot below the bottom of excavation will be necessary depending on the water table level in this area. Due to the proximity of the dam, FPL requests the Contractor to consider scheduling this portion of the construction in a way that minimizes time of open excavation work and form and pour as soon as possible following excavation. If the actual excavation required for the wingwall construction exceeds 24”, then work will stop immediately and the FPL Dam Safety Engineer will be notified to assess a new plan.
Question 9 – Do the Backfill and excavation requirements as listed in the FPL Dam Safety plan only apply to work occurring within the existing Channel?
Response to Question 9 – The entire project area is located within the dam exclusion zone;
therefore, the backfill and excavation requirements apply to any work associated with this project that requires excavation greater than 24” below grade.
Question 10 – Will be bedding stone be required underneath the Rip Rap Per FDOT
Specification 530-2.1.4?
Response to Question 10 – Sheet 03, Summary of Pay Items – Pay Item Note for 530-5-12A is revised to state “Includes the cost of materials, hauling, and dressing/shaping of subgrade for placement of riprap per Section 530 of the FDOT Standard Specifications. Additionally, this item includes the cost of Type D-2 geotextile fabric (17 SY) and bedding stone (10 TN) per Section 530 of the FDOT Standard Specifications.”
Question 11 – Please specify the height of the Concrete Shoulder Barrier?
Response to Question 11 – The Shoulder Concrete Barrier has a height of 38” per FDOT Standard Plans Index 520-001 sheets 13 and 14.
Question 12 – Are there any as-builts/ drawings of the existing bridge?
Response to Question 12 - Construction Plans for the existing bridge, FDOT Bridge No. 794162 are attached to this Addendum No. 2. Certified As-built Drawings for the existing bridge are not available.
Question 13 - Please consider extending the bid submittal date by two weeks.
Response to Question 13 - The City is unable to extend the Bid Date. The project must be expedited to have the work in the channel finished during the driest months. The is an FPL requirement to reduce the potential for their need to open the spillway during the construction.
Question 14 – What is the anticipated start date of construction?
Response to Question 14 – The City anticipates the start of construction before November 1, 2025.
Question 15 – What is the project calendar days?
Response to Question 15 – Page 22 of the Instructions to Bidders states that the project calendar days is 180 days from Notice to Proceed to Project Completion.
Question 16 – Can you please provide the full geotechnical report if its available?
Response to Question 16 – The full Geotechnical Engineering Report is attached to this Addendum No. 2
