About this file

This document is an Addendum #1 to a Competitive Solicitation issued by Hillsborough County Public Schools (HCPS) for RFP 25159-RFP-MST Fire Alarm Inspection. The solicitation requires annual fire alarm inspections for all School District sites in accordance with NFPA 72 standards. Inspections must be conducted annually within 12 months of the previous inspection, with each site having a different prior inspection date. Inspections are to be performed Monday through Friday, requiring coordination with schools due to testing and holidays, and will include battery replacements if needed.

The addendum clarifies key evaluation criteria, specifically addressing Small Business Enterprise (SBE) participation points. If a bidder is a registered HCPS SBE, they automatically receive the full 10 evaluation points. Alternatively, if a bidder uses an HCPS-registered SBE subcontractor, points will be awarded based on the percentage of projected dollar spend outlined in Section 8.1.7 of the SBE Letter of Intent. The scope is limited to inspections only, with no additional repair services included, and all work must be completed by scheduling directly with individual school sites.

Questions and Answers

Question

1) Reference: RFP 25159-RFP-MST – Section 2.4.1 and Tab 4 Description The scoring table under Tab 4: Utilization of HCPS-Registered Small Business Enterprises (SBE) outlines a 0–4 point system based on percentage of projected dollar spend with OSD-certified SBE vendors. However, the Evaluation Criteria table references Tab 4 as contributing 10 total points to the evaluation score. Question: Can HCPS please clarify whether: • The SBE participation section is worth a maximum of 4 or 10 points, and if 10 points total, what additional criteria beyond the dollar-spend percentages contribute to the remaining 6 points? 2) Reference: RFP 25159-RFP-MST – Section 5.4.5.4 While the RFP specifies that inspections must occur annually and that monthly, quarterly, and semi-annual components must be addressed during those visits, it is not clear whether HCPS requires all annual inspections to be completed by a specific deadline or calendar window (e.g., by end of fiscal year), or if the contractor may distribute inspections throughout the year based on HCPS`s system-wide calendar. Question: Can HCPS confirm if all annual inspections must be completed within a fixed period (e.g., July 1 to June 30), or if inspections are to be scheduled school-by-school based on a flexible calendar managed in coordination with the Safety and Risk Management Office?

Answer

1. If your business is a registered HCPS Small Business Enterprise (SBE), your submission will automatically receive the full 10 points. If your business uses a subcontractor that is a registered HCPS SBE, your submission will earn points based on the percentage outlined in Section 8.1.7 of the SBE Letter of Intent. 2. Each site must be inspected annually within 12 months of the previous inspection.

Every site has a different date for its prior inspection.
