About this file
This document is Addendum #1 to a Request for Proposal (RFP) issued by Hillsborough County Public Schools (HCPS) for Fire Alarm Inspection services. The addendum, dated May 12, 2025, clarifies details for RFP No. 25159-RFP-MST, specifically addressing questions about Small Business Enterprise (SBE) point scoring and inspection scheduling. The RFP requires annual fire alarm inspections for all School District sites per NFPA 72 standards, with inspections to be conducted Monday through Friday and coordinated with school schedules. Each site must be inspected within 12 months of its previous inspection, and the contractor will be responsible for battery replacements as needed.
The addendum provides critical scoring guidance for SBE participation, indicating that businesses can earn the full 10 evaluation points if they are a registered HCPS SBE or use a registered SBE subcontractor. Inspections are limited to annual assessments and battery replacements, with no additional repair services included. Contractors must schedule inspections around school testing and holiday schedules, and the contract will be governed by Florida state laws. The document emphasizes that bidders must acknowledge receipt of this addendum with their proposal submission, highlighting the importance of carefully reviewing and responding to the clarifications provided.

Questions and Answers
Question
1) Reference: RFP 25159-RFP-MST – Section 2.4.1 and Tab 4 Description The scoring table under Tab 4: Utilization of HCPS-Registered Small Business Enterprises (SBE) outlines a 0–4 point system based on percentage of projected dollar spend with OSD-certified SBE vendors. However, the Evaluation Criteria table references Tab 4 as contributing 10 total points to the evaluation score. Question: Can HCPS please clarify whether: • The SBE participation section is worth a maximum of 4 or 10 points, and if 10 points total, what additional criteria beyond the dollar-spend percentages contribute to the remaining 6 points? 2) Reference: RFP 25159-RFP-MST – Section 5.4.5.4 While the RFP specifies that inspections must occur annually and that monthly, quarterly, and semi-annual components must be addressed during those visits, it is not clear whether HCPS requires all annual inspections to be completed by a specific deadline or calendar window (e.g., by end of fiscal year), or if the contractor may distribute inspections throughout the year based on HCPS`s system-wide calendar. Question: Can HCPS confirm if all annual inspections must be completed within a fixed period (e.g., July 1 to June 30), or if inspections are to be scheduled school-by-school based on a flexible calendar managed in coordination with the Safety and Risk Management Office?
Answer
1. If your business is a registered HCPS Small Business Enterprise (SBE), your submission will automatically receive the full 10 points. If your business uses a subcontractor that is a registered HCPS SBE, your submission will earn points based on the percentage outlined in Section 8.1.7 of the SBE Letter of Intent. 2. Each site must be inspected annually within 12 months of the previous inspection.
Every site has a different date for its prior inspection.
