About this file
This document is Addendum 1 for the Residential HVAC Replacement Services solicitation (Bid No. B-2-25-33) issued by Brevard County Purchasing Services in Florida. The addendum clarifies key details for prospective bidders, including the scope of the LIHEAP-funded project to replace residential HVAC systems. The bid opening remains scheduled for February 10, 2025, at 10:00 AM, with no changes to the original bid timeline or terms.
The addendum addresses four critical questions from potential contractors, specifically clarifying that Brevard County will provide a $5,000 cap per HVAC unit (meaning a complete system including condenser and air handler) from LIHEAP funds, with any costs exceeding this amount to be paid directly by the homeowner. The county will pay the $5,000 directly to the contractor, and contractors are required to maintain the original pricing sheet format as initially specified in the bid documents. The project aims to replace HVAC systems for low-income residents, with the county anticipating up to 100 residential unit replacements under this procurement.

ADDENDUM 1
TO ALL PROSPECTIVE BIDDERS
This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 1 in space provided on Price Sheet. Bidders are requested to acknowledge receipt of this addendum with their bid.
CLARIFICATION TO QUESTIONS RECEIVED:
Question 1: The cap is $5,000 per system/install? Basically, we cannot go over $5,000 per job correct? Or no more than $5,000 per HVAC Unit? What concerns us is If a system is a 5 ton realistically how they have gone up in price the cap won’t be enough to cover the cost.
Answer: Brevard County has a cap of $5,000 (per unit) that will be paid from LIHEAP funds towards the cost of replacement HVAC units for any specific residence. Any costs over $5,000 that amount would be paid directly from the owner.
Question 2: Brevard County has a cap of $5,000 (per unit) that will be paid from LIHEAP funds towards the cost of replacement HVAC units for any specific residence” Does “unit” mean condenser or air handler, or is it referring to the whole system?
Answer: The unit means replacing both the condenser and air handler (the whole system).
Question 3: Is the $5,000 paid directly to the contractor?
Answer: The county will pay the $5,000 directly to the contractor.
Question 4: The pricing sheet requests a lump sum price per ton. However, pricing this way will lead to either underpricing a 1 ton or overpricing a 5 ton. May we price per individual sizes.
For example, provide a pricing for a 1 ton, 2 ton, 3 ton, and so forth; and perhaps an additional amount for half sizes?
Answer: Keep the pricing sheet the same as indicated in the bid documents.
Please note that the bid opening date and time remains Wednesday, February 10, 2025 @ 10:00 AM.
All other terms and conditions remain unchanged.
Sincerely, Mary Bowers Purchasing Manager
