About this file
This is Addendum 1 for the Residential HVAC Replacement Services solicitation issued by Brevard County Purchasing Services in Florida. The addendum provides clarifications to potential bidders regarding a Low-Income Home Energy Assistance Program (LIHEAP) funded project to replace residential HVAC systems. The county anticipates replacing HVAC systems for up to 100 residences, with the bid opening scheduled for February 10, 2025, at 10:00 AM. The solicitation will award contracts to multiple HVAC contractors, with the county able to select from awarded contractors for work orders under $50,000.
The addendum clarifies key financial and contractual details, specifically that Brevard County will pay a maximum of $5,000 per HVAC unit (whole system, including condenser and air handler) directly to the contractor using LIHEAP funds. Any costs exceeding the $5,000 cap will be the responsibility of the homeowner. The pricing structure remains a lump sum price per ton as originally specified in the bid documents, despite contractor requests to modify the pricing approach. The county emphasizes that all other terms and conditions of the original bid remain unchanged, and contractors are required to acknowledge receipt of this addendum with their bid submission.

ADDENDUM 1
TO ALL PROSPECTIVE BIDDERS
This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 1 in space provided on Price Sheet. Bidders are requested to acknowledge receipt of this addendum with their bid.
CLARIFICATION TO QUESTIONS RECEIVED:
Question 1: The cap is $5,000 per system/install? Basically, we cannot go over $5,000 per job correct? Or no more than $5,000 per HVAC Unit? What concerns us is If a system is a 5 ton realistically how they have gone up in price the cap won’t be enough to cover the cost.
Answer: Brevard County has a cap of $5,000 (per unit) that will be paid from LIHEAP funds towards the cost of replacement HVAC units for any specific residence. Any costs over $5,000 that amount would be paid directly from the owner.
Question 2: Brevard County has a cap of $5,000 (per unit) that will be paid from LIHEAP funds towards the cost of replacement HVAC units for any specific residence” Does “unit” mean condenser or air handler, or is it referring to the whole system?
Answer: The unit means replacing both the condenser and air handler (the whole system).
Question 3: Is the $5,000 paid directly to the contractor?
Answer: The county will pay the $5,000 directly to the contractor.
Question 4: The pricing sheet requests a lump sum price per ton. However, pricing this way will lead to either underpricing a 1 ton or overpricing a 5 ton. May we price per individual sizes.
For example, provide a pricing for a 1 ton, 2 ton, 3 ton, and so forth; and perhaps an additional amount for half sizes?
Answer: Keep the pricing sheet the same as indicated in the bid documents.
Please note that the bid opening date and time remains Wednesday, February 10, 2025 @ 10:00 AM.
All other terms and conditions remain unchanged.
Sincerely, Mary Bowers Purchasing Manager
