About this file
This Addendum #2 RFI Log is a request for information response document for the San Bernardino County Project and Facilities Management Department regarding tenant improvements to the first floor of 451 Vanderbilt Way for the Department of Public Health. The project encompasses construction of new interior partitions, ceilings, and restrooms within approximately 8,500 square feet of the first-floor suite, along with associated electrical, mechanical, plumbing, fire protection, low voltage technology, and HVAC control systems. A mandatory pre-bid meeting was held on June 9, 2026, with sealed bids due July 23, 2026 at 2:00 p.m. The construction duration is 160 calendar days from the Notice to Proceed, with Board of Supervisors approval anticipated in early November 2026. The general contractor is responsible for submitting fire sprinkler and fire alarm designs as deferred design-build scope. Key subcontracted work includes HVAC controls integration with the existing Automated Logic WebCTRL system through vendor Signet Controls, low voltage technology infrastructure coordination with San Bernardino County IT services, and security systems through established vendors including RapidFire for badge readers and VFS for fire sprinklers.
The construction estimate is $7.05 million with liquidated damages of $1,500 per day for delays beyond the 160-calendar-day completion deadline. Bid security of 10 percent of the base bid is required at submission, with performance bonds and labor and material payment bonds each equal to 100 percent of the contract price due within 10 calendar days of award. A State Contractor's Class B License is required, and bidders must possess or list licensed subcontractors for mechanical (C-20), electrical (C-10), and plumbing (C-36) work. All work must comply with California prevailing wage requirements and CARB in-use off-road diesel fleet regulations, with subcontractor CARB certificates submissible after bid opening but before contract execution. The County will award to the lowest responsive and responsible bidder, with bid results and pre-bid attendee lists posted to the Project and Facilities Management website within three business days of opening. No prequalification process is required, and no labor agreements such as PLA/CWA apply to this project.

Please advise if audio visual work is part of the bid.
What are the AV requirements and any AV drawings?
Bid checklist on page 3 of 280 appears to require off-road diesel fuel fleet certificates from low subs. Please confirm requirements.
For CARB certificates, are subcontractors required to submit certificates with the bid, or may they submit post bid?
The bid documents indicate a construction duration of 160 calendar days. Confirm whether the 160-calendar-day duration is a fixed contract requirement or may be adjusted based on contractor's proposed schedule and project needs.
What is the anticipated start date?
Please advise the project start date and completion date.
Please advise the estimated construction duration.
Please provide information of HVAC controls for the building.
Per plan page M0.01, bidding contractor is to interconnect with the existing campus EMS system. Please advise whose system the current BMS controls are.
Clarification - What is the existing HVAC control system?
Identify the existing BAS/EMS controls manufacturer and controls vendor. Confirm whether HVAC controls integration shall be performed by the existing controls vendor or by the HVAC contractor.
Confirm whether there are any contractor or subcontractor prequalification requirements, including PQBids, QualityBidders, or a separate qualification package for prime contractor or listed subcontractors.
Confirm that there are no prequalification process/documents required for this project.
The bid Table of Contents lists 'Technical Specifications (As Required).' No separate project manual was located;
specifications appear embedded on drawing sheets. Confirm there is no separate project manual/book specification, or issue it if one exists.
Is there a spec book available for this project? I only see the front-end docs.
Please provide the technical specs of the project, which were not part of the bid documents.
Existing controls manufacturer on Level 1 is Automated Logic WebCTRL.
Refer to bid document Instruction to Bidders, Sections D, E, and J.

RFI-003
Per the Bid Documents, the 160-calendar-day construction duration begins upon issuance of the Notice to Proceed. Once a bidder has been selected, any request to extend the construction duration must be fully justified by the contractor and approved by PFMD prior to contract execution. PFMD anticipates Board of Supervisors approval of the construction contract in early November.

Detail calls for steel post inside half walls and says to see 16/A9.11, but that drawing says to see Structural Drawing 3/S1.02 and 3/S1.03 for further detail. No structural drawings in set?
At Breakroom 132 on Floor Plan A2.01, can Simpson RCKW3 clips at the sill wall at 32 inches on center be used instead of the HSS posts called out in Detail 16/A9.11?
Does building management have a preferred fire alarm and sprinkler vendor? If so, provide contact information.
Fire sprinkler and fire alarm are deferred design-build scope by GC; set does not include sprinkler or fire alarm design for existing occupied building. Provide basis of design for re-sprinkler modifications and fire alarm work, tie-in/connection point, and LL requirements.
Is there a preferred fire alarm/sprinkler for this building?
Please advise if fire alarm is part of contractor scope and identify the existing fire alarm system and preferred vendor, if any.

Sheet P3.01 includes gas piping. The gas-served equipment within the suite is not evident from the drawings. Identify the equipment served by gas, connected load, and point of connection to existing gas system. There is nothing noted on the equipment plans requiring gas.
Please advise if there is a preferred low voltage contractor. If so, provide contact information.
Clarify who is responsible for card readers and the low voltage scope. A2.41 indicates low voltage wiring by tenant and infrastructure by bidding contractor, general notes indicate security devices by client's vendor, and T0.2 shows card reader as CFCI.
For each affected opening, identify which party furnishes and installs electrified hinges, electrified locksets/strikes, and card readers; confirm GC scope is limited to door prep, conduit, and back boxes.
RFI-012 Will a responsibility matrix be published denoting items that are OFCI/OFOI? Please refer to the equipment schedule on sheet A6.31
