14. The purpose of this amendment is to answer Contractor questions, add four (4) new contract attachments, and extend the proposal due date.

A. Answers to Contractor Questions are provided in the attached Excel sheets, 3 pages.

B. Add Contract Attachment J-Q, Drawings 81K07281, dated 9/29/2015, 12 pages.

C. Add Contract Attachment J-R, Reference Drawings, undated, 244 pages.

D. Add Contract Attachment J-S, Additional Drawings Addenda, dated 10/5/2021, 2 pages.

E. Add Contract Attachment J-T, Sketches MSK-002A – MSK-004A, dated 10/4/2021, 3 pages.

These three (3) sketches replace the previously issued MSK-002 – MSK004 that was included in Contract Attachment J-N. Contract Attachment J-N, Sketch MSK-001 remains in the solicitation.

NOTE: The four (4) contract attachments above will be entered into the SAM.Gov website as attachments; they are not physically attached to this Amendment 04.

F. Revise Section J, List of Attachments, 1 page, to include the four (4) new attachments and revise

Attachment J-N to remove MSK-002 – MSK-004.

G. The proposal due date is extended seven (7) days to 10/19/2021. Therefore, change Block 13 of the SF 1442 to read 2:00:00 PM local time 10/19/2021.

79K40461 Sheet M-8093 Flag Note D Drawing calls to use AL6XN material conforming to KSC- SPEC-P-0027. AL6XN tubing is largely unavailable for purchase. Would it be acceptable to substitute 316SS tubing in lieu of AL6XN?

9/27/2021 AL6XN Tubing #1 No, It is not acceptable to substitute 316 stainless steel tubing in lieu of AL6XN tubing.

The Government is not addressing substitutions prior to contract award. Please bid per the contract documents.

79K40461 Sheet M-8063 The bill of material for the high pressure service panels calls to use 1/8" and 1/4" piping. However, all fittings and components are 1/4" and 1/2" in size. Is the intent to use 1/4" and 1/2" tubing instead? If so, what wall thickness is to be used? Please advise.

9/27/2021 Gas Panel tubing sizes

The design intent is to use 1/2" x 0.072" thickness and 1/4" x 0.035" thickness tubing for parts 7 and 8 on drawing 79K40461 Volume 4, sheet M-8063.

A correction to the tubing sizes is included in addenda elsewhere in this amendment.

79K40461 Sheet M-1253 Flag Note C Drawing identifies to provide an ODMS system similar to those of the drawings by the institutional service contract. Can the drawings for these designs be provided? There are details for installation of ODMS on M-8403 but no details provided for what is to be procured and fabricated. Can more clarity be provided on the scope of the ODMS work? Please advise.

9/27/2021 ODMS drawings The design intent of drawing 79K40461 Volume 4, sheet M- 1253 is for the Contractor to build and install the frame (ODMS Pedestal) to which the Oxygen Deficiency Monitoring Systim (ODMS) equipment will be mounted. The frame shall be fabricated per 81K07281, sheet D-5 further the Contractor shall install Government Furnished Equipment (GFE) ODMS components on the pedestal.

A revision to Flag Note C on M-1253 in accordance with this direction is included elsewhere in this amendment.

Additional information regarding work in contract related to the ODMS is found on sheet M-8403.

Per drawing 79K40461 Volume 4, sheets ET1253 and EP1253, the ODMS Oxygen Analyzer, ODMS Safety Switch and Power Distribution Assembly, and ODMS Alarm Distribution Unit are equipment that will be provided as GFE.

79K40461 Sheet MSK-002 Can further clarity be provided on the number of reservoirs that need to be installed per the contract? The bill of material on MSK-002 identifies 8 reservoir tanks but looking at the schematic on sheet M-4033, it looks like there will be a total of 10, 8 added to existing lines and 2 added to the addtional riser length installed above platform A. Please advise.

9/27/2021 Quantity of Nitrogen Reservoirs

There are a total of two accumulator reservoirs required to be installed, one at each of the two new fire protection solinoid control cabinets shown on sheet M-4033.

Bidders should understand that the dashed lines in the diagram on M-4033 & MSK-002 indicate existing parts of the system and are out of scope of this contract.

A revision to sketch MSK-002 is included elsewhere in this amendment.

Can this tubing be furnished by the government as GFE? Or, since this interior tubing can KSC-SPEC-Z-0007 (304 SST tubing) in lieu of AL6XN? Note: FPSK002, FPSK003, FP5033, FP5043, MSK-002, MSK-003 uses KSC-SPEC-Z- 0007 304 stainless tubing for installs

79K40461 Sheet M-4023, Details 1, 2, &3 M-4023, Details 1, 2, & 3 is and overall view of the conveyance of the commodities to the platforms. The previous platform job had details for the installation of the parts and pieces that made up the the convayance for the commodities as shown on M-148 thu 422 and M-427 of drawing 79K39267 attached. Have these be inadvartenly left out of this package?

If so, is the contractor to use these for pricing purposes?

9/28/2021 Commodities Clarification

Details for the hose carriers and cable carriers have not been left out of the contract documents. Reference Vol. 2 Q-0203 thru 0253 for Platform A North, Q-0303 thru Q-0353 for Platform A South, Q-0403 thru Q-0453 for Platform B North, and Q-0503 thru Q-0553 for Platform B South commodity conveyance.

Reference also Q-4203 for cable carriers.

General Can NASA provide a model to assist (the bidders) with understanding the full scope of work. Please advise.

9/28/2021 Project Model for Bid Purposes

No, computer models of the design will not be provided for development of bids.

79K40461 Sheet M-601, M8013 M-601 shows a Flex Hose Table which consists of 24 hoses for hose carrier and catwalk and is noted as Phase 2 work. M-4023 shows on the cat walk as in Phase 3. Is the contractor to include only 12 ea. of the hoses from the Flex Hose Table on M-601 for the hose carrier in thier bid and disregard hoses with restraints, clamps, bushings, and hardware from the catwalk to the carrier per M-8013, Flex Hose Restraint Detail ?

Also, is contractor only to fabricate and install Pneumatic Connection Frame with bulkhead fittings, nuts and washers which get connected to the tubing on the platform side to panels?

9/28/2021 Flex hoses The Government understands that the Flex Hose Restraint Details are on sheet M-8103, not M-8013.

No, All hoses listed in the Flex Hose Table on sheet M-601 and associted clamps, bushings, hardware, etc.are in scope and shall be supplied in Phase 1.

All the work on sheet M-8103 shall be in Phase 1, including fabrication and installion of the Pneumatic Connection Frame with bulkhead fittings, nuts and washers, and the hoses.

Addenda elsewhere in this amendment is included to revise sheet M-601 to indicate that the hoses are in Phase 1, Sheet M-4023 to indicate that the hoses at the catwalk are in Phase 1 and only the final connections to supply lines will be made during Phase 3, and Sheet M-8103 is Phase 1 in its entirety.

Yes, the Government will publish drawing 81K07281 to the solicitation. Please note that the reference in Specific Note A to sheet D-6 for the ODMS Pedestal is incorrect; the correct sheet is D-5.

A correction to Note A is included elsewhere in this amendment.

Fire Alarm System Will interface from the Fire Alarm System to the KCCS be required like the existing system?
