About this file
This is a Questions and Answers document dated December 5, 2024 for the Contract for Organizing Spaceflight Mission Operations and Systems (COSMOS) RFP.
The Q&A addresses several submission format requirements: Offerors may submit the DD254 form in PDF format as an attachment to Volume I, despite the general requirement for MS Word submissions. The Model Contract must be submitted in MS Word format per Section L.17, though NASA will not provide a Word version due to data protection policies. DRDs requested by the government must be submitted in their appropriate volumes as listed in Table L-1, with the contracting officer later incorporating all DRD responses into the model contract. Multiple questions sought clarification on document format requirements and placement of DRDs within the proposal structure.

The Government updated this requirement through Amendment 4 to the COSMOS

The Model Contract has been provided in the COSMOS RFP as an Acrobat Adobe PDF file. Given the requirement to submit the Model Contract in MS Word format will the Government provide a copy of Model Contract A-K in MS Word to ensure consistency of the document by all Offerors? Conversion of the Adobe Model Contract to MS Word is sometimes an inexact process and may result in different conversion documents.
No, The Government will not provide a MS Word Version of the Model Contract. In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy requires all acquisition-related documents be released to the public in Adobe Portable Document Format (.pdf), except the Microsoft Excel documents.
Will NASA allow contractors to submit the Volume V Model Contract in pdf as it was provided in the solicitation
